MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF TUE CITY OF DES PLAINES
HELD MONDAY,SEPTEMBER 16,1910 AT 8 P.M.
CALL TO ORDER: The meeting was called to order by Mayor
Hobart b. Ahbe, presiding, with Aldermen Carroll, Loos, Dopheide,
Carlson, Friott, Schwanbeck and Campagna responding to the roll call.
Aldermen Johnson, Henrich and Lemke were absent during the entire meeting.
The Clerk reported a quorum present.
THE JUDICIARY AND ASSESSMENT COMMITTEE had no report to offer.
THE POLICE & LICENSE COMMITTEE had no report to offer.
THE STREETS & SIDEWALK COMMITTEE had no report to offer.
COM ITTEE ON PUBLIC WORKS, BUILDINGS & FLAB had no report to
offer.
THE S";IER, DRAINAGE & SANITATION COMMITTEE: The Clerk then
read. the following report:

The matter of whether or not the City should provide
sewer main in front of Lot 6 in Forest River Addition
(1813 Forest Ave.), as requested by its owner, Mr.Willard
Borkenhagen.
The matter was referred for study and report to a joint
committee consisting of the Sewer, Drainage & Sanitation
Committee, the City E gineer and the City Attorney.

";e, your Committee on Sewer, Drainage & Sanitation have
investigated the above matter and therefore recommend:
That Mr. Borkenhagen be supplied with a buffalo box free
of charge and that the same be charged to the Sewer Dept.

The motion was made br Alderman Campagna and seconded by Carroll to concur
in this report. The motion was voted upon by acclamAion whereupon
the Mayor declared the motion carried and the said report concurred in.

THE FIRE COMMITTEE had no report to offer.
THE BAND COMMITTEE had no report to offer.
"LIGHT MANUFACTURING"ORDINANCE REFERRED: The Clerk then read
for second reading a proposed ord.inancne entitled:
AN ORDINANCE AMENDING AN ORDINANCE ENTITLED:
"AN ORDINANCE TO CLASSIFY, REGULATE AND RES-
TRICT TIDE LOCATIONS OF TRADES AND INDUSTRIES
AND THE LOCATION OF BUILDINGS DESIGNED FOR
SPECIFIP1 USES: TO REGULATE AND LIMIT THE
INTENSITY 07 THE USE OF LOT AREAS AND TO REGU-
LATE AND DET!.I5J;IINE THE AREA OF YARNS, COURTS,
AND OTHER OPEN SPACES 'i=;ITHIN AND SURROUNDING
SUCH BUILDINGS, AND TO ESTABLISH THE BOUNDARIES
OF DISTRICTS FOR THE SAID PURPOSES AND PRESCRIB-
ING PENALTIES FOR THE VIOLATION OF ITS PROVISIONS"
Passed on the Fifth Day of February,A.D.1923 as
heretofore Amended.

The motion was made by Alderman Carroll and seconded by Schwanbeck to
finally pass and adopt the said proposed ordinance. However, the motion
was made by Alderman Campagna and seconded by Carroll to refer the said
proposed ordinance to the City Attorney for further study and report. The
motion to refer was voted upon by acclamation whereupon the Mayor declared
the motion carried and the said proposed ordinance so referred.
TIRE HYDRANTS FOR CUMBERLAND TERRACE - WITHHOLD BUILDING PERMITS.
The motion was made by Alderman Dopheide and seconded by Schwanbeck to instruct
the Building Inspector to withhold any further building permits for buildings
to be erected in Branigar's Cumberland Terrace until such a time as The
Branigar Organization has provided additional fire hydrants as agreed upon.
The motionvas voted upon by acclamation whereupon the Mayor declared the
motion carried.
PROTEST WIDENTING OF ALGONQUIN ROAD: Alderman Campagna then
introduced the following petition which was read by M.J.Healy who was
given permission to address the Council.
PETITION
We the undersigned residents of Algonquin Road, Des Plaines,
do respectfully request the City Council to take action against
the widening of Algonquin Road and furthermore request the Council
to take up the matter with proper State and County officials to
have highway number sixty two re-routed to Oakton at Wolfe Road.
(Said petition was signed by 105 residents of Algonquin Road)
The motion was made by Alderman Dopheide and seconded by Schwanbeck to refer
the said petition, as well as the entire matter of widening Algonquin Road
and the matter of re-routing Route #62, to the S reets and Sidewalks Com-
mittee for study and report. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.
CITY HALL BASEMENT FOR RED CROSS WORK: The Clerk then read the
following letter:

Honorable Sirs:
The Des Plaines Woman's Club feels that their responsibility to
our community demands some effort be made here in American Red Cross
work and that national organization is pleased to provide us with the
necessary materials for production. It remains only for us to pro-
cure space for a distribution center and workroom. We therefore
make request for the assignment of the vacant basement room in the
City Hall to this use.
Our present plans call for Tuesday and Fridays as regular work days
and one evening a week of possibly two hours time for reception and
distribution of materials for knitted garments.
Your early action on this matter will be greatly appreciated in view
of the urgency of the situation.

PROTESTS BUS STAND ON LEE STREET: The C=_erk then read
the following letter:

City of Des Plaines
Gentlemen:
I am one of the owners of the'Northwest Tavern located at 680
Lee Street, Des Plaines, Illinois.
For the last week and a half, the West side bus has changed its
parking place from the old location to a place exactly in Front
of our place of business. This bus takes up at least 3 parking
places; and since it has been parking there, we have lost considerable
business. 1 would respectively suggest that your honorable body
take immediate action to change this location to some other place as it
is causing us consikrable inconvenience. -

The Mayor referred this letter to the Streets and Sidewalks Committee
for study and report.
TRUCKS FGR REMOVING TREE STUMPS: Alderman Schwanbeck,
chairman of the Sjeets and Sidewalks Committee, reported that additional
trucks are required for removing tree stumps from parkways in connection
with the T.P.A. tree removal project. The Mayor referred this matter to
the City Engineer for study and report.
APPROVAL OF MINUTES: Each member of the Council having been
supplied a copy of the minutes of the regular Council meeting held
Tuesday, September 3,1940, the motion was made by Alderman Dopheide and
seconded by Carroll to approve thesaid minutes as submitted. The motion was
voted upon by acclamation whereupon the.Mayor declared the motion caried
and the said minutes approved.
APPROVAL OF BILLS: In the absence of Alderman Johnson, Chairman
of the Finance Committee, Albrman Ca._roll introduced the following proposed
resolution:
RESOLVED THAT THE FOLLOWING BILLS AND
WAGES ARE DUE AND PAYABLE AND THAT THE
MAYOR AND CITY CLERK BE INSTRUCTED TO
DRAW UPON THE CITY TREASURER PROPER
VOUCHER WARRANTS IN PAYMENT OF SAME.

The motion was made by Alderman Carroll and seconded by Dopheide
that the said resolution be adopted. The Mayor put the question and
the Clerk called the roll with the following result: Ayes; Aldermen
Carroll, Loos, Dopheide, Carlson, Friott, Schwanbeck and Campagna.
Nays: None. The Mayor thereupon declared the motion carried and the
said resolution adopted.
ADJOURNMENT: The motion was made by Alderman Dopheide and
seconded by Friott to adjourn. The motion was voted upon by accla-
mation whereupon the Mayor declared the motion carried and the
Council regularly adjourned.
