MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES
HELD IN THE COUNCIL CHAMBERS ON MONDAY,
DECEMBER 16, 1940 at 8:00 P.M.
CALL TO ORDER: The meeting was called to order by Mayor Hobart M. Abbe,
presiding with Aldermen, Carroll, Iienrich, Loos, Dopheide, Carlson, Friott, Lemke,
Schwanbeck and Campagna responding to the roll call. Alderman Johnson was absent
during the entire meeting.
_ REPORTS OF STANDING COMMITTEES: None of the standing committees of the
Council had reports to offer.
ORDINANCE REGULATING SUBDIVISION DEVELOPEMENT: The Clerk then read for
second reading a proposed ordinance entitled:
AN ORDINANCE
AMENDING CHAPTER 7 OF THE MUNICIPAL CODE OF THE CITY OF
DES PLAINES OF 1928, ENTITLED "OFFICIAL PLAN OF CITY"
BY ADDING THERETO CERTAIN REGULATIONS WITH RESPECT TO
THE DEVELOPMENT OF SUBDIVISIONS

C1- The motion was made by Alderman Campagna and seconded by Lemke to^refer this pro-
posed ordinance to the City Plan Commission for study and recommendation. The
motion to refer was voted upon by acclamation whereupon the Mayor declared the said
motion carried and the proposed ordinance referred to the City Plan Commission.
OBJECTS TO METHOD OF SNOW PLOWING: The Clerk then read the following
letter:

Des Plaines, Illinois
Honorable Sirs:
There has been a great deal of agitation in the past several years
and especially at the present moment for the safeguarding of our
riding and pedestrain public.
Attention is naturally centered about recent deplorable incidents
for which I am sure all of our citizenry is deeply sorrowful. I
feel that the City Council is doing all in their power to mitigate
circumstances which are detrimental to the general welfare of our
people, despite the fact that they have a multitude of other pro-
blems.
I am familiar with the endeavors of the Police Department and
other City Officials to promote safety and I am sure that these
endeavors have not been entir ely without success.
If you will allow me, I would like to emphasize one other matter
which no doubt has come to your attention and had your consider-
ation and that is the removal of snow from those streets'maintained
by the Highway Department. I know of several incidents and^you
probably know of many more in which citizens have through a sense
of duty cleaned their sidewalks only to have them again Pilled with
snow thrown over by the plows of the Highway Department and this
has also happened where the City has cleaned the sidewalks. Pedes-
trians are thus compelled to wa],k in the roadways of the street
which is very dangerous because usually at such a time there is
grave danger of automotive vehicles skidding on the snow or ice.
Little children too are obliged to w aik in the streets on the way
to and from school and I think I voice the sentiment of many a parent
when I say that we should not expect pedestrians, young or old, to
travel in the roadways and thus be subjected to such extreme danger.

Since you are the representative council of the citizens of Des Plaines,
I assert that some concrete action should be taken by your authoritative
body to eliminate those practices of the Highway Department before we
add another victim to the increasing accident death roll of our city.
I am sure that every citizen who is proud of Des Plainesas his home
and every business man who is alert to the possibilities of an
accident -free town, will join me in my request.

December 14, 1940
This is to notify you that a contract for the above project was
awarded December 7, 1940 to the Standard Paving Company, 30 North
La Salle Street, Chicago, for $131.091.98.
This improvement consists of pavement resurfacing on River Road from
Oakton Street in the Village of Des Plaines to Irving Park Road in
the Village of Schiller Park. The resurfacing consists of any asphalt
binder course with a bituminous concrete surface course. The beginning
of the improvement is within the Village of Des Plaines and it ends in
the Village of Schiller Park, but a large part of the improvement is
not within the limits of any municipality.

ORDINANCE PROHIBITING TOURING OF BOB -SLEDS ETC: The Clerk then read
for first reading the following proposed ordinance:
AN ORDINANCE AMENDING SECTION 86 OF THE CITY OF DES PLAINES
TRAFFIC ORDINANCE:
BE IT ORDAINED by the City Council of the City of Des Plaines, Cook
County, Illinois
SECTION I. That Section 86 of the City of Des Plaines Traffic Ordinance
be amended to read as follows:

I+SEDTION 86. It shall be unlawful for any person to drive any
vehicle within the City of Des Plaines to -which there is at-
tached any being towed any bob sled, toboggan sled occupied
by any person or'persons.
SECTION 86 a. It shall be unlawful for any person or persons
to ride upon any -bob sled, toboggan or sled towed by any
vehicle within the City of Des Plaines.
SECTION 86 b. Any person found guilty of violating any of
the provisions of this ordinance -shall be fined not more than
Twenty -Five ($25.00) Dollars." •
SECTION II. This ordinance shall be in full force and effect from
and after its passage; approval and publication according to law.

Mayor Ahbe ordered the said proposed ordinance filed for second reading at,
the next meeting of the Council.
AUTHORIZE CHANGES IN HEATING SYSTEM: Alderman Loos, chairman of
the Committee on Public Works, Buildings and Plats reported that certain
changes in the heating system of the Municipal Building are desirable in order
to provide better heating in the Fire Department/ The motion was made by
Alderman Loos and seconded by Lemke to authorize the said committee to make
the suggested changes in the heating system in order to more -adequately -heat
the Fire Department. The motion was voted upon -by acclamation whereupon the
Mayor declared the motion carried.

FOOT -BRIDGE AT EAST END OF PERRY STREET: Alderman Schwanbeck;
chairman of the Streets and Sidewalks Committee reported that the wooden
foot -bridge crossing Weller Creek at the east end of Perry Street has been
wrecked, and inquired what the Council wishes to do about repairing the
same. However no action was taken by the Council regarding the matter.
APPROVAL OF MINUTES: Eachnember of the Council having been sup-
plied a copy of "The Minutes of the Regular Council Meeting held Monday,
December 2, 1940," the motion was made by Alderman Dopheide and seconded
by Friott that the said minutes be approved. The motion'was,voted upon by
acclamation whereupon the Mayor declared the motion carried and the said
minutes approved.
APPROVAL OF BILLS: In the absence of -Alderman Johnson, chairman
of the Finance Committee, Alderman Carroll a member of the said committee
introduced the following proposed resolution:

The motion was made by Alderman Carroll and seconded by Dopheide to adopt the said
proposed resolution. The Mayor put the question and the Clerk called the roll with the,
following result: Ayes; Aldermen Carroll, Henrich, Loos, Dopheide, Carlson, Friott,
Lemke, Schwanbeck and Campagna. Nays; None. ,The Mayor thereupon declared the motion
carried and the aid resolution adopted.
