To the Chairman Campagna, Public Works, Bldgs. &
Plats Committee, at the meeting of the City Council, held
Sept. 6, 1938, the following matter was referred to your
committee: The letter dated Aug. 29, 1938 from Johnson's
Electric Shop claiming 06.75 for labor and material purchased
by a man named Fairbairn, who represented himself to be an
assistant Building Engineer in the City of Des Plaines. You
will find a copy of the said letter attached hereto.

Your Committee on Public Works, Bldgs. & Plats has
investigated the above and has found: The above work was
installed in our Municipal Building without authorization of
the Building & Plats Committee. We, your Committee on

the matter of paying the claim of $76.75 be turned over to
the architect for recommendation, namely; THEILBARD & FUGARD CO.

Plats Committee, at the meeting of the City Council, held
Sept. 6, 1938, the following matter was referred to your
committee:
The letter from the Texas Company appealing to
the council for permit to erect a gasoline filling station
on the northwest corner of Des Plaines Avenue and Thacker
Street.
For your information the building inspector has
rejected their application for a permit because theerection
of such a filling station at the specified location would
violate the recently adopted Gasoline Filling Station Ordin-
ance.
A copy of the said letter is attached hereto.

at the above site for a filling station be denied.

meeting of Sept. 6th, 1938 for coal for the Municipal Build-
ing were referred to your committee for study and recommen-
dation. You will find copies of the said bids attached
hereto.

investigated the above and has found: that the Des Plaines
Lumber & Coal Co. has submitted the lowest bid for require-
ment of coal during 1938-1939 heating season. We, your
Committee on Bldgs. & Plats, therefore recommend: That the
City of Des Plaines enter in with a contract with the Des
Plaines Lumber & Coal Co fox 65 tons of coal as specified
in our bids, price being 0.20 per ton, Sales Tax included.

ORDINANCE CONTROLLING AUTO-TRAIL:RS: The Clerk then
read the following report:
To Kenneth G. Meyer, City Attorney, at the meeting
of the City Council, held Sept. 6, 1938, the following matter
was referred to you: The draft of a proposed ordinance which
you submitted to the Council entitled "An Ordinance Prohibi-
ting the Using of a House Car Trailer for Cooking, Living, or
Sleeping Purposes", was recommitted to you with instructions
to re -draft this proposed ordinance and include therein
various suggestions made informally by council members.
A copy of the original ordinance is attached hereto.

Your Attorney has investigated the above and after
consideration, submits herewith a redrafted ordinance. I, your
Attorney, therefore submit a redraft of the House Car Trailer
Ordinance.

ordinance entitled:
"AN ORDINANCE PROHIBITING THE
USING OF A HOUSE CAR TRAILER
FOR COOKING, LIVING, OR SLEEP-

The motion was made by Alderman Garland and seconded
by Alderman Lemke to fill the blank in Section 2 of the prop-
osed ordinance by inserting therein the words "twenty-four".
The motion was voted upon by acclamation whereupon the Mayor
declared the motion carried.
The motion was then made by Alderman Pflughaupt and
seconded by Alderman Lemke to finally pass and adopt this pro -
,posed ordinance as submitted with blanks filled. The Mayor put
the question and the Clerk called the roll with the following
result: Ayes; Aldermen Carroll, Johnson, Pflughaupt, Henrich,
Garland, Dopheide, Friott, Lemke, Schwanbeck, and Campagna.
Nays; None. The Mayor thereupon declared the motion carried
and the ordinance passed.
The motion was then made by Alderman Lemke and sec-
onded by Alderman Pflughaupt to instruct the Clerk to cause
this ordinance to be published in the Des Plaines Suburban
Times. The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried.
DOWNTOWN PARKING ORDINANCE: The Clerk then read the
following report:
To Kenneth G. Meyer, City Attorney, at the meeting
of the City Council, held Sept. 6, 1938, the following matter
was referred to you: The matter of drafting an ordinance
regulating parking in the downtown area embodying the regu-
lations proposed in a letter received from the Des .elaines
Safety Council, dated August 26, 1938. A copy of the said
letter is attached hereto. You also have the blue -print of
the plat which accompanied this letter.
NOTE: Ken, I believe it will be necessary to specify where
diagonal parking is permissable and also where parallel parking
is required.

