The motion was made by Alderman Carlson and seconded by Alderman
Dopheide to adopt this proposed resolution as amended. The Mayor put the
question and the @erk called the roll with the following result: Ayes;
Aldermen Henrich, Loos, Dopheide, Carlson, Lemke and Campagna. Nays; None.
The Mayor thereupon declared the motion carried and the said resolution
adopted as amended.
APPROVAL OF MINUTES: Each member of the Council having been
supplied with a copy of the minutes of the regular council meeting held
Monday, June 5, 1939, the motion was made by Alderman Lemke and seconded
by Alderman Campagna to approve the said minutes as written. The motion
was voted upon by acclamation whereupon the Mayor declared the motion
carried.
ADJOURNMENT: The motion was made by Alderman Dopheide and seconded
by Alderman Carlson that the meeting adjourn. The motion was voted upon by
acclamation whereupon the Mayor declared the motion carried and the Council
regularly adjourned.

CALL TO ORDER: The meeting was called to order by mayor
Hobart M. Ahbe, presiding, with Aldermen Johnson, Henrich, Loos,
x'opheide, Carlson, Lemke, Schwanbeck and campagna responding to the
roll call. Aldermen Carroll and Friott were absent during the entire
meeting. The Clerk reported a quorum present.

You are hereby notified that upon order of Mayor
nobart M.Ahbe there will be a special Council meeting of

of making important decisions pertaining to picketing of
local business establishments, and to consider such other
matters of city business as may need attention.

REQUEST ORDINANCE PROHIBITING PICKETTING: The Clerk
then read the following letter:
DES PLAINES BUSINESS MEN'S ASSOCIATION
June 22, 1939
Honorable Mayor and City Council
Des Plaines, Illinois
Gentlemen:
The Des Plaines Business Men`s Association, 110 members strong,
unanimously request the immediate passage by your body of an
ordinance upholding the legality of the recent decision of Judge
W.".McSurely in the. Illinois Supreme Court in which he held it
illegal for non -employees to picket a store.
We site the case of Vinci's Food Shop in which strangers have
picketed this store wearing banners, making statements that are
libelous to this business.
We have considered obtaining an injunction in this specific case,
but deem this unwise in that it would apply only to the one store.
We urgently request your passage tonight of an ordinance restraining
any outsider from picketing any place of business in the city limits
of Des Plaines.
Our merchants pay annually $8,000. into the treasury of this city
in the form of business licenses. The legality of these license
fees has been questioned from time to time by the merchants, but
they have always thought it best to go along and pay their share
to the city. in return the least they should expect is protection
from outside interests which tend to make business operations in
this community hazardous.
immediate action is imperative and we hope the council will not
let us down in this case.

Mayor Ahbe ordered this proposed ordinance filed for second reading.
PROCLAMATION TO MUZZLE DOGS: The Clerk then read the following
proclamation:
A PROCLAMATION
NOTICE TO MUZZLE DOGS
WHEREAS, the ordinance of the City of Des Plaines,Cook
County, Illinois, provide that whenever it shall be made to
appear to the mayor of said city, that all dogs should be
muzzled, it shall be his duty to issue his proclamation, re-
quiring the same to be done.
AND AREAS, it has been made and does appear to the
undersigned, that for the health and safety of the citizens
of said city, and for other good reasons, all dogs should be
muzzled from and after the date hereof and until the first
day of October, 1939.
THEREFORE,I,HOBART M. ABBE, Mayor of the City of
Des Plaines, do hereby proclaim and require that all dogs within
or that may come into said city from and after the date hereof
and until October first, 1939, shall wear a good and substantial
fire gauze or leather muzzle, securely put on so as to prevent
them from biting, and any dog going or being at large during
the period defined in this proclamation without such muzzle
shall be killed and buried.
IT IS FURTHER ORDERED, that the Chief of Police of said
City be and he is hereby ordered to strictly enforce this pro-
clamation.

CONSTRUCT SIDEWALKS IN CUMBERLAND TERRACE: The Clerk then
read the following letter and submitted the plans mentioned therein:

Hon. mayor and City Council
City of Des Plaines.
Attached please find Plans and Specifications for a
proposed concrete sidewalk to be constructed along the east side
of Wolf Road in Cumberland Terrace Subdivision.
This side walk is to be constructed by a contract
arranged by the Real Estate Company developing the subdivision.
Arrangements have been made for the payment of Engineering
and Inspection fees and the writer recommends the contractor be
allowed to start construction as soon as a Public Liability Policy
in accordance with our city ordinance has been provided.
All work to be performed in accordance with the attached
plans and specifications.

SPECIFICATIONS FOR CONSTRUCTION OF CONCRETE SIDEWALK
CUMBERLAND TERRACE SUBDIVISION,DES PLAINES,
ILLINOIS
SCOPE OF WORK - Construct concrete sidewalk five feet wide beginning
at the South Property Line of Seeger's Road and ex-
tending south parallel with and one foot west of the
East Line of Wolf Road to the south end of the
Cumberland Terrace Subdivision.
GRADING - All sod must be removed before any fill is made or any
walk laid. fill under walk must be well tamped.
FORMS -
CONCRETE -
Forms shall be set true to line and grade and securely
staked. Lumber used for forms shall be not less than
1 inches in thickness.
The concrete shall be composed of one part Portland
Cement, two parts of torpedo sand and four parts of
coarse aggregate, except that the upper one-half
inch thereof shall consist of mortar composed of
one part Portland Cement and two parts torpedo sand,
laid so as to form an integral part of the whole. The
surface of the sidewalk shall be troweled smooth with
a steel float and given a brush finish, and the walk cut
into squares of five feet each way. tach one hundred
feet of walk shall be provided with a half inch expansion
joint.
Concrete shall be five inches thick except at drive ways
where it shall be increased to six inches in thickness.
GENERAL CONDITIONS - The Engineer for the City of Des elaines shall
establish the lines and grades for the sidewalk and shall
have supervision of all work performed.
No work shall be performed until the contractor has executed
a Public Liability Policy in the amount of *10,000.00 in
accordance with the Building Ordinance of the City of
Des Plaines.

forth above).
The motion was made by Aldermen Lemke and seconded by nenrich to approve
the said plans and specifications and to concur in the recommendations
contained in the City Engineer's letter. The motion was voted upon by
acclamation whereupon the Mayor declared the motion carried.
SPEEDING ON CENTER STREET : Alderman Henrich then called
attention to the fact that there is a great deal of speeding along Center
Street, and asked that this speeding be curbed. Mayor Ahbe referred this
matter to the City Marshall.
ADJOURNMENT: The motion was made by Alderman Dopheide and
seconded by Lemke that the Council adjourn. The motion was voted upon
