MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINTS
HELD IN THE COUNCIL CHAMBERS ON MONDAY,
MARCH Al 1940 AT THE HOUR OF 8:00 P.M.
CALL TO ORDER: The meeting was -called to order by Ma*or Hobart
M. Ahbe, presiding with Aldermen Carroll,'Johnson, Henrich, Loos, Dopheide,
Carlson, Friott, Lemke and Campagna responding to the roll call. The
Clerk reported a quorum present. (Alderman Schwanbeck was absent during
this roll call but arrived later during the meeting.)
REPORTS OF OFFICERS: The Clerk then submitted the following
reports:

The Mayor ordered the said reports placed on file.
REPORTS OF STANDING COMMITTEES: None of the standing committees
of the Council had reports to offer.
THE BUILDING INSPECTOR, Frank F. Scharringhausen, then submitted
the following report:

PURCHASE vs. CITY OF DES PLAINES: Edgar N. Fletcher, City En-
gineer, then submitted the following report:
To E.N. Fletcher, City Engineer, at the meeting of the City
Council, held February 19, 1940, the following matter was referred to You:
The matter of recording on the City Atlas the easement in the
case of Purchase vs. the City of Des Plaities (City of Des Plaines vs.
Purchase) which easement has been recorded with the Registrar of Titles
as Document No.846145, Volume 218, page 22.
Further details regarding the said easement may be found in the
letter from the City Attorney addressed to the City Council dated Feb.
13, 1940, a copy of which is typed upon the reverse side hereof.
Kindly make the notation as ordered and return report upon this
form.

and has the Easement across the Purchase property recorded on all three
sets of the City Atlas.

ADDITIONAL FIRE HYDRANTS FOR CUMBERLAND TERRACE: E.N. Fletcher
then submitted the following report:
To E.N. Fletcher, City Engineer, at the meeting of the City
Council, held February 19, 1940, the following matter was referred to
you:

The matter of following upthe written demand made to Branigar
Brothers (Mt. Prospect Realty Trust) pressing the said demand in order
that the necessary additional fire hydrants in Cumberland Terrace may be
provided as soon as possible.

On February 21, 1940 the City Engineer called on the Mt. Prospect
Realty Trust on the above matter and they promised to advise the City
Council by letter as to how many hydrants they are willing to install.

Gentlemen: Re: Branigar's Cumberland Terrace Subdivision
In reply to your letter and a call by Mr. Fletcher, the Des Plaines
City Engineer, requesting that we furnish additional fire hydrants
for Cumberland Terrace, we have concluded as outlined below.
First, you will remember that our plan of subdivision, as originally
approved by the City Council, did not include water mains. We later
added these mains as a part of the city water system, and included
hydrants, all according to a plan approved by the proper city offi-
cials. Our costs and sales prices were setup on the basis of the ap-
proved plat and water system, so you can readily understand the
difficulty of adding to our costs at this time. We do desire to
co-operate with the City Council, however, so we make the following
proposal, which seems a very fair one:
We will furnish two (2) hydrants of the type
specified by your City Engineer, provided that
the City will, at its own expense, install them.
One is to be installed at the bend in Harvey
Avenue, approximately 200 feet south of the east
end of Seegers Road. The other is to be on
Woodbridge Road, about 600 feet south of Col-
umbia Avenue.
We await your consideration of the above proposal.

The motion was made by Alderman Dopheide and seconded by Alderman Friott
to re -commit this matter to the Fire Committee for further study and recom-
mendation. The motion was voted upon by acclamation whereupon the Mayor
declared the motion carried.
BOECKENHAUER CULVERT: Alderman Loos requested information regar-
ding the construction of the proposed culvert across Thacker Street just
East of the Belt Line Railroad right-of-way, whereupon plans for the
said culvert for approval of the Council. After a brief recess during
which the members of the Council examined the said plans, the motion was
made by Alderman Campagna and seconded by Alderman Johnson to approve the
said plans to the Sewer, Drainage and Sanitation Committee for further
study and report. The motion to re -commit was voted upon by acclamation

whereupon the Mayor declared the motion to re -commit carried. (Note: At
this time the members of the Council informally agreet to meet at the
home of Alderman Dopheide at 2:00 P.M. Saturday, March 9, 1940, and
thence to go to the site of the said proposed culvert for the purpose
of more thoroughly aquainting themselves with the problem.)
At this point Alderman Schwanbeck arrived at the meeting.
DESIGNATING DEPOSITORIES FOR CITY FUNDS: The Clerk then read the
following proposed resolution:
RESOLUTION
WHEREAS, the following duly designated Banks have furnished
the City Council of the City of Des Plaines, Illinois, with copies of
Bank statements as furnished to the Comptroller of Currency and the
Auditor of Public Accounts as of 10/2/39 and 12/30/39:
First National Bank of Des Plaines, Des Plaines, I11.
The Northern Trust Company, Chicago, Ill.
BE IT RESOLVED, after consideration of these statements, the
Banks be continued as the Depositories for the funds of CHARLES M. LARSON,
City Treasurer of the City of Des Plaines, Illinois.

