Dear Sir:
The resolution for Section 8-C S adopted by the city council
December 2, 1940 was approved today. It appropriates $5,000.00
from the motor fuel tax fund for the construction of a 46 ft.
precast concrete pavement across the tracks of the Chicago and
Northwestern Railroad at DesPlaines Avenue, State Aid Route 22
Extension; Pearson Street, Arterial Street 5; Lee Street,
State Bond Issue Route 46 and Graceland Avenue, Arterial
Street 6.
In order to satisfactorily complete these railroad crossings
it will le necessary to construct a Portland cement concrete
pavement or devil strip between the tracks, which work will
be in addition to the precast concrete slabs. Approval is
therefore granted on condition to the city constructing this
pavement to make a satisfactory crossing.

ORDINANCE PERMITTING SALE OF LIQUOR DURING SCHOOL ELECTIONS: The Clerk
then read the following report:

You are instructed to prepare an amending ordinance amending the
present liquor ordinance so as to permit taverns in the City of
Des Plaines to remain open for business during school elections.

AN ORDINANCE AMENDING SECTION 6 OF THE ORDINAANCE
ENTITLED " AN ORDINANCE REGULATING THE SALE OF
ALCOHOLIC LIQUORS IN THE CITY OF DES PLAINES,
ILLINOIS," PASSED THE 21st DAY OF DECEMBER, 1938.
BE IT ORDAINED by the City Council of the City of Des Plaines, Cook
' County, Illinois:
SECTION I. That Section 6, entitled "Closing Hours" of the or-
dinance regulating the sale of alcoholic liquors'in the City of Des
Plaines, Illinois, passed December 21, 1938, be and the same is here-
by amended to read as follows:
"SECTION 6. CLOSING HOURS. It shall be unlawful for any person,
firm or corporation to sell or offer for 'sale any alcoholic
liquor in the City of Des Plaines after the hour of 1:00 A.M.
and before 6:00 L.M. on week days, or after the hour of 2:00 A.M.
and before the hour of 1:00 P.M. on Sundays, orduring the hours
the polls are open in the City of Des Plaines, on any national,
state; county, city, township, or park district, including
primary elections."
SECTION II. Any person, firm or corporation violating any pro-
visions of this ordinance shall be fined not less than Five Dollars
($5.00) nor more than Two Hundred Dollars ($200.00) for each offense:
and a separate offense shall be deemed committed on each day during
or on which a violation occurs or continues.
SECTION III. This ordinance shall be in full force and effect
from and after its passage, approval and publication according to law.

ORDINANCE REGULATING' HEIGHTHS OF AWNINGS: Th Clerk then read the follow-
ing proposed ordinance for first reading.
AN ORDINANCE AMENDING SECTION 246 OF
THE REVISED BUILDING CODE OF 1939
BE IT ORDAINED by the City Council of the City of Des Plaines,
Cook County, Illinois:
SECTION I. That Section 246, entitled "Construction" of
Article 26, entitled "Awnings" be and the same is hereby amended
to read as follows:
"SECTION 246. CONSTRUCTION No awnings shall project over
the sidewalks more than two-thirds (2/3) of the width of
such sidewalk, and such awning shall be supported without
posts by iron brackets or by iron frame -work securely
attached to the building so as to leave the sidewalk wholly
unobstructed, and every such awning shall be so constructed
that frame -work supporting same shall not be less than
seven (7) feet six (6) inches above the sidewalk and no
fringe less than seven (7) feet from the sidewalk level."
SECTION II. This ordinance shall be in full force and effect
from and after its passage, approval and publication according to law.
SECTION III. Any 'person, firm, or corporation violating any of

following letter:

Dear Sirs:
I am happy to advise you that arrangements have been made with
the managing director of the National House and Garden Exposition
whereby the Des Plaines Journal has been invited to participate in
the coming Chicago 6th Annual Home Show at the Coliseum in April,
and that a garden plot 24 ft x 25 ft has been set aside for our use
during this week—long exposition.
Realizing that this opportunity offers a splendid chance to give
Des Plaines much favorable, and needed, publicity, we.are anxious to
allow all interested divic groups to join with us in presenting the
best possible display and really make a big thing of this opportunity,
which, by the way, will not obligate us to any expense as far as space
rental, water effects and sod materials for landscaping. There is no
doubt but that many thousands of persons will attend this annual Home
Show and such -a presentation on our part will bring to all these people
the potential factors Des Plaines offers for home owners; and with the
cooperation of all groups, unselfishly, we should be able to do a lot
for our community, with very little cost.
For the purpose of organizing the proper personnel for this ven—
ture, I am writing to you and urging you to immediately advise if your
organization wishes to join with the Des Plaines Journal in promoting
this affair. I am making the same invitation to every civic group in
town, together with realtors and nurserymen of the community, and am
hopeful of some very fine results through their joint effort.
Please advise as quickly as possible whom you will have represent
your group, so that a meeting can be arranged for perfecting our program.
It is urgent that this be done as soon as possible, as there will be
much work to be done before hand and the weeks go by very quickly.

missioners.
This action is preliminary to the preparing of plans and speci—
fications and when completed, must be sent to Springfield, to the
Division of Highways, State of Illinois, for approval and I do not
anticipate any trouble in regard to this necessary improvement.

