The motion was made by Alderman Johnson and seconded by Alderman
Carroll to adopt this proposed resolution. However, the motion
was made by Alderman Henrich and seconded by Alderman Loos to
amend the motion by striking from the proposed resolution the
item in the sum of $1,141.21 payable to the look -Road Cor truction
Company. The Mayor put the question on the motion to strike and
the Clerk called the roll with the following results Ayes;
Aldermen Henrich, Loos, Dopheide, Carlson, and Friott. 1ayi,
Aldermen Carroll, Johnson, Lemke, Schwanbeck and Campagna. The
Clerk reported the vote a tie, whereupon the =yor cast his vote
as *Ray'. and declared the amendment defeated.
The Mayor then put the question of the main motion
(to adopt) and the Clerk called the roll with the following
result: Ayes; Aldermen Carroll, Johnson, Friott, Lemke,
Schwanbeck and Campagna. Nays; Aldermen Renrich, Loud, Dopheide
and Carlson. The Mayor thereupon dedlared the motion carried
and the said resolution adopted as originally introduced.
TO MEET AS COMMITTEE -OF -THE -WHOLE: Mayor Ahbe announced
that the Council will meet as a Committee -of -the -whole in the
Council Chambers on Monday, February 12, 1940, for the purpose
of discussing a number of financial questions called to the
Council's attention in a letter from the City Attorney.
ADJOURNMENT: The motion was made by Alderman Schwanbeck
and seconded by Alderman Friott to adjourn. The motion was voted

Alderman Campagna reported that work on the proposed City-wide WPA project
is scheduled to begin tomorrow (February 20, 1940) and that inasmuch as the
construction of the proposed Boeckenhauer culvert seems urgent, the WPA
force will be put to work on the said culvert as one of its first tasks.
THE FIRE COMMITTEE had no report to offer.
THE BAND COMMITTEE had no report to offer.
C4 THE CITY ENGINEER, Edgar N. Fletcher, reported that work on the pro-
posed City-wide WPA Project is scheduled to begin to -morrow, February 20, 1940.
LIMIT WPA SPORTS TO 5:00 P.M.: The motion was made by Alderman
Loos and seconded by Alderman Dopheide to instruct the Clerk to notify the
supervisor of the WPA Recreational Project, now being conducted in the
basement of the Municipal Building, that all recreation in the form of games
and sports must cease at 5:00 P.M. The motion was voted upon by acclamation
whereupon the Chair declared the motion carried.
ADDITIONAL FIRE HYDRANTS FOR CUMBERLAND TERRACE: The motion was
made by Alderman Dopheide and seconded by Alderman Henrich to instruct the
City Engineer to follow up the written demand made to Branigar Brothers
(Mt. Prospect Realty Trust) pressing the said demand in order that the nece-
ssary additional fire hydrants may be provided as soon as possible. The
motion was voted upon by acclamation whereupon the chair declared the
motion carried.
ORGANIZING "FIRE PROTECTION DISTRICT": Alderman Henrich inquired
as to whether the City could organize a "Fire Protection District" in order
to eliminate the need for the City fire Department to fight fires outside
of the City limn$. The City Attorney stated that officially the Citycould
have no hand in organizing such a district and could not become a part there-
of. He further stated that such districts could be'organized only in areas
lying outside of the corporate limits, by the residents or property owners
within the area to be included in such districts.
WIDENING ALGONQUIN ROAD (KEENEY AVENUE): E.N. Fletcher, City En-
gineer, then requested that the Council instruct him as to what action to
take in the solution of the problem of widening Algonquin Road (Keeney Ave.)
as set forth in the following letter which was referred to the Streets and
Sidewalks Committee June 5, 1939, and re -committed to the said committee
July 17, 1939:

requesting that this department widen Keeney Avenue through the City and
also to provide traffic control signals at the intersection of Keeney Avenue
with both Des Plaines Avenue and Mannheim Road.

Div. of Highways letter - cont'd.
This matter has been under consideration by the department and I
am now instructed to inform you that in so far as the traffice control sig-
nals are concerned, we find that the volume of traffice through both these
intersections is not sufficient to warrant the installation of traffic
Control signals. Therefore, we can not participate in that feature of the
work.
With respect to the widening of Keeney Avenue through the City,
this department is favorable towards such a project and is willing to join
with the City in the construction of such widening on the basis that this
department will pay the cost of grading and paving, if the City williay
the cost of building the curb and gutter and such drainage work as is
necessary. We have estimated the cost of the work to be done by the City
to be approximately $10,000 and that the work to be done by the State
approximately $40,000.00.
If you will let me know your wished in this respect, we shall
be glad to act accordingly.

that while the City should like to accept the plan as outlined in the fore-
going letter, it will be impossible to do so because of lack of funds, and

STOP AND GO LIGHTS AT DES PLAINES AVE. AND ALGONQUIN ROAD: The

Requesting the Installation of
Traffic Control Signals on Al-
gonquin Rdad.
WHEREAS Algonquin Road (SBI Route 62) is a busy highway carrying
a great deal of high speed vehicular traffic through the City of Des Plaines,
and
WHEREAS the said Algonquin Road is intersected by both River Road
and LaGrange Road (U.S. Route 45) both of which are wide and carry a heavy
load of high speed vehicular traffic and
WHEREAS a number of serious accidents have occurred at the said
intersection, which serve to emphasize the need for better and more effective
traffic control at the said intersection, and

