The motion was made by Alderman Jonson and seconded by Alderman Dopheide
to adopt this proposed resolution. The Mayor put the question and the Clerk
called the roll with the following result: Ayes; Aldermen Johnson, Loos,
Dopheide, Friott, Schwanbeck aid Campagna. Nays; None. The Mayor thereupon
declared the motion carried and the said resolution adopted.
APPROVAL OF MINUTES: Each member of the Council having been
supplied a copy of the minutes of the regular council meeting held
Monday, August 5, 1940, the motion was made by Alderman Dopheide and
seconed by Alderman Loos to approve the said minutes as submitted. The
motion was voted upon by acclamation whereupon the Mayor declared the
motioncarried and the said minutes approved.
DENY LIQUOR LICENSE: The Clerk then submitted an application
for a "one day" liquor license submitted by the 38th Ward Young Reliublican
Club of Chicago to sell beer in connection with a lawn party to be held
at 1484 White Street on August 24, 1940. The motion was made by Alderman
Loos and seconded by Alderman Schwanbeck to deny this application. The
motion was voted upon by acclamation whereupon the Mayor declared the
motioncarried and the said application rejected.
ADJOURNMENT: The motion was made by Alderman Dopheide and seconded
by Alderman Johnson to adjourn. The motion was voted upon by acclamation
wher upon the Mayor declared the motion carried and the Council regularly
adjourned.

HELD ON MONDAY, September 3,1940 AT 8 P.M.
CALL TO ORDER: The meeting was called to order by Mayor Hobart M.Ahbe,
presiding with Aldermen Carroll, Johnson, Friott, Lemke, Schwanbeck and
Campagna responding to the roll call. Alderman Dopheide arrived later
during the meeting while Aldermen Henrich, Loos and Carlson were absent
during the entire meeting.

To the Honorable Mayor & City Council:
Electrical Inspector's report for August,1940.
During the month there were 32 (thirty—two) permits issued as
follows:
Fourteen (14) New Residences
Six (6) Remodeling
Nine (9) Commercial
Two (2) Industrial
One (1) New Sign
Sixteen (16) final inspections were made and certificates of
approval issued.
There are forty nine (49) active permits at present.

CORRECTING HOUSE NUMBERS: E.N.Fletcher, City Engineer, then reported
orally that correct house numbers have been painted on the curb in practically
all of Plew's Des Plaines Gardens, and the Fourth Ward. He stated that by far
more house numbers have been found incorrect than have been found to be correct.

Dear Mr.Fletcher:
Since receipt of your letter of July 5,1940, concerning the
proposed Keeney Avenue widening improvement, I have discussed the
question width for this proposed improvement and also the matter of
automatic signals at the River Road and Lee Street ends with my
superiors at Springfield, and am instructed to inform you that this
Department can only accept plans based on a minimum width between
curbs of 42 feet. This is in accordance with our standard practice
on similar improvements in cities and villages throughout Cook County
and is in line with the modern trend of pavement widths in other
states throughout the country.
This Department also sees no reason for changing our ruling previously
made with respect to the automatic traffic signals. There has been no
appreciable change in traffic conditions at these intersections since
we made our previous investigation and at that time the warrant for
signals was not satisfied. If conditions change at some time in the
future this matter of course can be given consideration but we cannot
agree to the installation of signals at this time. I suggest that
the City proceed immediately with the preparation of plans for this
proposed work so that the improvement may be started as quickly as
possible.
We shall be glad to work with you in any way in order to expedite
this work.

instruct the City Engineer to prepare plans, specifications and estimates for
Council approval, covering the widening of Algonquin Road between Des
Plaines Avenue and Lee Street in accordance with the State Highway Depart—
ment's recommendations. The motion was voted upon by acclamation whereupon
the Mayor declared the motion carried.
LIGHT MANUFACTURING DISTRICT PROPOSED: The Clerk then read the
following (for first reading) proposed ordinance entitled:
AN ORDINANCE AMENDING SECTION FIVE OF AN ORDINANCE
ENTITLED: "AN ORDINANCE TO CLASSIFY,REGULATE AND
RESTRICT THE LOCATIONS OF TRADES AND INDUSTRIES AND
THE LOCATION OF BUILDINGS DESIGNED FOR SPECIFIED
USES: TO REGULATE AND LIMIT THE INTENSITY OF THE
USE OF LOT AREAS AND TO REGULATE AND DETERLINE THE
AREA OF YARDS, COURTS AND OTHER OPEN SPACES WITHIN
AND SURROUNDING SUCH BUILDINGS, AND TO ESTABLISH
THE BOUNDARIES OF DISTRICTS FOR THE SAID PURPOSES
AND PRESCRIBING PENALTIES FOR THE VIOLATION OF ITS
PROVISIONS."
Mayor Ahbe ordered the said proposed ordinance filed for second reading.