Li(T'OR ORDINANCE AMEN MENT VETOED: The Clerk then
read the following veto message:
VETO
ME BERS OF THE CITY COUNCIL:
This is to inform you that I, as Mayor of the City of Des
Plaines, disapprove of the action taken by the City Council
at its regular meeting held September 6, 1938, whereby the City
Council passed an ordinance entitled, "An Ordinance Amending
Section 7, of an Ordinance Entitled, 'An Ordinance Regulating
the Sale of Alcoholic Liquors in the City of Des Plaines,
Cook County, Illinois, Passed February 13, 1934, as Amended",
which ordinance as passed by the Council on September 6, in-
creases the number of liquor licenses to be issued in Des
Plaines from 15 to 16.
By reason of the power vested in me by the Statute of the
State of Illinois, I hereby veto the said ordinance passed
by the CityCouncil September 6, 198, for the reason that in
my opinion, the passage of said ordinance is contrary to the
best interest of the majority of citizens of the City of
Des Plaines and the action taken by the City Council is incon-
sistent with its previous action which had been taken after
a grat deal of thought and consideration.
And further, it is my belief that the action of the Council
in turning about and revision its previous action will set a
bad precedent not only with ordinances affecting the regula-
tion of liquor but also with respect to other ordl:'.nances
passed by 61._ City of Des Pl.:: ines with respect t9 the regula-
tion of other types of business.

SUGGEST NEW LIQUOR ORDINANCE AEENDMENTS: The motion
was made by Alderman Pflughaupt and seconded by Alderman Lemke
to instruct the City Attorney to prepare an ordinance amen-
ding the present Liquor Ordinance so as to set the annual
fee for Retail Liquor Dealer's License at $500.00, to elim-
inate any restriction as to the number of licenses allow-
able and to make liquor licenses non -transferable. The
Mayor put the question and the Clerk called the roll with
the following result: Ayes; Aldermen Carroll, Johnson,
Pflughaupt, Henrich, Garland, Friott, Lemke and Schwanbeck.
Nays; Aldermen Dopheide and Campagna. The Mayor thereupon
declared the motion carried.
DISCONNECTING SEWER PUIv''S: Alderman Dopheide,
Chairman of the Sewer, Drainage, and Sanitation Committee
then suggested that in view of the fact that the Sanitary
District Interceptor Sewer seems to make the sewer pumps
at the intersection of Lee Street and Des Plaines Avenue un-
necessary, a study should be made of the situation, and if
possible these sewer pumps should be taken out of service.
Mayor Ahbe referred this matter to the Sewer, Drainage &
Sanitation Committee for further investigation and recom-
mendation.
TARRING CRACKS IN PAVEMENT: Alderman Lemke called
the Council's attention to the need of tarring open cracks
in the concrete streets in the Fourth. Ward. Mayor Ahbe
referred this matter to the Streets & Sidewalks committee
with power to act.
PUTTING HOUSE NUMBERS IN ORDER: Alderman Dopheide
called attention to the fact that numerous residences in Des
Plaines bear incorrect house numbers or have no house num-
bersat all, and suggested that the Council take steps to
remedy this condition by enforcing the City Ordinance per-
taining to house numbers. Mayor Ahbe referred this matter
to the Streets & Sidewalks Committee for s tudy and recommen-
dation.
TRAFFIC HAZARD ON THACK R STREET: Alderman Depheide
called the Council's attention to the hazard existing because
of the narrowing down of Thacker Street from a sidth of 83
feet to 66 feet at Second Avenue and suggested some type of
warning signal at this point. Mayor Ahbe referred this
Matter to the Streets & Sidewalks Committee for investigation
and recommendation.
REMOVING STONES FROM PARKWAYS: Alderman Dopheide
suggested that steps be taken to remove or order removed
boulders, carriage blocks and other obstructions From the
City's parkways. Mayor Ahbe referred this matter to the
Streets & Sidewalks Committee for investigation and report.
APPROVAL OF BILLS: The Finance Committee, through
its chairman Alderman Pflughaupt then introduced the following
proposed resolution:
