dated June 6, 1940 pertaining to the re -conditioning of El-
linwood Street.

and has found:
That at the present time we are financially unable to re -surface
this street as recommended by the City Engineer in his report of June 6,
1940. The City Engineer has recommended that if his original proposal
can not be financed, that at least a seal coat of asphalt be applied after
the holes have been filled.
We, your Committee on Streets & Sidewalks therefore recommend:
That Ellinwood Street from Lee Street to Pearson Street be seal
coated after holes have been patched with asphalt and that the City Engin-
eer be instructed to include this work, if possible, in our present WPA
project.

and read to the City Council in its meeting cif June 17,

of the Streets & Sidewalks Committee, the Water Committee and the

mendation.

Sanitation has investigated the above and recommends that the proposal be
accepted, provided that the width of the pavement from face of curb to
face of curb is made not in excess of 36 feet and provided traffic lights
be installed at the intersection of Algonquin and Lee and at Algonquin
and River Rd.
We also recommend that the proposal be accepted provided that
the sewer outlet be at least 24 inches in diameter.

1940, offering the City a number of refuse containers to be
placed upon the sidewalks in the business area of our city.

XX, entitled "Septic Tanks" of the Building Code of the City of Des Plaines
of 1939, be and the same is hereby repealed.
SECTION 2. It shall be unlawful for any person, firm or corpor—
ation to hereafter install or construct within the City of Des Plaines any
septic tank for the treatment or disposal of sewage from any house, dwelling
or building.
SECTION 3. Any person, firm or corporation violating the pro—
visions of this Ordinance shall be fined, not to exceed $200.00, and each
and every day upon which such violation occurs or upon which such violation
continues shall constitute a separate offense.
SECTION 4. All Ordinances or parts of Ordinances in conflict
herewith are hereby repealed.
SECTIO= 5. This Ordinance shall be in full Porde and effect
from and after its passage and approval and publication.

The Des Plaines Business Men's Association is sponsoring its fifth annual
civic celebration to raise money for charities, service work, and a civic
fund to be distributed among worthy organizations.
This event will be our second "Des Plaines Community Fair" and will be held
under a tent 100 feet by 250 feet in size. This brand new tent will feature
displays of local business houses, industries, and civic organizations.
We invite your firm to participate in this event and to display anything
of interst to the buying public in this area. Our Community Fair is being
staged five days, August 20 to 24 inclusive. Boorths are 10 feet by 10 feet
in size and are available at $30.00 each. All that it is necessary for you

Our Community Fair last year attracted 22,000 people during the five nights.
A new attration this year is the awarding of $100 in cash each night, or
$500 in cash altogether during the event. Stores having booths in this fair
will be able to give out chances on this prize money and in this way stim—
ulate additional business.
We are writing you this letter in advance because you were one of the firms
having a booth last year, and we would like to know if you are interested in
a booth again this year. To date we have rented more than half of the booths
and therefore, we would appreciate a prompt reply.

Carriers which designate a route or routes through or within
designate your corporate limits and you are entitled to file
complaint with this Department, in event you are not satis-
fied with such designation, and be heard upon the same.
Applications have been received and are now on
file with this Department designating routes through or
within your corporate limits. In order to facilitate
the granting of such certificates and to establish such
routes, we desire at this time to know whether or not you
request such notice as provided inlaid Section 7 as to each
such application.
Unless you notify this Department in writing within
thirty (30) days from this date that you desire notification

That all retail establishments who charge a.
deposit on containers and which deposit is return-
able upon receipt of the container be required to
label such containers with their name and location
and the amount of the deposit.
The average consumer will, within the space of a week or so,
purchase from several establishments products on which he pays a deposit
for containers but which containers carry only the name of the manufac-
turer and with nothing thereon to indicate to the consumer who paid the
deposit where it came from. And, if he is the average individual, after
a few days or a week or so have elapsed he will have a hard time remem-
bering from whom the container came.

It is my opinion that the requirement which 1 suggest above is a
fair one and will certainly be a benefit to the people of Des Plaines.

After a careful discussion with Messrs. W.L. Dopheide and E.N. Flecher,
of the question of fire protection in the above subdivision, we have
decided to offer hereby to instal three additional hydrants on that
part of the water system of said subdivision which lies to the east of
the Des Plaines Valley Railway.
With these additions, the eastern portion of the said subdivision would
certainly be adequately protected against fire. As for the western
portion of the subdivision, we shall be glad to consider whatever
need arises as building increases there.

SO0-LINE CROSSING REPAIRS: Alderman Dopheide then criticized
the Soo Line Railroad for its poor maintenance of its Oakwood Avenue,
Thacker Street and Prairie Avenue crossings and promised to give the matter
his personal attention.
CORRECTING HOUSE NUMBERS: Alderman Dopheide then inquired as to
what progress has been made in the matter of correcting house numbers. City
Engineer, E.N. Fletcher, reported that the matter is still awaiting the pleasure
of the @PPA.
RE-ROUTING WEST SIDE BUS: The motion was made by Alderman
Dopheide and seconded by Alderman Loos to refer to the Streets and Sidwalks
committee for study and report, the matter of re-routing the West side bus
so as to have its bus stand in front of the First National Bank on Lee St.
The motion was voted upon by acclamation whereupon the Mayor declared the
motion carried.
TRAFFIC MARKINGS AT INTERSECTIONS: Alderman Dopheide then re-
quested that the quadrant marking at busy street intersections be taken
care of at once.
APPROVAL OF BILLS: The Finance Committee through its member

adopt this proposed resolution. However, the motion was made by Alderman
Loos and seconded by Alderman Henrich to amend the said proposed resolution
by striking therefrom the item "Warrant No. 6286 - Salary Janitor 6/18 to
6/30/1940 - *39.40". The motion to amend was voted upon by acclamation
whereupon the Mayor declared the motion carried, the said proposed resol-
ution so amended and the said proposed resolution as amended before the
Council for final disposition. The Mayor then put the question on the
main motion (to adopt as amended) and the Clerk called the roll with the
following result: Ayes; Aldermen Carroll, Henrich, Loos, Dopheide, Carlson,
Friott, Lemke, Schwanbeck and Campagna. Nays; None. The Mayor thereupon
declared the motion carried and the said resolution adopted as amended.
CHANGE OF JANITORS: The motion was made by Alderman Lemke and
seconded by Alderman Carlson to refer the matter of change of janitors to

APPROVAL OF MINUTES: Each member of the Council having been
supplied with a copy of the minutes of the regular Council meeting held
Monday, June 17, 1940, the motion was made by Alderman Lemke and seconded
by Alderman Carlson to approve the said minutes as submitted. The motion
was voted upon by acclamation whereupon the Mayor declared the motion car-
ried and the said minutes approved.