SET -BACK LINES ON OAKTON STREET: Frank F.Scharringhausen,building
inspector, then called the Council's attention to the fact that there is a
probability of some building in the near future along the south side of
Oakton Street and that it is therefore important that no time be lost in
establishing a reasonable set -back line along the south side of Oakton Street,
as proposed late in 1938 (See Zoning Board's Recommendation in minutes of
December 5,1938 and City Attorney's report in minutes of December 12,1938).
The motion was made by Alderman Lemke and seconded by Friott to instruct
the Clerk to write the Zoning Board of Appeals, asking the said Board
to submit its revised recommendation and proposed ordinance establishing
set -back lines in commercial districts to the Council for action. The
motion was voted upon by acclamation whereupon the Mayor declared the
motion carried.
REQUESTS USE OF COUNCIL CHAMBERS: The Clerk then read the
following letter:

4C I respectfully ask permission to use the council chamber,on
September 10 if possible, for a free and open public meeting
which I proposed to call for consideration of the EDUCATION OF
MOST WORTH TO MAINE STUDENTS.
This is the subject of an article by the undersigned to appear in
this week's Des Plaines Suburban Times and in which the meeting is
to be called, and is the third of'a series, the first of which,
EDUCATION NEEDED FOR NATIONAL UNITY, appeared on August 8 and the
second EDUCATION NEEDS A BIG BLUEPRINT, appeared on August 23.
As an indication of the importance and timeliness of the matter
this week's Time reports;
"Last week a committee of ten distinguished U.S.educators,appointed
by the American Youth Commission to chart a new curriculum of U.S.
high schools, repeated history byaechoing Ben Franklin's proposals.
The Committee's report, WHAT THE HIGH SCHOOLS OUGHT TO TEACH was
described by A.Y.C.'s Director Floyd W.Reeves as 'one of the most
important contributions to secondary education of this generation.'"

this letter to the Commitee on Public Works, Buildings and Plats with
full power to act. The motion was voted upon by acclamation whereupon
the Mayor declared the motion carried and the matter so referred.
Renew Ll.ghting & Power Contract: The Clerk then submitted a pro-
posed contract renewing the City's "Rate 105 Contract" with the Public
Service Company of Northern Illinois for electric current for Street
Lighting and for water pumping. Mayor Ahbe referred this proposed
contract to a joint committee consisting of the Streets and Sidewalks
Committee and the Water Committee for study and recommendation.
CLAIMS HE IS ENTITLED TO SEWER: Mr. Willard Borkenhagen who is
building a residence on Lot 6 of Forest River Addition (1813 Forest Avenue)
addressed the Council stating that he purchased the said lot with sewer
and water mains in and paid for. He further stated that he now finds,
that while these improvements were paid for, there is no sewer along his
frontage. Mayor Ahbe referred this matter to the Sewer, Drainage and
Sanitation Committee together with the City Attorney and the City Engineer
for study and report.

SUGGESTS REMOVAL OF DANGEROUS TREE: Alderman Dopheide asked
that City remove a certain hazardous tree from private property
located in the third ward. Mayor khbe referred this matter to the
Superintendent of Public Works for investigation and report.
APPROVAL OF MINUTES: Each member of the Council having
been supplied a copy of the "Minutes of the Regular Council Meeting
held Monday, August 19,1940", the motion was made by Alderman Lemke
and seconded by Carroll that the said minutes be approved. The motion
was voted upon by acclamation whereupon the Mayor declared the motion
carried and the said minutes approved.
APPROVAL OF BILLS: The Finance Committee through its chairman
Alderman Johnson then introduced the following proposed resolution:
