MAKING PROVISIONS FOR SKATING: Alderman Dopheide
reported that an agreement has been reached between the Water
Department, the Fire Department, the Park District and the
Public Schools to provide public ice skating rinks by the
following means: The Water Department will furnish the
necessary water, the Fire Department will furnish the equip-
ment for flooding, the Park District will furnish the labor
and the schools will furnish the areas to be flooded.
ADJOURNMENT: : The, ,motion was made by Alderman Pflug-
haupt and seconded by Alderman Henrich to adjourn. The motion

THE STREETS & SIDEWALKKS COMMITTEE: The Clerk then

The matter of studying the Stop and Go Traffic Control
system at the intersection of Lee St. and Miner St., as well as
at the intersection of Lee St. and Ellinwood St.-, with a view
toward making such alterations or additions as would eliminate
alleged hazards at the said intersections.

tions as soon as possible.

To the Mayor and City Council:
Your Committee on Streets & Sidewalks has investigated
the above and has found the following to be the recommendation
of the special committee appointed to study tne Stop and Go
Traffic Control System:
Vie recommend that the Traffic Lights at the Railway
Tracks be fitted with cylinders so that they cannot be seen
by the East and West Bound Traffic.
We believe that this will solve most of the present
traffic problems at this intersection.
In view of the fact that we have under consideration
the installation of Safety Gates at this Railway Grossing,
which, if installed, may make it necessary to make several
changes in the arrangement of the Stop and Go lights, we do
not believe it advisable to make any radical changes at this
time.
We, your Committee on Streets and Sidewalks, there-
fore recommend: that the Supt. of Public Works be authorized
to install cylinders on the Stop and Go Lights at the Railway
Tracks.

its chairman Alderman Dopheide reported that his committee
intends to discuss the proposed "Cumberland Sewer" with such
civic groups as the Izaak Walton League, the Lions Club and
others in a meeting called for that purpose to be held Feb-
ruary 15, 1939.
THE WATER COMMITTEE had no report to offer.
THE FIRE COMMITTEE through its chairman Alderman
Garland submitted the following letter together witri the

THE BAND COMMITTEE through its chairman Alderman
Henrich reported that the officers of the Municipal Band have
been informed that the City could spend no more than ,$200.00
for Municipal stand purposes during 1939.
THE SPECIAL COMMITTEE consisting of the two Aldermen
of the First Ward reported, through Alderman Carroll its chair-
man, that the matter of cindering streets and providing ice
skating ponds in the First Ward have been satisfactorily dis-
posed of.

It is difficult to advise you definitely whether or
not to appeal this decision and 1 suggest that the matter of
deciding :whether to appeal be referred to the proper committee
for further consideration.

We are writing to you concerning your business dealings with the
City of Park Ridge.
The City has been indebted to you for sometime past, and the
prospect for payment in the near future is remote.
A number of conferences have been held with officials of the City
and pursuant to these conferences, a Business men's Committee has
been appointed by business firms representing approximately 907,
of the claims against the City.
As a result of discussions concerning ways and means of obtain-
ing -payment for all of the business men and firms, the Committee
is of the opinion that this can be accomplished. However, to as-
sure the payment of claims within a relatively short period of
time, we shall need the cooperation of every business firm involved.
We have investigated the situation fully and find that although
the City has done every thing possible to reduce its existing ob-
ligations it has been unable to restore the financial operations
of the City to a current basis. she slowness of tax collection has
greatly added to the :difficulty.

expedite the payment of your claim. We therefore request that
you sign and return the enclosed authorization together with a
detailed statement of your acoount showing the dates, amounts

BEAUTIFYING PARK AREA: The Clerk then read the follow-

The yes Plaines Garden Club is very much interested in
seeing that our city is beautified.- tnat is that unsightly
corners and highways are cleaned up and planted. We are parti-
cularly interested at the present in the Parkway lying south
of the Northwestern tracks between Graceland and Lee Sts. in
having it graded, seeded and planted.

This is an unsightly spot in the heart of town where strangers
and friends as they pass thru town cannot help seeing and it
seems to me does not leave a very goodimpression of city- the
city of flowers. The garden club is not only willing but
most anxious to see that this spot is cleaned up and beautified
and will cooperate with the City and Park Board to see that
work, is started as soon as weather permits.

APPROVAL OF MINUTES: Each member of the 'Council having
at hand a copy of the minutes of the Regular Council Meeting held
January 16, 1939 as well as a copy of the minutes of the Special
Council meeting held Monday, January 23, 1939, the motion was made
by Alderman Garland and seconded by Alderman Pflughaupt to approve
the said minutes as written. The motion was voted upon by accla-
mation whereupon the mayor declared the motion carried and the said
minutes approved.
SUGGESTS TAX FORCLOSURES: The motion was made by Alderman
Garland and seconded by Alderman Dopheide to instruct the City Att-
orney to contact other local taxing bodies in an attempt to enlist
their support and cooperation in a program to collect delinquent
general taxes by means of forclosure proceedings. The motion was
voted upon by acclamationwhereupon the Mayor declared the motion
carried.
NEW FIRE ORDINANCE - Second. Reading: Kenneth G. Meyer,
City Attorney, then read in its entirety for second reading the
proposed ordinance entitled:

The motion was made by Alderman Garland and seconded by
Alderman Friott to refer the said proposed ordinance to a joint
committee consisting of the Fire Committee and the Committee on

entitled, "Awnings' of Article 1, Chapter 9, entitled, "Side-
walks," be and the same are Hereby repealed.
SECTION 2. All ordinances or parts of ordinances
in conflict herewith are hereby repealed.
