MINUTES OF THE REGULAR FETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES'
HELD IN THE COUNCIL CHAMBERS ON MONDAY,
OCTOBER 2, 1939 AT 8:00 P.M.
CALL TO ORDER: The meeting was called to order by Mayor Hobart M.
Ahbe, presiding, with Aldermen Carroll, Johnson, Henrich, Loos, Carlson,
Friott, Lemke, Schwanbeck and Campagna responding to the roll call. The
Clerk reported a quorum present. (Alderman Dopheide was absent during the
entire meeting.)
REPORTS OF OFFICERS: The Clerk then read the following reports:
The report for September, 1939 of E.J. Friedrich, City Clerk.
The report for September, 1939 of C.M. Larson, City Treas.
The report for the third quarter of 1939, of C.M. Larson, City Treas.
Mayor Ahbe ordered the said reports placed on file.
REPORTS OF STANDING COMMITTEES: None of the standing committees of
the Council had reports t o 'offer.
ORDINANCE FOR DUAL SEWERS: The Clerk then read for second reading
a proposed ordinance entitled:
AN ORDINANCE REQUIRING THE
CONSTRUCTION OF SEPARATE
STORM AND SANITARY SEWERS
WITHIN THE CITY OF DES
PLAINES.
The motion was made by Alderman Johnson and seconded by Alderman
Carroll to table the said proposed ordinance. The motion to table was voted
upon by acclamation whereupon the Mayor declared the motion carried and the
said proposed ordinance tabled.
SUPPLEMENTAL APPROPRIATION (MFT -4.1 & 5.1 CS): The Clerk then read
the following proposed resolution:
SUPPLEMENTAL RESOLUTION FOR
IMPROVEMENT BY MUNICIPALITY UNDER THE
MOTOR FUEL TAX LAW
BE IT RESOLVED, by the City Council of the City of Des Plaines,
Illinois, that the following described streets be improved under the Motor
Fuel Tax Law:
White Street
Prospect Street
-Circle Street
-Everett Street
which is also known as Arterial Street No. 2 82 8, and
BE IT FURTHER RESOLVED, 1. That the proposed improvement consist
of a Sub -class A -1 -Bituminous Surface Treatment, 18 ft. and variable in
width on White St. (Arterial Street #2) between Oakton St. and Howard Ave.,
also on Prospect, Circle and Everett Streets (Arterial Streets j 8)between
Lee and White Streets, a total distance of 5,583 feet, of which 5,542.2
feet (1.0496 miles) are to be improved. (NOTE: This supplements Resolution
for 4 -CS adopted Jan. 24, 1939 and resolution for 5 -CS adopted July 5,
1938.) and shall be designated as Section 411 and 5.1 CS.
2. That there is hereby appropriated the
sum of One Hundred Fifty-nine and 56/100 Dollars ($159.56) for the improve-
ment of said section from the municipality's allotment of Motor Fuel Tax
Funds.

3. That said work shall be done entirely by contract; and,
BE IT FURTHER RESOLVED, that the Clerk is hereby directed to
transmit two certified copies of this resolution to the Department of
Public Works and Buildings, Division of Highways, through its District
Engineer's office at Chicago, Illinois.

Schwanbeck to adopt this proposed resolution. The mation was voted upon
by acclamation whereupon the Mayor declared the motion carried and the
said resolution adopted.
WIDENING OF PEARSON STREET (MFT SECTION 6 -CS): The Clerk then
read the following proposed resolution:
A RESOLUTION ESTABLISHING THE PREVAIL-
ING RATE OF PER DIEM WAGES OF LABOR,
CRAFTSMEN AND TRADESMEN IN THE CITY
OF DES PLAINES, IN CONNECTION WITH THE
WIDENING OF PEARSON STREET.
WHEREAS, by the provisions of an Act entitled "An act regulating
wages of laborers, mechanics, and other workmen employed under contracts
for public works" commonly known as House Bill 89 of the 61st General
Assembly, it is made the duty of the City Council to ascertain the general
prevailing rate per diem of wages in the locality for work to be performed
under contracts let by this City; and
WHEREAS, the City contemplates an improvement generally known as
"the widening of Pearson Street, Motor Fuel Tax Section 6 -CS".
THEREFORE, BE IT RESOLVED, by the City Council of the City of
Des Plaines, that the prevailing rate per diem of wages in this locality
of the laborers, mechanics, craftsmen and tradesmen necessary to execute
and fulfill the contemplated contract for the improvement known as the
"widening of Pearson btreet, Motor Fuel Tax Section 6 -CS" is as follows:

wages for legal holidays and overtime work shall be one and one-half (12)
times the regular hourly rate as specified above.

The motion was made by Alderman Johnson and seconded by Alderman
Schwanbeck to adopt the said proposed resolution. The motion was voted
upon by acclamation whereupon the Mayor declared the motion carried and
the said resolution adopted.
The motion was made by Alderman Carroll and seconded by Alderman
Johnson to proceed to open the bids for the widening of Pearson Street
(MFT Section 6 -CS). The motion was voted upon by acclamation whereupon
the Mayor declared the motion carried.

I find that Milburn Bros. Inc. is the lowest responsible bidder,
with a total bid of $ 16,891.31.
I therefore recommend that the contract be awarded to Milburn
Bros. inc. at a price of $ 16,891.31 subject to the approval of the
State Highway Department of the State of Illinois, and that the Mayor
and City Clerk be instructed to execute said contract for and in the
name of the City of Des Plaines.

Lemke to concur in the said recommendation of the City Engineer. The motion
was voted upon by acclamation whereupon the Mayor declared the motion

CONTINUOUS STOP & GO LIGHT OPERATION: The Clerk then read the fol-
lowing resolution adopted by the Des Plaines Safety Council:
HON. MAYOR AND CITY COUNCIL:
The following resolution was passed at the
regular September meeting of the DES PLAINES SAFETY COUNCIL:
WHEREAS, it is the consensus of the opinion of the members of
the Des Plaines Safety Council wherein the interests of safety would best
oe served by keeping the traffic signals in the City of Des Plaines in
operation 24 hours a day.
WHEREAS, the traffic signals regulate traffic on three major
highways passing through Des Plaines, and the traffic problem ii further
complicated by the fact that the signals also regulate traffic passing over
railroad crossing as well as the fact that there is no street illumination
after approximately 1 o'clock A.M. be it therefore resolved that the Des
Plaines Safety Council, go on record as opposing any change in the present
mode of operation of the said traffic lights and be it further resolved
that a copy of this resolution be sent to ths:tayor and members of the
City Council of the City of Des Plaines.

STREET LIGHTS FOR CUMBERLAND TERRACE: The motion was made by
Alderman Schwanbeck and seconded by Alderman Johnson to instruct the City
Clerk to issue an order to the Public Service Co. of Northern Illinois
to install ten (10) street lights in Cumberland Terrace. The motion was
voted upon by acclamation whereupon the Mayor declared the motion carried.
ASK REMOVAL OF PAPER FROM STREETS: The Clerk then read the fol-

APPROVAL OF MINUTES: Each member of the Council having been supplied
a copy of the minutes of the regular council meeting held Monday, September 18,
1939, the motion was made by Alderman Lernke and seconded by Alderman Carlson
to approve the said minutes as written. The motion was voted upon by accla-
mation whereupon the Mayor declared the motion carried and the said minutes
approved.
NON-RESIDENT WATER RATES: Alderman Lernke, Chairman of the Water Com-
mittee asked that the Council meet as a committee -of -the -whole on Monday,
Evening, October 9, 1939 for the purpose of discussing requests for water from
property owners living outside of the City limits.
