Aur» ry..1 C0 re is 3 APPROVAL OF MINUTES: Each member of the Council having at hand a copy of the minutes of the regular meeting of the Council held Monday, November 7, 1938, the motion was made by Alderman Johnson and seconded by Al'erman Henrich to approve the said minutes as written. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried and the said minutes approved. FAVOR NINETY -MINUTE PARKING: Mayor Ahbe informed the Council that there is considerable objection to the one hour parking restriction inthe downtown area, and that a ninety - minute restriction would seem more pbpular. He therefore urged the members of the Council to give this matter some thought before the next meeting of the Council. ADJOURNINT. The motion was made by Alderman Gar- land and seconded by Alderman Lemke that the Council adjourn to Monday:, November 28, 1938 at 8:00 P.M. The motion was voted upon by acclamation wriereupon the Mayor declared the motion carried and the Council so adjourned. MINUTES OF THE ADJOURNED MEETING OF THE CITY' COUNCIL OF THE CITY OF DES PLAINES HELD IN THE COUN- CIL CHAMBERS ON THE 21th DAY OF NOVEMBER, A.D. 1938 AT THE HOUR OP 8:00 P.M. Mayor Ahbe presided. Upon call ofroll Aldermen Henrich, Pflughaupt, Gar- land, tp a} Bide, Lemke,,,oand Johnson answered "present", AldermenASciwanbeck and Campagna being absent. A quorum being present, the Mayor called the meeting to order at 8:15 P.M. and announced that a continuation of the reading of the Revised Buil'? ing Code of 1938, was the agenda for the meeting. Whereupon the City Attorney proceeded with the reading aloud of the Ordinance. RAP LTE AUPT, Clerk, ro tem 38 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES HELD IN THE COUN- CIL CHAMBERS ON THIS 5 t n DAY OF DECEMBER, A.D. 1938 AT THE HOUR OP 8:00 P.M. CALL TO ORDER: The meeting was called to order by Mayor Hobart M. Ahbe, presiding, with Aldermen Carroll, Johnson, Pflug- haupt, Henrich,`Garland, Dopheide, Priott, Lemke, Schwanbeck and Campagna responding to the roll call. The Clerk reported all mem- bers of the Council present. REPORTS OF OFFICERS: The Clerk then presented the fol- lowing reports for the calendar month of November, 1938: The report of Edgar J. Friedrich, City Clerk The report of Chas. M. Larson, City Treasurer THE JUDICIARY AND ASSESSMENT COMMITTEE; had no report to offer. THE POLICE AND LICENSE COMMITTEE The Clerk then read the following report: To the Chairman Carroll, Police and License committee, at the meeting of the City Council, held November 21, 1938, the following matter was referred to your committee: The letter from the City Clerk dated November 21, 1938 asking an expression from the Council with respect to 1939 Vehicle License Fees and requesting that if a change is made it be made in time to avoid confusion. A copy of the said letter is attached hereto. To the Mayor and City Council: Your Committee on Police and License has investigated the above and has found= The present ordinance calls for 33.00 per year, and 31.50 for six months. We, your Committee on Police and License, therefore recommend: If there are any recommendations for a change in the ordinance they should be voiced now. We are, therefore turning the matter over to the Council for recommendation. Signed, Committee, J.7. Carroll The motion was made by Alderman Schwanbeck and seconded by Alderman Henrich to instruct the City Attorney to prepare an ordinance amending the vehicle license ordinance so as to provide a 33.00 annual vehicle license fee for passenger automobiles of thirty-five horsepower and less, with a provision that such fee shall not be pro -rated for fractions of the license year. The Mayor put the question and the Clerk called the roll with the fol- lowing result: Ayes; Aldermen Pflughaupt, Henrich, Dopheide, Schwanbeck, and Campagna. Nays; Aldermen Carroll, Johnson, Garland, Priott and Lemke. The Clerk announced the vote a tie, whereupon Mayor Ahbe cast his vote as *Aye* and declared the motion carried. A few minutes later the City Attorney read for first reading the proposed ordinance entitled: AN ORDINANCE AMENDING SECTION 1045 AND 1046 AND AMENDMENTS THERETO OF CHAPTER 22 ENTITLED "VEHICLE LICEN- CES" OF THE MUNICIPAL CODE OF 1928. The Mayor ordered this proposed ordinance filed for second reading.