"200,000.00 from the County's allotment of Motor Fuel Tax, cover—
ing the estimated cost of a 3 span reinforced concrete deck
girder bridge or continuous structural 1—beam spans with
concrete slab providing 441 0" roadway and 2-51 0" sidewalks,
together with the necessary pproaches and drainage facilities,
on State Aid."oute No. 126, beginning at a point west of
Des Plaines River Road in Section 21—T41N—R13E in Maine Town—
ship, and extending in an easterly and southeasterly direction
for a distance of approximately 3000 feet; to be known as
Section 126-0505—MFT (Thacker Street Bridge).
I respectfully recommend that this Resolution be adopted
by your Honorable Body, so that upon approval of same by the
State Highway Department, the County Treasurer will be furnished
with funds with which to pay for contract costs, engineering
expense and necessary right—of—way.

coupons.
As the owners and holders of the majority of the bonds
and interest coupons remaining unpaid on said Warrants, we
hereby request that you institute foreclosure proceedings
against the delinquent lot or lots upon which such instal—
ments remain unpaid in said Warrantsi and we do hereby agree
to bear all expense connected with said proceedings, including

RESOLUTION with respect to the foreclosure
of special assessment liens on certain prop-
erties in the City of Des Plaines, Cook Coun-
ty, Illinois.
WHEREAS , heretofore this City Council adopted ordinances
providing for the construction of certain water, sewer and paving
improvements in Cumberland Subdivision in this the City of
Des _Plaines, Cook'County, Illinois: acid
WHEREAS, special assessments were levied to pay the cost
of !aid work and pursuant to- the statute applicable thereto said
improvements were constructed and the r eport of cost and completion
was approved in manner and form provided by law; and
WHEREAS, certain of said special assessments levied against
individual lots have not been paid and are now past due; and
WHEREAS, this City Council' finds that it will be for the
best interests of this City that said special assessment liens be
foreclosed. -
NOW THEREFORE, Be It Resolved by the City Council of the
City of Des Plaines, County of Cook and State of Illinois:
Section 1. That the recitals contained in the preamble
hereof are true.
Section 2. That the special assessment liens against the
lots set out in the schedule hereto attached marked. Exhibit "A" and
hereby made a part hereof, be foreclosed.
Section That Holland M. Cassidy and Hamilton K. Beebe,
lawyers, Chicago, Illinois, be and they are hereby employed to pros-
ecute said foreclosure suit or suits as they may deem best, and to co-
operate with the State's Attorney of Cook County, in procuring
the foreclosure of the lien of the general taxes upon said lots
which this City Council heretofore reiuested the State's Attorney
to foreclose, that said attorneys are hereby authorized to file
suit for foreclosure or to join in any suit or suits for fore-
closure instituted by the State's Attorney to foreclose the lien
of general taxes and to take such other steps as they deem proper to
procure the prompt sale of said property to satisfy said tax liens.
-Section That the officials of this City are hereby directed
to prepare suc'_n data and information as said attorneys retained for
the City may request in order to facilitate their prosecuting said
suit or suits.
Section 5.2. That all resolution or parts of resolutions in con-
flict herewith be and the same are hereby repealed and this resolution
shall be in full force and effect forthwith upon its adoption, and
approval as provided by law.

SUGGESTS SIMILAR FORCLOSURES ON OTHER SUBDIVISIONS: Upon the suggestion
of Alderman Campagna, the Mayorreferred to the City Attorney the matter of
determing whether it would be adivisable for the City to institute forclosure
proceedings to forclose taxes and speciecl assessments in the various other
subdivisions in Des Plaines.
• CALL FOR BIDS ON INSURANCE: Alderman Carlson then introduced the
forlowing proposed resolution: •
RESOLUTION
Insurance for 'the
City of Des Planes
WHEREAS: Several of the insurance policies required by the
City of Des Plaines, will expire within a short time,
WHEREAS: Having advertised and received proposals on said

insurance policies about one year ago.
WHEREAS: This method having substantially reduced premium
costs on said insurance.
WHEREAS: In the interest of economy this method cf placing
insurance should be continued.
THEREFORE, be it Resolved: That the City Council after
due consideration direct the City Clerk to, cause
the attached Legal Notice to be published in the
Des Plaines Suburban Times.
BE IT FURTHER RESOLVED: That the City Clerk extend the term
of the present insurance, policies until such time
as the new insurance policies shall be placed.
The motion was made by Alderman Carroll and seconded by Johnson to adopt this
proposed resolution. The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried and the said resolution adopted.
ENGAGING SOLICITOR FOR RURAL FIRE CONTRACTS: The motion was made
by Alderman Johnson and seconded by Carroll that the question ofengaging a
solicitor to sell contracts for rural fire protection be referred to the
Fire Committee for study and report. The motion was voted upon by accla—
mation whereupon the Mayor declared the motion carried and the matter so
referred.
SUGGESTS "DTJSK TO DAWN" STREET LIGHTING PROGRAM: The motion was
made by Alderman Johnson and seconded by Loos that the matter of street
lighting be referred to the Finance Committee with instructions to inves—
tigate the possibility of putting all street lights in Des Plaines on a
"Dusk to Dawn" burning schedule instead of continuing with the present "Dusk
to 1:00 AM" schedule. The motion was voted upon by acclamation whereupon
the Mayor declared the motion carried.
PROTEST STATE HIGHWAY SNOW PLOWING METHODS: Alderman Henrieh then
asked that more positive action be taken to prevent the State Highway De—
partment's snow plows from covering sidewalks and driveways. Mayor Ahbe
referred this matter to E. N. Fletcher,'City Engineer with instructions to
personally present this complaint to Mr. Harger, District Engineer of the
State Highway Department.

APPROVAL OF MINUTES: Each member of the Council having been supplied
a copy of the minutes of the regular Council meeting held Monday, January 6,
1941, the motion was made by Alderman Schwanbeck and seconded by Lemke to
approve the said minutes as presented. The motion was voted upon byacclamation
whereupon the Mayor declared the motion carried and the said minutes approved.
