MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DEQ; PLAINES HELD IN THE COUN-
CIL JiAMBERS ON THE 7th DAY OF
NOVEMBER, A.D. 1938 AT THE HOUR
OF 8:00 2.M.
CALL TO ORDER: The meeting was called to order by
Mayor Hobart M. Ahbe, presiding, wito Aldermen Carroll, John, -
son, Henrich, Garland, Dopheide, Friott, Lemke, Schwanbeck,
and Campagna. Alderman Pflughaupt was absent during tnis roll
call but arrived later during tne meeting.
REPORTS OF OFFICERS: The Clerk then read the report
for October, 19313, of Edgar J. Friedrich, City Clerk. A copy
of tne report for October, 1938, of Chas. M. Larson, Gity
Treasurer was distributed to each member of the Council.
THE STREETS & SIDEWALKS COMMITTEE had no report to
offer.
THE POLICE & LICENSE COMMITTEE had no report to
offer.
THE SEWER, DRAINAGE & SANITATION COIMTMITTEE had no
report to offer.
THE JUDICIARY & ASSESSMENT COMMITTEE had no report
to offer.
THE WATER GOMMITTFF through its chairman Alderman
Lemke reported that the dump on the Gity Well nas been repaired
and is now back in service.
THE FIRE COMMITTEE through its chairman Alderman
Garland reported that the proposed new Building Code is now in
final form and will be presented for second reading later
during this meeting.
THE BAND COMMITTEE had no report to offer.
C & NW FLAGMEN TO OPERATE TRAFFIC SIGNALS: The Clerk
then read the following report:
To the Chairman E.N. Fletcher, Special Committee, at
the meeting of the City Council, held Oct. 17, 1938, the follow-
ing matter was referred to your committee:
The matter of naving the proposed agreement with the
• C & NW Railroad(regarding the operation of Traffic Stop & Go
lights by railroad -crossing -men) in final form at the next reg-
ular meeting of the Council.

Your Committee rierewith submits a revised agreement
with the C & NW R.R. which we recommend that tne Council
approve and that the City Clerk be instructed to return
together with the unsigned original agreement to the proper

This is to acknowledge receipt of your letter
of October 20th, addressed to the C & LW Railway, requesting
that safety gates similar to those installed at Des Plaines
Avenue crossing in Des Plaines be installed at Pearson Street,
Lee Street and Graceland Avenue crossings.
We will investigate the conditions at these cross-
ings andwill give you our comments as soon as our investi-
gation is completed.

In reply to your letter of October 20, 1938, we
wish to advise you that inasmuch as we are sub -letting
rnost•of the trades, we are in no position to do direct
hiring of labor. However, we have instructed our subcon-
tractors to employ as many local men as possible. Due to
a late start and legal complications, very little work has
been done to date, but as soon as the work is in full swing
we have no doubt that a larger number of local men will to
employed.
We are also glad to advise that an order for all
of the masonry materials has been placed with a Des Plaines
material company and we feel that in doing so, local labor
will benefit indirectly.
Also, in letting future sub -contracts, we will
endeavor to select local men so that they in turn can hire
local help.
We take this opportunity to express our sincerest
appreciation for the splendid cooperation and assistance
rendered us by your City officials and all others of your
City whom we read dealings with, and we assure you that we
will do everything possible on our part to cooperate with
you in this matter.

Gentlemen:
The undersigned members of the Electrical Commission
heretofore duly appointed by your honorable body, pursuant to
law did heretofore convene for the purpose of passing upon and
establishing rules and regulations and suggested sections con-
cerning electrical installations to constitute a part of the
Building Code of the City of Des Plaines.
Pursuant to the meetings neld by tne undersigned, it
was unanimously adopted by tne Electrical Commission that the
rules and regulations, of the Chicago Electrical Code of 1930 and
Amrnendrnents thereto constitute by reference a part of the build-
ing code of the City of Des Plaines.
The undersigned further unanimously recommend that
the provisions of Article 16, entitled "Electrical Installa-
tions," containing Sections 154 to 172, be adopted by the City
Council as a part of the Revised Building Code of 1938, Bich
said article and said sections are submitted herewith.
The undersigned further recommend that the City Coun-
cil of the City of Des Plaines adopt the provisions of Sections
221 and 223 of said revised building code as herewith submitted,
having to do with Electrical Installations of Billboards.
We further recommend tiiat tide City Council adopt Sec-
tions 253 and 254 of Axtidle 27 of said revised building code
as is nerewitn submitted, having to do with the inspection of
signs over sidewalks which are electrically lighted or elec-
trically wired.

CLAIM FOR INJURIES - MRS. ANNA SCHWIESOW: Tne Clerk

Gentlemen:
I, the undersigned Mrs. Anna Sctiwiesow of 1311 White Street,
Des Plaines, Illinois, hereby file a claim for damages
against the City of Des Plaines in the sum of Eight Hundred
Dollars (:$800.00) for injuries received as a result of neglect -
of the City of Des Plaines in permitting the public sidewalk
on Wnite Street between Whitcomb Avenue and Forest Avenue
to remain in a dangerous condition.
On Thursday morning October 3, 1938 at about 11:15 A.M. while
walking along the sidewalk on the east side of White Street'
between Whitcomb Avenue and Forest Avenue (about 165 feet
south of Whitcomb Avenue) a sunken square of sidewalk caused
me to stumble and fall causing me to suffer a broken wrist.
I am 74 ears old and have no funds with which to properly
take care of the injury, I should therefore respectfully
request that the City of Des Plaines remit to me promptly
the surn of '8,00,60 in settlement of my claim.

