The labor to be furnished by the "PA and the materials fur-
nished and paid for by this company as shown on the Engineer
Fletcher's plan. Said sewer to be combination storm and sani-
tation sewer. This project is of no value to us unless it can.
be completed ready for service not later than July 1,1940.
2.To install by private contract and pay for by this company a
sanitary sewer throughout the subdivision and to connect with
the exi.:ting sewer at Seegers Road and 4th Avenue by way of a
sump pump. Said pump to be furnished and operated by the City
of Des Plaines.
There seems to be growing opposition by City Officials and citizens
o,f Des Plaines to the septic tank method of sewage disposal. We
believe that the City of Des Plaines should furnish this subdivision
with a natural or artificial outlet to take the sewage, inasmuch
as under plan #2 we agree to install the sewer system by private
contract and pay for it, and in so doing, completely eliminate
further use of septic tanks within the city limits.
These matters were discussed and approved by your sewer and sanitary

committee Wednesday night, March 27th.

instruct the City Clerk to cause a call for bids to be published in the
Des Plai r_os Suburban Times covering the painting cf the elevated water
tank located on the East bank of the Des Plaines River near Ashland
Avenue. The motion was voted upon by acclamation Thereupon the Mayer
declared the motion carried.

maintenance lease for the park area bounded by Lee Street,Graceland Avenue
Ellinwood Street and the C & N "? Railroad tracl;.c, owned by the C N `T
Railroad and leased by the City, expires December 1,1940, and suggested
that this would be a good time to assign_ the said lease to the Des Plaines
Park District if possible.
The motionwas made by Alderman Johnsen and seconded by Loos
to instruct the Clerk to write the board. of Conmis ioners of the Des
Plaines Park District requesting the saidboard to accept the said lease
and to assume maintenance of the said park in the future. The motion

I am just in receipt of notice from the Supreme Court
that the petition of the City of Des Plaines to the Supreme
Court of Illinois for the review of this case has been denied.
The City has now a decision cf the lower court, the
Appellate Court and the Supreme Court of Illinois, successively
holding that I was entitled to be paid the sum of `2,59.3.25 for
services.
All this litigation has incurred considerable costs
on my part, as well as the City.
I, therefore, wish that the City wouldforthwith take
the necessary steps tc take care of the payment of this judgment
and please advise me what action the City is taking in this regard.

WHEREAS: It appears to the City Council that heretofore in pro-
ceedings known as Special :_ssessment N0.29 Block 2 in River Addition
to Des Plaines was assessed in said proceedings, and
"i??EREAS: subsequent to the levying of said assessment the first
six installments of said assessments as levied against Bloch 2
in River Addition in Des Plaines were duly paid but in error
the first six installments of said Tarrant No.29 as levied against
2 in River Addition were returned delincuent to the County Collector.

APPROVAL OF MINUTES: Each member of the Council having
been furnished a copy of the minutes of the regular Council meeting
held Monday, April, 1,1940, the motion was made by Alderman Carlson
and seconded by Friott to approve the said minutes as submitted. The
motion was voted upon by acclamation whereupon the Mayor declared the
motion carried and the said minutes approved.
APPROVAL OF BILLS: The Finance Committee, through its chair-
man Alderman Johnson then introduced a resolution approving bills and
salaries. The motion was made by Alderman Johnson and seconded by Lemke
to adopt the said resolution. However, the motion was made by Alderman Loos
and seconded by Herrick to amend the said proposed resolution by striking
therefrom the following invoices payable to the Des Plaines Motor Sales
totalling ;53.37 ;

The Mayor put the question on the amendment to strike and the Clerk
called the roll with the following result: Ayes: Aldermen Carroll, Johnson,
Henrich, Loos, Dopheide, Carlson, Friott, Lemke, Schwanbeck and Campagna.
Nays; None. The Mayor thereupon declared the motion carried, the said

MAYOR EXPRESSES APPRECIATION: Mayor :` hbe then fittingly
expressed his warm thanks and appreciation to the members of the
Council and to the City officer;:, and employees for their beautiful
floral pieces and expressions of sym&thy for the loss of his wife,
Mrs .Glad., Ahbe, who died April 7th,1940.
REPORTS DEATH OF iv1:l3.KOEL.L.E: Mayor Ahbe then reported
that the funeral services of Mre.Koelle, mother of Fred Koelle,
who died April 13,1940 will be held at Smith's Funeral Home on
April 17,1940.

The letter from the, Des Plaines Safety Council dated
April 4,1940 containing certain recommendations with respect
to parking regulations for Pearson St., Park Place,Jefferson
St and Center St.
This letter was referred to your committee for study
and recommendation.
