07/15/1940360 MINUTES OF THE REGULAR METING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES HELD IN THE COUN- CIL CHAMBERS ON MONDAY, JULY 15, 1940 AT THE HOUR OF 8:00 P.M. CALL TO ORDER: The meeting was called to order by Mayor Hobart M. Ahbe, presiding,, with Aldermen Carroll, John- son, Henrich, Loos, Dopheide, Carlson, Lemke Schwanbeck and Campagna responding to the roll call. (Alderman Friott was absent during the entire meeting). the Clerk reported nine 19) Aldermen present. THE COMMITTEE ON PUBLIC WORKS, BUILDINGS & PLATS was the only standing committee of the Council to o fer a report. The report was read by the Clerk as follows: To the Chairman Loos,, Public Works, Bldgs. & Plats committee, at the meeting of the City Council, held July 1, 1940, the following matter was refetred to your committee: The dismissal of William Radlein and the subsequent hiring of John Maruska as janitor for the City Hall was refer- red to your committee for study and report. .J. Friedrich, City Clerk To the Mayor and City Council, Your Committee on Public Works, Bldgs. & Plats has investigated the above and has found that there were no charges of inefficiency placed against William Radlein. We, your committee on Public Works, Bldgs. & Plats therefore recommedn that William Radlein be reinstated as janitor of the Municipal Building. Signed committee: J.W. LEMKE W. DOPHEIDE FRED A. LOOS, Chairman The motion was made by Alderman Loos and seconded by Alderman Dopheide to concur in this report. The Mayor put the question and the Clerk called the roll with the following results Ayes; Aldermen Henrich, Loos, Dopheide, Carlson, Lemke and Schwanbeck. Nays; Aldermen Carroll, Johnson, and Campagna. The Mayor thereupon declared the motion carried and the said report con- curred in. REPORT OF BUILDING INSPECTOR: The Clerk then read the following report: REPORT OF BUILDING INSPECTOR During the month of June, 1940, there were issued 35 Building Permits of which 17 were for new residenees. 8 in the old sections 5 in Cumberland Trrce 4 in Cumberland East 7 Alterations: 3 new garages 1 Chicken house 7 re-ro6fing & re -siding The month of June completing three years as B uklding Inspector for the City of Des Plaines, I have made some compar- isons to show the steady progress the City has made during this period: 361 Building permits issued during 1937 (12 mths) 84,100.000 " 1938 " 229,100.00 " " n " 1939 " 583,285.00 It " " 1940 6 mths 300,226.00 Total $ 1,196,711.00 June, 1940 1 month 490,458.00 equals morethan 12 months during year of 1937. First 6 months of 1940 4300,226.00 equals more than 24 months of 1937 and 1938. First 6 months of 1940 equals 411,325.00 more than the corresponding months in 1939. ADDITIONAL FIRE HYDRANTS IN CUMBERLAND TERRACE: The Clerk then read the following report of the City Engineer: To E.N. Fletcher, City Engineer, at the meeting of the City Council, held February 19, 1940, the following matter was referred to you: The matter of following up the written demand made to Branigar Bros. (Mt.Prospect Realty Tr pressing the said demand in order that the necessary/f i c�9aTts in Cumberland Terrace may be provided as soon as possible. E.J. Friedrich, City Clerk To the Mayor and City Council; I, your City Engin- eer has investigated the above and wish to report that 1 have contacted Mr. Branigar regarding the above demand, and he states that the contract for the additional fire hydrants has been awarded. PROHIBITING SEPTIC TANKS IN CITY: The Clerk then read for second reading the following proposed ordinance: AN ORDINANCE REPEALING ARTICEE XX, ENTITIED "SEPTIC TANKS", SECTIONS 200 TO 206, BOTH INCLUSIVE, CONTAIN- ED IN THE SAID ARTICLE XX OF THE BUILDING CODE OF THE CITY OF DES PLAINES OF 1939 AND PROHIBITING THE CONSTRUCTION OR INSTALLATION OF PRIVATE SEPTIC TANKS WITHIN THE CITY OF DES PLAINES. Be it Ordained by the City Council of the City of Des Plaines, Cook County, Illinois. Section 1. That Sections 200 to 206, both inclusive, of Article XX, entitled "Septic Tanks" of the Building Code of the City of Des Plaknes of 1939, be and s ame are hereby re- pealed. Section 2. It shall be unlawful for any person, firm or corporation to hereafter install or construct within the City of Des Plaines any septic tank for the treatment or disposal of sewage from any house, dwelling or building. 362 Section 5. Any person, firm or corporation violating the provisions of this Ordinance shall be fined, not to exceed $200.00 and each and every day upon which such violation occurs or upon which such violation continues shall constitute a sep- arate offense. Section 4. All Ordinances or parts of Ordinances in conflict herewit i are hereby repealed . Section 5. This Ordinance shall be in full force and effect from and after its passage , approval and publication. Passed this day of A.D. 1940. City Clerk Approved this day of A.D. 1940. Mayor There being evidence of indecision on the part of all Aldermen present, the Mayor referred this proposed ordinance to the Sewer, Drainage and Sanitation Committee for study and repoirt. GASOLINE FILLING STATION AVOIDS LAPSE: The Clerk then read the following letter: PURE OIL PRODUCTS COMPANY July 3, 1940 REGISTERED City of Des Plaines City Hall, Des Plaines, I11. Gentlemen: Please be advised that the service station referred to in your letter of June 28, 1940, and situated at North- west Highway and Broadway, Des Plaines, was legitimately opened for business today, July 3, 1940. It is deeply appreciated and the Woman's Club members are very grateful for this kind consideration. As it is nearing the beginning of another club year, the Club is very desirous of again meeting in the Council Chambers for the club year of 1940-1941. Encolsed is a list of the dates of our meetings to be held in those rooms for the coming year, hoping they do not conflict with any other meetings that may be held there. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. ASKS PERMISSION TO LIVE IN GARAGE AT REAR OF LOT DURING CONSTRUCTION OF RESIDENCE AT FRONT OF LOT: Frank F. Scharringhausen, Building Inspector, then reported that R.C. Anderson, 183b N. Austin Ave., Chicago, Illinois, filed an application for a building permit to erect a frame residence on the front of his lot and a garage on the rear of his lot, described as Lot 3, Block 16, in Arthur T. McIntosh Add&n., known as 1479 Linclon Avenue in Des Plaines. He further reported that the said application was rejected because Mr. Anderson requested permission to first complete the garage and live in the said garage during the construction of the residence. The Building Inspector then orally presented Lir. Andersonts plea recuesting the Uouncil to reverse the decision of the Building Inspector and grant the permit. The motion was made by Alderman Lemke and seconded by Alderman Dopheide to refer this matter to the Zoning Board of Appeals. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. APPROVAL OF MINUTES: Each member of the Council having been supplied a copy of the minutes of the regular council meeting held Monday, July 1, 1940, the motion was made by Alderman Dopheide and seconded by Alderman Carlson that the said minutes be approved. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried and the said minutes approved as submitted.
