CITY COUNCIL OF THE CITY OF DFS PLAINES
HELD IN THE COUNCIL CHAMBERS ON MONDAY,
OCTOBER 21. 1940 at 8:00 P.M.
CALL TO ORDER: The meeting was called to order by Mayor
Hobart M. Abbe presiding, with Aldermen Carroll, Henrich, Loos,
Dopheide, Carlson, Friott, Lemke, Schwanbeck, and Campagna respon-
ding to the roll call. Alderman Johnson was absent during the
entire meeting. The Clerk reported nine Aldermen present.
REPORTS OF STANDING COMMITTEES OF THE COUNCIL: None of
the standing committees of the Council had reports to offer.
DECIDE AGAINST WIDENING OF ALGONQUIN ROAD: The motion
was made by Alderman Campagna and seconded by Friott to drop the
matter of widening Algonquin Road (Keeney Avenue) and to go on record
as opposing the widening of the said street. The motion was voted
upon by acclamation whereupon the Mayor declared the motion carried.
ASK TO REMOVE ROUTE # 62 FROM ALGONQUIN ROAD: Alderman
Cq .Henrich then introduced the following proposed resolution whieh
was read by the Clerk:
WHEREAS: State Bond Issue Route #62 now proceeds
"t through.the City of Des -Plaines on Algonquin Road
(Keeney Avenue) within the said City is one of
the said City's principal residential streets, and
WHEREAS: the said street bisects a densely popu-
lated area in which there are numberous school -
children, which must cross the said street several
times daily, and
WHEREAS: the said street carries a large volume
of fast through traffic which is both hazardous
and annoying to the residents of the said street,
and
WHEREAS: roadway on the said street is too narrow
to properly accomodate its traffic load, and must
eventually be widened if it is continued as a
state highway, and
WHEREAS: such widening would be costly and would
materially multiply the already existing hazard
and annoyance, and above all would deprive the
said street of its suburban residential character,
WHEREAS:, Oakton Street runsparallel to the said
Algonquin Road (Keeney Avenue) only six blocks
south thereof, and
WHEREAS: Oakton Street traverses a sparsely popu-
lated commercial district in the south end of the
City of Des Plaines, and has a wide, well -paved
roadway capable of accomodating a large volume of
high speed traffic;
THEREFORE, BE IT RESOLVED by the City Council of
the City of Des Plaines, after due consideration
of a petition signed by one hundred and five (105)
residents residing on Algonquin Road in the City
of Des Plaines, that the State Highway Department -
be and the same is hereby petitioned to discontinue
Algonquin Road (Keeney Avenue) in the City of Des
Plaines as a state route, and re-route State Bond
Issue Route #62 over Oakton Street, and

BE IT FURTHER. RESOLVED that the Clerk be and he is hereby direct-
ed to forward a certified copy of this resolution to District
Office of the State Highway Department at Chicago, Illinois
The motion was made by Alderman Campagna and seconded by Henrich that the
said proposed resolution be adopted. The motion was voted upon by accla-
mation whereupon the Mayor declared the motion carried and the said reso-
lution adopted.
CONSIDER LEASE OF RAILROAD STATION PARK: The Clerk then sub-
mitted a proposed maintenance lease agreement between the City and the
Chicago and Northwestern Railroad Company covering the zix parcels of park
lying alongside,the main line track of the said railroad between Des Plaines
Avenue and Graceland Avenue. The motion was made by Alderman Carroll and
seconded by Lemke to refer the said proposed lease agreement to the City
Attorney for examination and recommendation. The motion was voted upon by
acclamation whereupon the Mayor declared the motion carried.
OPEN COAL BIDS: The motion was made by Alderman Lemke and secon-
ded by Campagna to instruct the Clerk to open the bids received covering
65 (or more) tons of Poecahantas or New River Mine Run coal to be used as
fuel for heating the Municipal Building during the 1940-1941 heating season.
The motion was voted upon by acclamation whereupon the Mayor declared the
motion carried. The Clerk then opened the said bids and read them as follows:
1. Des Plaines Lumber & Coal Co. (New River) $7.31 per ton
2. Meyer Coal & Material Co. (Poccahantas) $7.40 per ton
The motion was made by Alderman Henrich and seconded by Carlson to refer
the said bids to the Committee on Public Works, Buildings, and Plats with
full power to act. The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried.
DESIGNATE DEPOSITORIES FOR CITY FUNDS: The Clerk then read the
following proposed resolution:
WHEREAS, the following duly designated Banks have furnished the
City Council of City of'Des Plaines, Illinois with copies of Bank
statements as furnished to the Comptroller of Currency and the
Auditor of Public Accounts as of September 30, 1940
Northern Trust Co. of Chicago, Illinois
First National Bank of Des Plaines, 111.
BE IT RESOLVED, after consideration of these statements, the Banks
be continued as the Depositories for the Funds of Charles M. Larson,
as City Treasurer.
The above is a correct copy of Resolution passed at a meeting held
on the day of , A. D., 19 •
The motion was made by Alderman Henrich and seconded by Carlson to adopt the
said proposed resolution. The motion was voted upon by acclamation where-
upon the Mayor declared the motion carried and the said resolution adopted.
ST. MARY'S CHURCH REQUESTS CLOSING STREET: The clerk then read the
following letter:

