"Mayor Ahbe ordered the said reports placed on file. THE STREETS & SIDEWALKS COMMITTEE was the only standing committee to submit a report. The said report was read by the Clerk as follows: To the Chairman Schwanbeck - Streets and Sidewalks Committee at the meeting of the City Council held Sep 16,1940 the following matter was referred to your committee: The letter from George Brautigan, of the Northwest Tavern, 680 Lee Street, protesting the parking of the West side Bus in front of his place of business. A copy of the said letter is typed upon the reverse side hereof. Edgar J.Friedrich,CityClerk Your committee on Streets and Sidewalks has investigated the above and has found: That the west side bus stand which was recently created at 680 S.Lee Street is not serving the public to the beat advantage, besides the protest of Mr. Brautigan, numerous complaints have been registered regarding the inconvenience of this location by the bus users. Cn We therefore recommend: That this CityCouncil, after due deliberation, CI consider either of the two proposed plans: (1)That the West Side Bus be permitted to continue its route east on Ellinwood Street to a point at approximately 1583 Ellinwood Street (Moldenhauer Resident) there to make a turn to the left, reversing its travel to the west to the Regular Ellinwood Street Bus Stand at the Depot. This regulation to be considered an experiment as provided for in Sections 39A and 39B of the City of Des Plaines Traffic Ordinance adopted February 20th,1939. (2)That the West Side Bus be routed as follows: East on Prairie Avenue through to Pearson Street, North on Pearson Street to Ellinwood, west on Ellinwoos Street to the Regular Ellinwood St.Bus Sand at the Depot. CUMBERLAND INTERCEPTOR SEWEREXTENSION: Upon the suggestion of E.N.Fletcher, City Engineer, the motion was made by Alderman Johnson and seconded by Henrtch to instruct the Clerk to write the Board of Trustees of the Sanitary District of Chicago requesting the said board to provide in its next budget for the construction of an interceptor sewer for the purpose of carrying sewage from "Cumberland; "Cumberland Terrace" and Cumberland East" to the interceptor trunk at Des Plaines Avenue. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. 384 ADDITIONAL FIRE HYDRANTS FOR CUMBERLAND TERRACE: Alderman Dopheide reported that the Branigar Organization has assured the City Engineer that the contract for three additional fire hydrants has been let and that work on the contract will proceed in a few days. ELLINWOOD STREET RE -CONDITIONED: The Clerk then read the following report: To City Engineer, E.N.Fletcher at the meeting of the CityCouncil held July 1,1940 the following matter was referred to you: The matter of re -conditioning Ellinwood St., as per the Committee report typed upon the reverse side hereof was referred to you fon consideration. Edgar J.Friedrich, CityClerk Sep 27 1940 Your City Engineer has investigated the above and has secured the approval of the W P A to include this work under our present street project. The work was completed on September 20,1940 using material and labor furnished by W P A. E.N.Fletcher, Engineer Mayor Abbe ordered the said report placed on file. DELINQUENT SIGN INSPECTION FEES: The Clerk then read the following letter: To the Honorable Mayor and CityCouncil City of Des Plaines, Illinois Gentlemen: October 7th 1940 Subject: Sign Inspection Fees. Calling your attention to the number of merchants failing to remit the fee for the privelege of maintaining signs over sidewalks and billboards, To date 80 bills were sent out, only 20 have responded and paid. Inasmuch as the ordinance specifies that an annual inspection be made by the building and electrical inspectors, and also specifies the rates to be charged for the various types of signs and billboards. Out of these fees collected the inspectors are to receive their compensation, therefore am asking for permission from the Council for the right to send out a five (5) day notice to the delinquent merchants, along with notice that their sign WILL BE REMOVED at their expense if they do not comply. Therefore requesting permission to hire a sign company to remove these signs, and the city to bill the expense to the delinquent merchants. Attached hereto one of the bills returned by one of the merchants ( with remarks) which I would like the aldermen to give the once over. Respectfully DEPARTMENT OF BUILDING CONTROL AND INSPECTION Frank F.Scharringhausen - Building Inspector Arthur Rieck, Electrical Inspector 385 The motion was made by Alderman Lemke and seconded by Friott to instruct the Clerk to again write the Des Plaines Business men's Associ- ation soliciting its assistance in the matter of urging merchants to co-operate with the City by paying their respective sign inspection fees. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. PASS "LIGHT MANUFACTURING" ORDINANCE: The Clerk then read in its entirety for second reading a proposed ordinance defining "Light Manufacturing" entitled: AN ORDINANCE AMENDING AN ORDINANCE ENTITLED: "AN ORDINANCE TO CLASSIFY, REGULATE AND RES- TRICT THE LOCATIONS OF TRADES AND INDUSTRIES AND THE LOCATION OF BUILDINGS DESIGNED FOR SPECIFIED USES: TO REGULATE AND LIMIT THE INTENSITY OF THE USE OF LOT ARRAS AND TO REG- ULATE AND DETERMINE THE AREA OF YARDS, COURTS, AND OTHER OPEN SPACES WITHIN AND SURROUNDING SUCH BUILDINGS, AND TO ESTABLISH THE BOUNDARIES OF DISTRICTS FOR THE SAID PURPOSES AND PRESCRIB- ING PENALTIES FOR THE VIOLATION OF ITS PROVISIONS" Passed on the Fifth day of February, A.D.1923, as heretofore Amended. FORMAL ACCEPTANCE OF SEAGRAVE FIRE TRUCK: The Clerk then read the following letter: AUGUST 8th 1 9 4 0 To the Honorable Mayor and City Council of Des Plaines,Illinois Gentlemen: Your Fire Department takes great pleasure in formally presenting trough your Honorable Body, to the City of Des Plaines for formal acceptance: The New Seagrave Fire Truck, a 500 gallon per minute, combination, hose, pump and ladder truck, which was purchased by your Department after considerable study as to the needs of our city; and competitive bids taken. This piece of equipment has been passed by the Underwriters, Inspectors, according to law, whose report is now on file with the City of Des Plaines, and has been in the service of the Department for the past two months, and has given excellent service. Mayor Ahbe ordered the said proposed ordinance filed for second reading. JUNIOR GARDEN CLUB REQUESTS MEETING PLACE: The Clerk then read the following note: The Des Plaines Junior Garden Club would like to meet in the City Hall every first and third friday of each month. These meetings would be held from 7:30 P.M. to 10:00 P.M. The Club's membership includes twenty girls. Approximately ten girls will attend each meeting.
