CALL TO ORDER: The meeting was called to order by Mayor Hobart M.Ahbe, presiding, with Aldermen Carroll, Johnson, Henrich, Loos, Dopheide, Carlson, Friott, Lemke, Schwanbeck and Campagna responding to the roll call.. The Clerk reported all members of the Council present. REPORTS OF STANDING COMi'-;ITTEES: None of the standing committees of the Council had -reports to offer. SE'D'ERS FOR H. Li. C0RN'_ LL' S "CUMBERLAND EAST": The Clerk then read the following report: To the Chairman of the Council as a Committee of the "thole at the meeting of the City Council held April,lst,19.0 the following matter was referred to your committee: ( letter reading as follows: ) H.M.Cornell & Co Realtors Builders 176 `"'.Adams St Chicago March 28,1940 - City of Des Plaines Des Plaines, Illinois Gentlement We hereby make application for permission to construct a sewer system in our Cumberland East Subdivision in accordance with plans and specifications of your City Engineer, E.H.Fletcher, on the two following proposed plans. Number one being prefer- able if it can be worked out and number two as the alternative: 293 (Letter contd) H.M.Cornell 8'c Co. 1.For the City of Des Plaines to sponsor a '7PA project if an ea:e^gent can be obtained from the Soo Line Railroad, and if the Illinois Health Depart, ren't :rill permit of a new connec- tion with T' eller Creek at the Soo Line Railroad right -of --way. The labor to be furnished by the "PA and the materials fur- nished and paid for by this company as shown on the Engineer Fletcher's plan. Said sewer to be combination storm and sani- tation sewer. This project is of no value to us unless it can. be completed ready for service not later than July 1,1940. 2.To install by private contract and pay for by this company a sanitary sewer throughout the subdivision and to connect with the exi.:ting sewer at Seegers Road and 4th Avenue by way of a sump pump. Said pump to be furnished and operated by the City of Des Plaines. There seems to be growing opposition by City Officials and citizens o,f Des Plaines to the septic tank method of sewage disposal. We believe that the City of Des Plaines should furnish this subdivision with a natural or artificial outlet to take the sewage, inasmuch as under plan #2 we agree to install the sewer system by private contract and pay for it, and in so doing, completely eliminate further use of septic tanks within the city limits. These matters were discussed and approved by your sewer and sanitary d committee Wednesday night, March 27th. Yours very truly H. M. CORNELL & COMPANY Signed: H.M.Cornell Your Committee of the Whole has investigated the above and has found: That plan #1 need not be considered because ".'.P.A. aid is not available, and that plan 12 should be rejected because the proposed nen sewer system of "Cumberland East" should not be connected to the existing Cumberland sewer. 'e therefore recommend: That plan 2 be denied.
