MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES HELD IN THE, COUN-
CIL CHAMBERS ON MONDAY, JUNE 5,
1939 AT THE HOUR OF 8:00 P.M.
CALL TO ORDER: The meeting was called to order by
Mayor Hobart M. Ahbe, presiding, with Aldermen Carroll, Johnson,
Henriah, Loos, Dopheide, Carlson, Friott, Lemke, Schwanbeck
and Campagna responding to the roll call. The Clerk reported
all members of the Council present.
THE SEWER, DRAINAGE & SANITATION COMMITTEE: None of
the standing committees of the Council had reports to offer
except the committee on Sewer, Drainage and Sanitation which
through Alderman Campagna, its chairman, orally reported that of
the 2,400 manholes and catchbasins only three or four are badly
in need of repair, and that the condition of manholes and catch -
basins in general is very satisfactory.
THE BUILDING INSPECTOR: Frank F. Scharringhausen
reported that building permits approved still show a remarkable
increase over last year. He reported furtner that while Cumber-
land Terrace is contributing the greater portion of building,
building in other section of the City also snows a consistent
gain.
BIDS FOR SURFACING WHITE STREET & PROSPECT AVENUE:
Upon the suggestion of Edgar N. Fletcher, City Engineer,
the motion was made by Alderman Schwanbeck and seconded by Alder-
man Lemke to instruct the Clerk to cause the following notice to
be published in the Des Plaines Journal on Tune 9th, 1939:

NOTICE TO CONTRACTORS
For Work to be Constructed Under the Motor Fuel Tax Law.
1. TTS AND PLACE OF OPENING BIDS. Sealed proposals
for the improvement of the thoroughfares described herein
will be received at the office of the City C1,.rk of the
City of Des Plaines, Cook County, Illinois, until 8:00
o'clock P.M., June 19, 1939 and at that time publicly opened
and read.
2. DESORIPTION OF WORK. (a) The proposeed work is
offidially known as Section 4.1 and 5.1 CS and is located
on White Street (Arterial Street #2) between Oakton and
Howard Streets, also on Prospect, Circle and Everett Streets
(Arterial Street #8) between Lee and White Streets, a total
distance of 5,583 feet, of which 5,542.2 feet (1.0496 miles)
are to be improved.
(b) The proposed improlrement
is to be a Sub -class A-1 Bituminous Surface Treatment 18 feet
and variable in width.

3. INSTRUCTIONS TO BIDDERS. (a) Plans and specifications
may be obtained from the City Clerk upon request.
(b) Proposal forms may be
obtained at the office of the City Clerk, City Hall, Des
Plaines, Illinois.
(c) All proposals must be
accompanied by a bank cashier's check, or bank draft for ten
(10) per cent of the amount of the bid, as provided in the
"Standard Specifications for Road and Bridge Construction",
prepared by the Department of Public Works and Buildings
of the State of Illinois, adopted by said Department July 1,
1936, and revisions and additions thereto effective 10/1/38.
4. REFECTION OF BIDS. The Council reserves the right
to reject any or all proposals and to waive technicalities.
The motion was voted upon by'acclamation whereupon the
Mayor declared the motion carried.
WIDENING KEENEY` AITENUE: The Clerk then read the following
letter:

Dear Sir:
On November 16, 1938, you transmitted to us for consider-
ation three copies of a resolution adopted by the City -Council of
the City of Des Plaines, requesting that this department widen
Keeney Avenue through the City and also to provide traffic oontrdl
signals at the intersection of Keeney Avenue with both Des Plaines
Avenue and Mannheim Road.
This matter has been under consideration bar this department
and I am now instructed to inform you that in so far as the traffic
control signals are concerned, we find that the volume of traffic
through both these intersections is not sufficient to warrant the
installation of traffic control signals. Therefore, we can not
participate in that feature of the work.
With respect to the widening of Keeney Avenue through the
City, this department is favorable towards such a project and is
willing to join with the City in the construction of such widening
on the basis that this department will pay the cost of grading and
paving if the City will pay the cost of building the curb and gut-
ter and such drainage work as is necessary. We have estimated the
cost of the work to be done by the City to be approximately $10,000
and that to be done by the state approximately 340,000.
If you will let me know your. Wishes in this respect, we
shall be glad to act accordingly.

These analyses of samples taken from an extension to
the Des Plaines public water supply system show the absence of
pollutional bacteria indicating a safe drinking water at tne
time of sampling. This confirms our telegram of May 18, as
follows:
"Monday samples from Cumberland TerracB show safe
drinking water".
The second sample had a pronounced hydrocarbon odor
apparently due either to pipe coating or to the use of treated
jute for caulking pipe joints. This odor can probably be re-
duced by flushing this section of the distribution system.

We, the undersigned, who are citizens of the City of Des
Plaines, County of Cook State of Illinois, do hereby petition
the City Council of the City of Des Maines to reconsider
the appointment of a truck driver of the department of Sani-
tation, and to reappoint W. Richard Guenther to that same
position which 'de nas satisfactorily held for the past tw0
(2) years.

The motion was made by Alderman Henrich and seconded
by Alderman Dopheide to grant the petition and reappoint W.
Richard Guenther to the position of truck driver. The Mayor
put the question and tne. Clerk called the roll with the following
result: Ayes; Aldermen Henrich, Loos, Dopheide, Carlson and
Friott. Nays; Aldermen Carroll, Johnson, Lemke, Schwanbeck and
Campagna. The Clerk reported the vote a tie, whereupon Mayor
Ahbe cast`nis vote as "Nay" and declared tne motion lost and the
said petition denied.
The motion was then made by Alderman Dopheide and
seconded by Alderman Henrich to refer the question of the re-
appoint$'went of W. Richard Guenther to a special committee of
six consisting of four Aldermen, two of which are to be appointed
by the opposite Council faction. The remaining two to be business
men, not members of the Council appointed by the two respective
Council factions. The Mayor put the question and the Clerk
called the roll with the following result; Ayes; Aldermen
Henrich, Loos, Dopheide, Carlson and Friott. Nays; Aldermen
Carroll, Johnson, Lemke, Schwanbeckand Campagna. The Clerk
reported the vote a tie whereupon Mayor Ahbe cast his vote as
"Nay* and declared the motion lost.

City Clerk, then publicly administered the oath of office of
Kenneth G. Meyer, City Attorney, and reported tnat good and