Gentlemen: -
The members of St. Mary's Parish would appreciate it, if you
would kindly request the City Council to grant permission to
close Prairie Avenue, from Center Street to Pearson Street,

from 11:30 A. M. to 1:00 P. M. on each day that school is in session.
St. Mary's has inaugurated a Kindergarten in the Church building, with an
attendance of a great number of small children, and as Prairie Avenue is
very narrow between Center and Pearson Streets, and as the majority of
children attending St. Mary's School and the Kindergarten carry their
lunch, it is extremely dangerous for them to attempt to cross the street,
even at the intersections.
Our request for permission to close the street, is made at this time,
so as to guard against any accidents occurring to the small children.

NEW TRUCK FOR STREET DEPARTMENT:' Alderman Schwanbeck, chair-
man of the Streets and Sidewalks Committee, then 'reported that the
Street Department is sadly in need of a new truck. The motion was made
by Alderman Carroll and seconded by Loos to -refer this matter to the Streets
and Sidewalks Committee for further study and recommendation. The motion
was voted upon by acclamation whereupon the Mayor declared the motion
carried.
TARRING CRACKS IN PAVEMENT: The motion was made by Alderman Dopheide
and seconded by Lemke that the Streets and Sidewalks Committee be instructed
to proceed at once to repair the many cracks in the City's concrete streets
by sealing the same with tar or asphalt. The motion was voted upon by ac-
clamation whereupon the Mayor declared the motion carried.
REPAIR SUNKEN WALK: The motion was made by Alderman Henrich and
seconded by Friott to instruct the Streets and Sidewalks Committee to
repair the sunken sidewalk on the north side of Prairie Avenue just east
of Center Street where the driveway from Prairie Avenue enters the public
parking lot. The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried.
APPROVAL OF BILLS: In the absence of Alderman Johnson, Chairman
of the Finance Committee, Alderman Carroll introduced the following pro-
posed resolution:
RESOLVED THAT THE FOLLOWING BILLS & WAGES
ARE DUE AND PAYABLE AND THAT THE MAYOR AND
CITY CLERK BE AUTHORIZED TO DRAW UPON THE

The motion was made by Alderman Carroll and seconded by Lemke to adopt this
proposal resolution. The Mayor put the question and the Clerk called the
roll with the following result: Ayes:' Aldermen Carroll, Renrich, Loos,
Dopheide, Carlson, Friott,,Lemke, Schwanbeck, and Campagna. Nays: None.
The Mayor thereupon declared the motion carried and the saidresolution
adopted.
APPROVAL OF MINUTES: Each member of the Council having been
supplied with a copy of the minutes of the regular Council Meeting held
Monday, October 7, 1940, the motion was made by Alderman Dopheide and
seconded by Lemke to approve the said minutes as submitted. The motion
was voted upon by acclamation whereupon the Mayor declared the motion
carried and the said minutes approved.
ADJOURNMENT: The motion was made by Alderman Dopheide and
seconded by Carroll to adjourn. The motion was voted upon by acclamation