TANK INSTALLATION - STERLING OIL COMPANY: Frank
F. Scharringhausen, Building Inspector, then submitted for
approval, plans and specifications for the construction and
installation of two additional 17,000 gallon oil tanks on
the site of the Sterling Cil Company's bulk station on the
Chicago and Northwestern Railroad's right-of-way north of
the Cumberland station. The motion was made by Alderman
Campagna and sec')nded by Alderman Lemke to grant a permit
for the construction and installation of the said tanks.
The motion was voted upon by acclamation whereupon the Mayor
declared the motion carried.
EXTENSION OF CUMBERLAND BUILDING RESTRICTIONS:

It is our understanding that all open sew J;e dis-
posal streams emptying into tree Des -Plaines River must be
eliminated and said sewaw,e piped to tree present large Sani-
tary District Seaver by 1940.
Tne Cumberland Sub -Division is a part of tne City
of Des Plaines and, therefore, looks to the said City for the
solution of this sewage problem.

The records show that we nave paid special assess -
C4 ments for the construction of our sewers, which drain and
rr empty into 'Weller Creek, and it is•our understanding that
this method of disposal was arranged, due to the fact that
tne West Side Sewers were unable to handle the additional
drainage from our Sub -Division. We also understand that a
payment was made to the Welter Creek Association for the
privilege of our sewage emptying into the creek. As a conse-
quence, -rve feel that all the necessary costs nave already
been paid and the obligation rests with the City to make
proper disposal.
We have in mind at this time that your Sewer &
Water Committee could take necessary steps with the Federal
Authorities and Township as well, inasmuch as most of this
creek would flow through Township acreage, with the end in
view of having this Conduit constructed under the WPA and
such costs as may accrue to tae City to be paid for out of
the general Corporate fund.
Will you kindly advise any cooperation that we
might assist in, and oblige.

this street makes it an exceedingly dangerous street for both
pedestrian and vehicular traffic, and

gonquin1-toad, (Ill. 62), and
WHEREAS, The traffic on Algonquin Road, and there-
fore on Keeney Avenue, has been increasing each year since the
completion of the paving of Algonquin Road to the East and West
of true City of Des 21 ines and has increased to such volume
at the present time taat it rias created a dangerous traffic
hazard throughout the length of Keeney Avenue and has begun
to break up the pavement on Keeney Avenue wiic-i was not designed
to carry so large a volume of traffic, and,
WHEREAS, Keeney Avenue crosses two major State and
Federal Highways each of which carry a large volume of traffic, nw

THEREFORE, Be it resolved by the Mayor and City Coun-
cil of the City of Des Plaines that the City Clerk be instruc-
ted to submit three (3) copies of tills Resolution together with
the Condition Diagrams and tae Traffic Accident Diagrams prepared
by the Safety Council and the City Engineer of the City of Des
Plaines to the State Highway Department, through its District
Engineer, Yr. Kendrick Hanger, with the request that this improve-
ment of Keeney Avenue be made a part of the State's 1939 Highway,
program.

My dear Sirs:
The Historical Records Survey, a section of the
WPA, which had begun to compile an inventory of village and
city council records some time ago, proposes to being work
anew on these records, and respectfully requests permission
to use space in the Municipal .Building for tree proposed work.
To date about six persons together with a super-
visor will be expected to examine the said records, and they
would be on a schedule of 5 days per week and about 62 hours
per day.
The exact date of beginning this inventory will
be discussed in a meeting on Armistice Day. It is assumed
that work will begin within a few days trlereafter.

Streets in the City of Des Plaines.
It is necessary for us at tne present time to buy new

to purchase and install them, billing us at cost for
both material and installation. In this way it would
be possible to have uniform signs throughout tne City.

GALL TO ORDER: Tne meeting was called to order by
Mayor Hobart M. Anbe, presiding witn Aldermen Carroll, John-
son, Pflugnaupt, Henrich, Garland, Dopneide, Friott, Lemke,.
Schwanbeck, and Campagna responding to tne roll call. Tne
Clerk reported all members of the Council present.
THE SEWER, DRAINAGE & SANITATION COMMITTEE: The
only standing committee of the Council naving a report to
offer was the Sewer, Drainage, _and Sanitation Committee
wnicn reported tnrough'its chairman, Alderman Dopheide, that
the matter of tne proposed sewer in Cumberland nas been re-
ferred to the City Engineer for study.

the following report:
To Kenneth G. Meyer, Gity Attorney, at the meeting
of the Gity Council Held November 7, 1938, the following
matter was referred to you: The letter dated November 7, 1938
from Mrs. Anna. Scnweisow at 1311 White Street, Des Plaines,
Illinois, claiming damages from tae city in the sum of 4800.00
for a broken wrist claimed to be caused by the city's neglect
to repair sidewalk.
