08/05/19403G5 MINUTES OF THE REGULAR COUNCIL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES HELD IN THE COUNCIL CHAMBERS ON THE 5th DAY OF AUGUST, 1940 A.D. AT THE HOUR OF 8:00 P.M. CALL TO ORDER: The meeting was called to order by Mayor Hobart M. Ahbe, presiding, with Aldermen Carroll, Johnson, Loos, Dopheide, Carlson, Friott, Lemke, Schwanbeck and Campagna responding to the roll call. (Alderman Henrich was absent during the entire meeting). The Clerk reported nine (9) Aldermen present. REPORTS OF OFFICERS: The Clerk then submitted the following reports: The Report for July, 1940 of Edgar J. Friedrich, City Clerk. The Report for the first half of 1940 of Edgar J. Friedrich, City Clerk. The Report for July, 1940 of C.M. Larson, City Treasurer. Mayor Ahbe ordered the said reports placed on file. THE JUDICIARY & ASSESS14iENT COMMITTEE: had no report to offer. THE POLICE & LICENSE COMMITTEE: had no report to offer. THE STREETS & SIDEWALKS COMMITTEE: had no report to offer. THE COMMITTEE ON PUBLIC WORKS, BUILDINGS AND PLATS: The Clerk then read the following report: To the Chairman Loos, Public Works, Bldgs. & Plats committee, at the meeting of the City Council, held July 15, 1940, the following matter was referred to your committee: The letter from the Des Plaines Woman's Club dated July 12, 1940 requesting permission to use the Council Chambers on thh following dates was referred to your committee with full power to act: Oct. 21, Nov. 4, Nov. 18, Dec. 3, in 1940 and Jan. 6, Jan. 20, Feb. 3, Feb. 17, March 3, 17, and 31st and April 14, in 1941. You will find a copy of the above letter typed upon the reverse side hereof. E.J. Friedrich, City Clerk Your Committee on Public Works, Bldgs. & Plats has inves- tigated the above and has found that their requests will not interfere with any other dates. LEMKE The motion was made by Alderman Loos and seconded by Alderman Carlson to concur in this report. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried and the said report concurred in. THE SEWER, DRAINAGE & SANITATION COMMITTEE through its Chairman Alderman Campagna reported that the Des Plaines Camp Grounds Association (Methodist Camp Grounds) has requested that the City reduce its charge for burning the garbage $om the Camp Grounds from 0.00 to $2.00. However the motion was made by Alderman Campagna and seconded by Alderman that this request be denied. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried and the said request denied. 366 THE FIRE COMMITTEE: had no teport to offer. THE WATCH COMMITTEE: had no report to offer. THE BAND COMMITTEE: had no report to offer. b THE BUILDING INSPECTOR: then submitted the following report which was read/the Clerk: BUILDING INSPECTOR'S REPORT 30 applications approved 11 New residences 1 New Chicken House 2 New garages 1 New Sign 1 Addition to commercial Bldg. 9 Re -roofing & re -siding 5 Alterations to Residences Valuation to date this year $ 363,176.00 Same period 1939 349,614.00 Gain in 1940 13,562.00 Respectfully submitted, FRANK F. SCHARRINGHAUSEN, Bldg.Insp. Mayor Ahbe ordered the said report placed on file. THE ELECTRICAL INSPECTOR: then submitted the following report which was read by the Clerk: ELECTRICAL INSPECTOR'S REPORT During the month of July, 1940, there were 17 permits u issued for the following: Eleven (11) for new residences Four (4) for residential remodeling Two "2) for commercial installations. Fourteen (14) final inspections were made and certificates of approval issued. There are 66 active permits. Respectfully submitted, ARTHUR RIECK, Electrical Insp. THE CITY ENGINEER Edgar N. Fletcher, then reported orally that some 56 catchbasins have been rebuilt under the WPA work program, and that' considerable work is being done on the sidewalk repair program. JANITOR RESIGNS: - Appoint new janitor: Alderman Loos, Chairman of the Committee on Public Wks. Bldgs. & Plats then read the following letter of resignation: August 3, 1940 Alderman Fred Loos Chairman Bldgs & Plats Committee: Dear Sir: I am informing you that I am resigning as janitor of the Des Plaines Municipal Building, as I have accepted a position with a very reliable firm. Thanking you and all other members of the City Council for employing me as janitor, I remain Your friend, Signed: WILLIAM RADLEIN The motion was made by Alderman Loos and seconded by Alderman Lemke to accept this resignation. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried and the said resignation accepted. 