REPEALING VARIOUS ORDINANCES: The Clerk then read
for first reading the following proposed ordinance:
AN ORDINANCE REPEALING SECTION
252 ENTITLED, "REPAIR" OF ARTI-
CLE 1, OF CHAPTER 9, ENTITLED,
"SIDEWALKS," AND SECTION 257, EN-
TITLED, *AWNINGS,' OF ARTICLE 1,
CHAPTER 9, ENTITLED, "SIDEWALKS , *
OF THE MUNICIPAL CODE OF THE CITY
OF DES PLAINES OF 1928.
BE IT ORDAINED by the City Council of the City of
Des Plaines, Cook County, Illinois:
SECTION 1. That Section 252 entitled, "Repair," of
Article 1 of Chapter 9, entitled, "Sidewalks," and Section 257
entitled, "Awnings" of Article 1, Chapter 9, entitled, "Side-
walks," be and the same are nereby repealed.
SECTION 2. All ordinances or parts of ordinances
in conflict herewith are hereby repealed.

effect from and after its passage and approval according to law.

by acclamation whereupon the Mayor declared the motion carried

MINUTES OF THE ADJOURNED REGULAR
MEETING OF THE CITY COUNCIL OF THE
CITY OF DES PLAINES HELD IN THE
COUNCIL COMMITTEE ROOM ON MONDAY,
FEBRUARY 13, 1939 AT THE HOUR OF
700 P.M.
CALL TO ORDER: The meeting was called to order by
mayor Hobart U. Ahbe, presiding, with Aldermen Carroll, Johnson,
Henrich, Dopheide, Lemke, Schwanbeck and Campagna responding
to the roll call.
Alderman Garland and Friott arrived soon after the
roll call, while Alderman Pflugnaupt wasfabsent during the entire
meeting.
TRAFFIC CODE - Second Heading: The Clerk then read
in its entirety, for second reading, the proposed uniform traffic
code entitled:

"AN ORDINANCE REGULATING TRAFFIC
UPON THE PUBLIC STREETS, BOULEVARDS
AND ALLEYS WITHIN THE CITY OF DES
PLAINES, COOK COUNTY, ILLINOIS, AND
HEPJiALING ALL ORDINANCES OR PARTS
OP ORDINANCES OF THE CITY OF DES
PLAINES, IN CONFLICT HEREWITH".
The motion was made by Alderman Garland and seconded
by Alderman Carroll to re -commit this proposed ordinance to the
City Attorney for final checking and postpone final passage of
the said -proposed ordinance to the next regular meeting of the
Council. The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried and the said ordinance so com-
mitted.
the motion was then made by Alderman Carroll and secon-
dedby Alderman,Dopheide to instruct the special committee con-
sisting of the members of the Police and License Committee, the
Streets and Sidewalks Committee and the Safety Council( to solicit
bids for the publication of 2500 copies of tnis proposed ordinance
in pamphlet form and to submit its recommendation to the Council
at its next regular meeting. the motion was voted upon by accla-
mation whereupon the mayor declared the motion carried.
ADOPTION OF "FIRE ORDINANCE*: The motion was made by
Alderman Garland and seconded by Alderman Dopheide to finally pass
and adopt the proposed new *FIRE ORDINANCE" which was given second
reading February 6, 1939 and bears the following title:
AN ORDINANCE PROVIDING FOR
FIRE PREVENTION AND PROTECTION
The Mayor put the question and the Clerk called the
roll with the following result: Ayes; Aldermen Carroll, Johnson r
Henricn, Garland, Dopheide, Friott, Lemke, Schwanbeck and Campagna.
Nays; None. The Mayor thereupon declared the motion carried and
the said ordinance passed.
The motion was then made by Alderman Garland and secon-
ded by Alderman Dopheide to instruct the Clerk to solicit bids
for the publication of this ordinance in pamphlet form and to
submit the said bids to the Council at its next regular meeting.
The motion was voted upon by acclamation whereupon the Mayor de-
clared the motion carried.
The motion was made by Alderman Garland and seconded
by Alderman Dopheide to instruct the Clerk to inform the Chicago
Board of underwriters that the Uity has complied with their request
and has passed a revised building code and a fire code, and that
the City therefore requests a more favorable underwriter's class-
ification. The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried.
MOTOR FUEL TAX APPROPRIATION - Supplemental to 6 -CS:
Edgar N. Fletcher, City Engineer, then presented the following
proposed resolution which was read by the Cleric.:
SUPPLEMENTAL RESOLUTION FOR
TiVrPROVE+NT BY MUNICIPALITY
UNDER THE MOTOR FUEL TAX LAW
BE IT. RESOLVED, by 'the Council of the City of Des
Plaines, Illinois, that the following described street be
improved under the motor Fuel Tax Law:as a supplemental to
Section 6 -us.
Pearson St. which is also known as Arterial St. N0.5
from miner St. to Des Plaines Avenue a distance of approximately
600 ft. and
BE IT FURTHER RESOLVED, that the proposed improvement
consist of resurfacing existing street with subclass 1-I wearing
surface and installation of necessary street lights,
(Supplemental appropriation to Section 6 -CS.)
construction 30 feet wide and shall be designated as Section
6 -CS. That there is 'hereby appropriated the sum of 11,500.00
for the improvement of said section from the municipality's
allotment of Motor Fuel Tax funds. That said work shall be
done by contract; and,
BE IT FURTHER RESOLVED, that the Clerk is hereby
directed to transmit two certified copies of this resolution
to the Department of Public Works and Buildings, Division of
riignways, through its District Engineer's office at Chicago,
Illinois.

The motion was made by Alderman Johnson and seconded
by Alderman Garland to adopt this proposed resolution. The
motion was voted upon by acclamation whereupon the Mayor de-
clared the motion carried and the said resolution adopted.
FLOODING AR)AS FOR SKATING: The Clerk then read
the following report:
To t'he Chairman W.L. Dopheide, Special Committee, at the meet-
ing of the City Council, held January 16, 1939, the following
matter was referred to your special committee consisting of
Aldermen Dopheide, Lemke, and Garland as well as Fire Marshall,
!alter Lagerhausen:
The matter of meeting with the proper officials of the Des Plaines
Park District in order to arrange for flooding certain areas
within the city limits for skating.

TO THE Mayor and City Council: Your committee has met with the
President of the Bark Board and satisfactorily arranged for
periodic.flooding of approximately 8 areas in a systematic
prQgram. irle Chief of our Fire Department has very kindly con-
sented to accept responsibility for determining the proper time
for flooding depending of course upon weather conditions.
We, your committee, therefore wish to state that everyone
present at this meeting expressed satisfaction over the result
of the meeting and agreed that concerted action was all that
was necessary for the adoption of a permanent system for the
periodic flooding of various areas in Des Plaines strategically
located so as to serve the entire community impartially.

MAYOR AND CLERK TO TYFGISLATIVE CONFERENCE: The motion
was made by Alderman Garland and seconded by Alderman Lemke to
allow the sum of 325.00 for the. purpose of sending the Mayor_ and
City Clerk to the Legislative Conference conducted by the Illinois
Municipal League at Springfield Illinois on March 8, 1939. The
Mayor put the question and the Clerk called the roll with the
following result: Ayes; Aldermen Carroll, Johnson, rienrich,
Garland, Dopheide, Friott, Lemke, Schwanbeck and Campagna. Nays;
None. The Mayor thereupon declared the motion carried.