The motion was made by Alderman Carlson and seconded by Alderman Johnson to
adopt this proposed resolution. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried and the said resolution
adopted.
ST. MARY'S TRAINING SCHOOL RAFFLE: The Clerk then read the fol-
lowing letter:

This Spring we are going to get a fifty passenger bus to
take the children on outings and other recreational activities. Sinde we
seldom call upon the friends of St. Mary's for any financial aid, we are hoping
to &fray the expenses by a benefit raffle. ur relations with the business
men of Des Plaines have been very amiable. We feel that mahy of them with
whom we deal would enjoy helping us. Your approval would be a great assis-
tance and would be deeply appreciated.

The Woman's Club is sponsoring a course of instructions for women
on jury service and are desiruous of holding these meetings in the Municipal
Building in the Council Chambers.
We should like to have the use of the Council Chambers for April
2nd, 9th, and 16th (these dates fall on Tuesdays.)
These meetings will be open for all women voters of the City of
Des Plaines and will be presided over by Judge A.L. Sengstock and local
attorneys.

The motion was made by Alderman Carlson and seconded by Alderman Campagna to
grant -the said request. The motion was voted upon by acclamation whereupon
the Mayor declared the motion carried and the said request granted.
1940 APPROPRIATION ORDINANCE: First Reading - The Clerk then read
for first reading a proposed ordinance entitled:
AN ORDINANCE MAKING APPROPRIATINGS TO
DEFRAY THE EXPENSES OF THE CITY OF DES
PLAINES FOR MUNICIPAL PURPOSES, DESIG-
NATED THE "ANNUAL APPROPRIATION BILL"
FOR THE FISCAL YEAR COMMENCING JANUARY
1, 1940 AND ENDING DECEMBER 31, 1940.
Mayor Ahbe ordered this proposed ordinance filed for second reading and
announced that the Council will meet as a committee -of -the -whole in the
Council Chambers on Monday, March 11, 1940, for the purpose of further
discussing the said proposed ordinance.
THANKS FOR SUPPORT OF FIREMEN'S DANCE: Alderman Dopheide, Chairman
of the Fire Committee, publicly expressed thanks to the general public for the
splendid support accorded the 22nd Annual Fire Department's Dance held at
Rand Park Field House, February 24, 1940.
ASKS REPEAL OF FILLING STATION ORDINANCE: Alderman Schwanbeck then
orally objected to the erection of the filling station now being erected on
the northeast corner of Lee Street and Algonquin Road. A motion was made by
Alderman Schwanbeck to instruct the City Attorney to prepare an ordinance re-
pealing the "Gasoline Service Station Ordinance" passed May 16, 1938. How-
ever, there being no second the Mayor declared the motion lost for want of
a second.
APPROVAL OF MINUTES: Each member of the Council having been sup-
plied with a copy of the minutes of the regular Council meeting held Monday,
February 19, 1940, the motion was made by Alderman Schwanbeck aid seconded
by Alderman Lemke that the said minutes as presented, be approved. The
motion was voted upon by acclamation whereupon the Mayor declared the motion
carried and the said minutes approved.
APPROVAL OF BILLS AND SALARIES: The Finance Committee through its
chairman, Alderman Johnson, then introduced the following proposed resolution:

AND WAGES ARE DUE AND PAYABLE AND
THAT THE MAYOR AND CITY CLERK BE
AUTHORIZED TO ISSUE PROPER WARRANTS

The motion was made by Alderman Johnson and seconded by Alderman Schwanbeck
to adopt this propoes resolution. The Mayor put the question and the Clerk
called the roil with the following result: Ayes; Aldermen Carroll, Johnsan,
Henrich, Loos, Dopheide, Carlson, Friott, Lemke, Schwanbeck and Campagna.
Nays; None. The Mayor thereupon declared the motion carried and the said
resolution adopted.
ADJOURNMENT: The motion was made by Alderman Lemke and seconded
by Alderman Carlson that the Council adjourn. The motion was voted upon
by acclamation whereupon the Mayor declared the motion carried and the
Council regularly adjourned.
