Te attach hereto a plat showing the size of the sewer proposed
with an outlet along the Soo Line Railroad to '';eller Creek by way
of a 12 inch tile from Seegers Road South. From Seegers Road
North Golf Cul De Sac a 10 inch tile and on both North Golf Cul De
Sac and South GolfCui De Sac a 8 inch tile. The grades of the 8 and
10 inch tile to be approximately 4% while the grade of the 12 inch
tile to be about approximately 6%.
In presenting this proposal we want to call your attention specifically to
the fact that we are called upon to create an outlet over 1000 feet from our
property line and that this outlet is being paid for by us. We are also
providing this outlet with a conrete head wall and back water gate for
protection in times of excessive rain fall.
In presenting this proposal we want you to know that its costs is in
excess of p1000.00 over the sump pump connection and is all this small
subdivision of 69 lots will stand.

presents an acute problem that should be seriously considered by
the Municipal officials. This condition is noir so aggravated that
thousands of parcels of property have been removed from the tax rolls
as income producing, insofar as the Municipality is concerned and has
greatly retarded the development of the City of Des Plaines as well
as other municipalities.
We have had considerable experience in the foreclosure of tax and
special assessment liens and it is our opinion that we are in a-
�+ position to arrange a program that will liquidate the outstanding
�--+ taxes and assessments on a basis that will be favorable to the
City and the other taxing bodies in the Des Plaines Area.

PROPOSES PLAN FOR ORDERLY GROWTH: Alderman Dopheide

7}E�3: There lies in and about the City of Des Plaines
considrable scattered acreage, suitable for development as
residential subdivisions and
WHEREAS: Recent experienne has indicated that such available
areas will probably be developed as a number of small sub-
divisions rather than as one or two larger units as was the
practice to 1929 and
WHEREAS: In the face of such probable development there are lack-
ing the necessary facilities for the orderly and coordinated
development of these areas with respect to such Public '.works
as water Supply, Sanitation, Drainage and street facilities and
WHEREAS: There is further lacking, a definite policy as to
the minimum facilities which will be required of subdividers
before their plats are approved and
WHEREAS The sewer system of the City of Des Plaines has been
found in many places to be inadequate:
THEREFORE BE IT RESOLV D that the Mayor appoint a special
committee consisting of three councilmen to study and recommend
to the City Council a comprehensive Public Works program, with
a view toward eventually providing adequate storm and sanitary
sewer facilities for the entire city, and further to insure
the adequate and orderly extension of public works facilities
as such neer subdivision developments in and adjacent to the City
of Des Plaines may require.
The motion was made by Alderman Dopheide and seconded by Henrich to
adopt this proposed resolution. The motion was voted upon 1)y accla-
mation whereupon the Mayor declared the motion carried and the
said resolution adopted.
In compliance with the said resolution Mayor :1hbe then

Dear _ .li letcher:
After your visit to this office a week or so ago, I investigated
the matter of grade crossing protection in Des Plaines and find
that our Springfield office made an investigation and survey of
the crossings in your city in March, 1939. I am enclosing a
copy of this report for your information.
At the time of the survey it was our thought that to carry out
the program as recommended would result in a number of conferences
in order to close certain streets, and above all the project
would cost more than the funds we had available for this purpose
at that time.
Subsequently we programmed for protection by means of short arm
gates the Lee S,reet crossing. A recent inspection of this
crossing indicated that any form of automatic protection would
be impracticable on account of the existing railroad facilities
such as train control signals, etc. The numerous switching
moves made would result in unsatisfactory operation of the signals.
Our recommendation for protecting this crossing is to install
manually operated short arm gates and signals. Such a scheme of
protection could be accomplished for about < 5,000.00.
At the present time ',fiver Road is protected by manually operated
gates and signals. Pearson S4reet, Lee Street, and graceland avenue
are each protected by watchmen.
-;e have eliminated the protection of Lee Street from our present
program for reasons that it appeared impracticable to protect
only Lee Street without protecting Pearson Street. These two
streets can be protected by signals and gates manually operated
from a central tower. The expense of protecting both streets
is estimated at 512,000.00. Because these streets are now pro—
tected by watchmen, and our money can be used on dangerous
crossings entirely unprotected at the present time, we do not
feel justified in participating in the cost of such a crossing
protection project, and therefore the project was abandoned.
If the City of Des Plaines is interested in carrying out a program
of crossing protection in accordance with the recommendations in
the enclosed survey, I suggest they contact either the railroad
company or the Illinois Commerce Commission, because if this
improvement is carried out as suggested it will result in the elimi—
nation of the expense of three watchmen.

The motion was made by Alderman Johnson and seconded by Alderman Henrich
to confirm the said appointments. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried and the said appointments

YOUNG VOTERS FORUM RECEPTION AND DANCE: Mr. Theodore Shuler, pres-
ident of the Young Voters Forum t' en addressed the Council inviting and urging
the members of the Council to attend the First Annual Reception anc Dance of
he Yound Voters Forum to be held on June 14, 1940.
APPROVAL OF MINUTES: Each member of the Council having been supplied
a copy of the minutes of the regular meeting of the Council held Monday,
May 6, 1940, the motion was made by Alderman Dopheide and seconded by Alderman
Lemke to approve the said minutes. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried and the said minutes approved.
APPROVAL OF BILLS: The Finance Committee, through its chairman
Alderman Johnson, then introduced the following proposed resolution:

adopt the said proposed resolution. The Mayor gut the question and the
Clerk called the roll with the following result: Ayes; Aldermen Carroll,

Campagna. Nays; one. The Mayor thereupon declared the motion carried and the
said resolution adopted.
ADJOURNMENT: The motion was made by Alderman Lemke and seconded
by Alderman Friott that the Council regularly adjourn. The motion was voted
upon by acclamation whereupon the Mayor declared the motion carried and the

CALL TO ORDER: The meeting was called to order by Mayor Hobart
M.Ahbe, presiding, with Aldermen Carroll,• Johnson, Loos, Dopheide, Carlson,
Friott, Lemke, Schwanbeck and Campagna responding to the roll -call. (Alderman
Henrich was absent during the entire meeting.) The Clerk reported nine
(9) Aldermen present.