367 The motion was then made by Alderman Loos and seconded by Alder- man Dopheide to engage C.A. Wegner as janitor of the Municipal Building. The Mayor put the question and the Clerk called the roll with the following result: Ayes; Aldermen Loos, Dopheide, Carlson, and Friott. Nys: Alder- men Carroll, Johnson, Lemke Schwanbeck and Campagna. The Mayor therefore declared the motion lost. The motion was then made by Alderman Campagna and seconded by Alderman Schwanbeck to engage John Maruska as janitor of the Municipal Building. The mayor put the question and the Clerk called the roll with the following result; Ayes; Aldermen Carroll, Johnson, Lemke, Schwanbeck and Campagna. Nays: Aldermen Loos, Dopheide, Carlson and Friott. The Mayor thereupon declared the motion carried. Mayor Ahbe therefore appointed John Maruska as janitor of the Municipal Building. The motion was made by Alderman Johnson and seconded by Alderman Campagna to confirm this appointment. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried and the said appointment confirmed. ENFORCING PAYMENT OF SIGN INSPECTION FRES: The Clerk then read the following letter: Office of the BUILDING INSPECTOR August 3, 1940 Hon. Mayor and City Council City of Des Plaines, Illinois Gentlemen: I wish to call to your attention a subject which has had much discussion in the past both by the council and committees also represen- tatives of business men's association; the subject being SIGNS. Apparently on rewriting and passing of an ordinance regulating fees for the inspection of signs and billboards the matter was settled. Juding from the way the business men comply with this ordinance, the matter is not settled, and needs further airing as they do not remit their fee for inspection as per bills presented. However, a shall percentage have complied with the revised City Ordinance, the majority have not. Therefore, I am appealing to the City Council before starting suits for violations as set forth in Section #3 of the revised sign ordinance, which is as follows - to follow. "Any person, firm or corporation violating any of the provisions of this ordinance shall, upon conviction thereof, be fined not more than $200.00. A separate and distinct offense shall be held to have been committed each day any firm, person or corporation violates any of the provisions of this ordinance. The motion was made by Alderman Lemke and seconded by Alderman Friott to instruct the Clerk to write the Des Plaines Business Men's Association calling attention to the fact that the rates provided for sign inspection fees were agreed to by the business men and the Des Plaines Business Men's Association and that therefore the City expects prompt payment of the said fees. The motion was voted upon by acclamation whereupon the Mayor de- clared the motion carried. DESIGNATING DEPOSITORIES FOR CITY FUNDS: The Clerk then read the following proposed resolution: RESOLUTION WHEREAS, the following duly designated banks have furnished the CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS with copies of bank statements as furbished to the Comptroller of Currency and the Auditior of Public Accounts as of 6-29-40. FIRST NATIONAL BANK OF DES PLAINES THE NORTHERN TRUST COMPANY, CHICAGO BE IT RESOLVED, after consideration of these statements, the banks be continued as the Depositories for the Fund of CHARLES M. LARSEN, CITY TRnSURER. The above is a correct copy of Resolution passed at a meeting held on the day of A.D. 19 . EDGAR J. Randolph Street Chicago Aug. 2, 1940 Mayor Ahbe and. City Council Des Plaines, Illinois Dear Sir: Let me take this opportunity to ask permission for the use of a room in the Municipal Building for an extension class in fundamental economics, to meet one evening a week for ten weeks beginning the week of September 16th. The instructors of the School give their services without financial remuneration, thus making possible free tuition to the public. As you know, this course has been offered with success at the Municipal Building each term for the past two years. APPROVAL OF MINUTES: Each member of the Council having been sup- plied a copy of the minutes of the regular council meeting held Monday, July 15, 1940, the motion was made by Alderman Dopheide and seconded by Alderman Carlson to approve the said minutes as presented. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried and the mid minutes approved. ADJOURNMENT: The motion was made by Alderman Lemke and seconded by Alderman Friott to adjourn.
