ROSE 566 Webford Ave Des Plaines, I11. Mayor & City Council City of Des Plaines Des Plaines, Illinois Gentlemen: June 24, 1940 I wish to submit the following suggestion for your consider - That all retail establishments who charge a. deposit on containers and which deposit is return- able upon receipt of the container be required to label such containers with their name and location and the amount of the deposit. The average consumer will, within the space of a week or so, purchase from several establishments products on which he pays a deposit for containers but which containers carry only the name of the manufac- turer and with nothing thereon to indicate to the consumer who paid the deposit where it came from. And, if he is the average individual, after a few days or a week or so have elapsed he will have a hard time remem- bering from whom the container came. ation: It is my opinion that the requirement which 1 suggest above is a fair one and will certainly be a benefit to the people of Des Plaines.