WHEREAS all of the said roads are either State Highways or County
THEEAFORE BE IT RESOLVED, by the City Council of the City of Des
Plaines that the State Highway Department be and the same is hereby requested
to install at State and County expense a system of "Stop and Go" traffic
control signals at the said intersections in cooperation with the Cook County
Highway Department, and

for street purposes and which Mrs. Purchase claims is her property, and
paid to Mrs. Purchase, the sum of $350.00. There is enclosed for your
file, a duplicate of the easement, which has been recoreded with the

some notation of this easement should be made on the City Atlas by the City
Engineer. Case No. B-167908 was dismissed without costs on January 31, 1940,

Quite some time ago there was advanced to me the sum of $21.95
which was to be used in obtaining certified copies of certain plats. This

In submitting these insurance policies for your acceptance, we wish to
call attention to the total premium charge, which is somewhat lower than the
figures quoted in our proposal.
1. The premium on the policy covering Automobile Equipment
Public Liability is in the amount of $734.55, which is
$15.48 more than the premium quoted in our proposal.
This small additional premium was for the additional
coverage on the second Police Car, which was not included
in the proposal for insurance, but for which insurance
coverage isprovided in this policy.
2. The policy covering Workmen's Compensation Insurance is -
written at a premium of $475.12, to which premium is added
the endorsement covering policemen at an additional premium
of $243.20.
You will note that the premium is $146.36 less than the premium of $621.68
for Workmen's Compensation insurance as called for in our proposal. We
wish to c41 your attention to the fact that, through our efforts, we were
able to induce our Company to grant an additional discount and write this
insurance at rates still lower than those originally quoted, thereby ef-
fecting a further saving of the above amount to the City of Des Plaines.

for water treatment plant operators and the enrollment is limited to the first
15 that apply because of the facilities available at the University. This
course is a wonderful opportunity to give your water plant operator first
hand insight in the proper operation of your plant and also to help him in
providing a clean, clear, safe and palatable supply at all times at a
minimum cost.

to allow a member of your waterworks staff to attend this course and we.

School P.T.A. was presented to the board. As you will note it is signed
by more than 100 parents of children attending Central School. It is also
signed by member s of the teaching staff of the school.
There was a very general discussion of this matter be our board
with the decision that the petition be forwarded to your body.
Our board heartily endorses the good work being done by the
Des Plaines Nurse and Welfare Association and the Tuberculosis Clinic
CYD and wishes to see this work continued.
However, we feel that this is distinctly a community project
0-1 and accordingly should be housed in the community building. Our board
d has previously taken no action in this matter because of our desire to
co-operate with the Welfare Council in every way possible.
The attached petition, however, speaks for itself we feel,
and accordingly we ask that you make suitable provision for housing the
Association in the Community Building.

held Monday evening, February 5, 1940, we presented to said School Board,
a resolution bearing the signatures of 106 parents of children attending
Central School, requesting the School Board to cause to be removed from
Central School, the Des Plaines Nurse and Welfare Association and the Chest
and Infant Clinics. These resolutionswere accepted by the School Board
who, in turn, is forwarding them to you for further attention. Inasmuch
as these institutions are definitely community projects.
Please understand that as the Resolutions state, this move has
been made by our Association solely for the purpose of safeggarding the
health and best interests of our children. We are wholeheartedly in accord
with the splendid work carried on by these groups and shall continue to
support them in the future, as we have always done in the past.
We shall appreciate your usual prompt cooperation and ask that
you advise us at your earliest convenience as to your disposition of the

Feb. 16, 1940
It has been brought to our attention through the newspapers
that the PTA has asked the removal of the Nurse and Welfare Association
from the basement of the Central School because of the danger in spreading
disease to the school children. Now the fact that the aim of the Nurse and
Welfare Association is to prevent contagion is in itself proof that the PTa
is not well informed. It has also been erroneously stated that T.B. patients
roam through the building. Whereas only the contact cases come to the
Chest Clinic which is conducted to teach prevention in the spread of tuber-
culosis.
If the members of the PTA would acquaint themselves with the work
of the Nurse and Welfare Association they would find that the danger is
all imaginary.
We wish to say that there is no danger whatsoever to the school
children.

The motion was made by Alderman Johnson and seconded by Alderman Dopheide to
adopt the said proposed resolution. However, the motion was made by Alderman
Loos and seconded by Alderman Henrich to amend the said motion by striking

The Chair put the question on the amendment and the Clerk called the roll with
the following result: Ayes; Aldermen Johnson, Henrich, Loos, Dopheide, Carlson,
Friott, Lemke, Schwanbeck and Campagna. Nays; None. The Chat thereupon
declared the motion to amend carried and the said proposed resolution so
amended.
The Chair then put the question on the main motion as amended and
the Clerk called the roll with the following result: Ayes; Aldermen Johnson,
Henrich, Loos, Dopheide, Carlson, Friott, Lemke, Schwanbeck and Campagna.
Nays; None. The Chair thereupon declared the motion carried and the said
resolution adopted as amended.
APPROVAL OF MINUTES: Each member of the Council having been sup-
plied with a copy of the minutes of the regular Council meeting held Monday,
February 5, 1940, the motion was made by Alderman Dopheide and seconded by
Alderman Friott that they be approved. The motion was voted upon by accla-
mation whereupon the Chair declared the motion carried and the said minutes
approved.
ADJOURNMENT: The motion was made by Alderman Schwanbeck and
seconded by Alderman Carlson that the meeting adjourn. The motion was voted
upon by acclamation whereupon the Chair declared the motion carried and the
Council regularly adjourned.
