DRI CH , City le rk MINUTES OF THE REGULAR MEETING G OF THE CITY COUNCIL OF THE CITY OF DES PLAINES HELD IN THE COUNCIL CHAMBERS ON MONDAY, AUGUST 1, 1938 AT 8:00 P.M. 675 CALL TO ORDER: The meeting was called to order by Mayor Hobart M. Ahbe, presiding, with Aldermen Pflughaupt, Hen - rich, Garland, Dopheide, Friott, Lemke, and Campagna responding to the roll call. Aldermen Johnson and Schwanbeck were absent during this roll call but arrived soon thereafter. Alderman Carroll was absent during the entire meeting. REPORTS OF OFFICERS: The Clerk then read the fol- lowing reports: The report for July, 1938, of Edgar J-. Friedrich, City Clerk. The report for July, 1938, of Chas. M. Larson, City Treasurer. The Clerk also distributed to each Alderman and the Mayor a copy of the Semi -Annual Report of the City Clerk covering operations for the first six months of 1938. Mayor Ahbe ordered these reports placed on file. THE JUDICIARY & ASSESSMENT COMMITTEE had no report to offer. Tab, POLICE & LICENSE COMMITTEE: In the absence of Alderman Carroll, chairman of the Police and License Committee, Alderman Dopheide, a member of the said committee, reported that Patrolman Erwin Strempel suffered an accident while on duty as motorcycle patrolman, fracturing and arm and a leg. He further reported that the American Legion Post No.36 has supplied the City with a screen door for the Police Headquarters in appreciation for services rendered in connec- tion with the recent American Legion Carnival. The motion was made by Alderman Dopheide to instruct the Clerk to write an appropriate letter of thanks to the American Legion for this gift. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. THE STREETS & SIDEWALKS COMMITTEE had no report to THE COMMITTEE ON PUBLIC WORKS BUILDINGS, AND PLATS had no report to offer. THE WATER COMMITTEE had no report to offer. THE SEWER DRAINAGE AND SANITATION COMMITTEE: The Clerk then read the following report: To the Chairman W.Dopheide, Sewer, Drainage, and Sanitation Committee, at the meeting of the City Council, held May 16, 1938, the following matter was refer- red to your committee: The matter of taking steps to eliminate sewer gas smell in the neighborhood of the intersection of Perry Street and Alles Avenue was referred to your committee with power to act. Your Committee on Sewer, Drainage, and Sanitation has investigated the above and has taken steps to correct the con- dition by rebuilding three cathch basins at this intersection. Signed. Dear Sir: The American Legion wishes to thank you for your cooperation during our recent Festival. Will you also extend to the City Council, the Police Depart- ment, and the Fire Department our sincere thanks for the help which they gave us in making our Summer Fes- tival this year the success that it was. We would also like to apply for a permit to conduct a similar Festival during the following dates next year: June 30, July 1,2,2, and 4. Our check is attached for One Dollar to cover said permit. The policy or certificate of insurance in each case shall name the City as principal and shall be signed by a duly authorized agent or officer of the insuring company. BOWLING PALACE APPLIES FOR LIQUOR LICENSE The Clerk then read the following letter: July 27, 1938 The Liquor Commission - City of Des Plaines Des Plaines, Illinois Atten: Mr.J.W. Lemke, Chairman Gentlemen: Having made inquiry, from the City Clerk, without success, regarding a retail liquor license for The Des Plaines Bowling Palace, located at Park Place and Pearson Streets. Would appreciate it very much, if your hon- orable body would suggest ways and means, or grant me a license, so I may operate on a fair competitive basis with other bowling establishments in the suburban dis- tricts. SUG(EST3 CIVIL SERVICE FOR CITY EMPLOYEES: Alderman Lemke, Chairman of the Water Committee, then requested that the City Attorney investigate the possibility of puttng the regular employees of the City under'Civit Service*. Kenneth G. Meyer, City Attorney, agreed to comply with the said request. RESIGNATION FROM ZONING BOARD: The Mayor then announced the resignation of Mr. L.W. Washington as a member of the Zoning Board of Appeals. The motion was made by Alderman Pflughaupt and seconded by Alderman Garland to regretfully accept this resignation and to instruct the Clerk to write Mr. Washington expressing the Council's appreciation for his long years of civic service. The motion was voted upon by acclamation where- upon the Mayor declared the motion carried. APPOINTMENT OF ZONING BOARD MEMBER: The Mayor the n announded the appointment of: Mr. Fred K. Howe, az a member of the Zoning Board of Appeals to complete the unexpired term of L.W. Washington expiring April 30, 1940. The motion was made by Alderman Garland and seconded by Alderman Dopheide to confirm this appointment. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried and the said appointment confirmed. STREET LIGHTS OUT OF SERVICE: The motion was made by Alderman Dopheide and seconded by Alderman Lemke to refer to the Streets and Sidewalks Committee the matter of proper servicing of street lights by the Public Service Company of Illinois. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. DECAYED TREES IN PARKWAYS: The motion was made by Alderman Dopheide and seconded by Alderman Lemke to refer to the Streets and Sidewalks Committee the matter of removing dangerous decayed trees and branches from parkways.
