announced that the Building Inspector requests an informal
meeting with the members of the Council immediately after
the close of this meeting to discuss an application for
building permit for a number of buildings on Thacker Street
just West of First Avenue.

City of Des Plaines
Gentlemen:
The above case which involves the request
of Henry C. Moeller and Conrad Seegers to havefheir
land disconnected from the City of Des Plaines was
tried on June lath.
One of the defenses of the City was that if
the request was granted then the section known as
Cumberland would be isolated from the remainder of
Des Plaines, contrary to the statute.
The Court indicated that it would not grant
permission to disconnecting all of the land involved
and thereupon the attorneys for the plaintiff dismissed
from the suit the Seeger's property, which on the at-
tached map is indicated by WA".
The Court, however, did permit the discon-
nection of the Moeller property which is identified as
*Ba on the enclosed map.
The full legal description of the land dis-
annexed is as follows:
The West Half (W-) of fraction/ outh-
west Quarter and the West Half (W) of
the East Half (Et) of the Southwest
fractional quarter (except the South
one (1) acre of the East two hundred
(200) feet) of Section Eighteen (18)
Township Forty-one (41) North, Range

cipal Meridian, in Gook County, Illinois.
I suggest that the proper entries be made
upon the City Atlas to show the change in the City
boundaries by reason of this disannexation proceeding.

Gentlemen:
Some time ago there was referred to me
the matter of restricting the use of Keeney Avenue
to passenger vehicles and light -weight trucks, and
under the provisions of Paragraph 231, Section 134,
Sub -paragraph C. Municipal corporations are given
the right to impose such limitations as to weight

of vehicles on its streets as it may deem expedient,
and accordingly, I have prepared an ordinance which
is attached herewith in which ordinance I have left
the weight of the vehicles blank, so that the Council
may pass on this subject.
Inasmuch as there is in existence an agree-
ment between the State Highway Department for the
maintenance of this street it will be necessary that
the ordinance be first approved by the State Highway
Department, so 1 suggest that the Council determine
what maximum gross weight they wish to permit on
Keeney Avenue, and I will then send a copy of the
ordinance to the State Highway Department and get
their approval thereof.

WiEIGHT OF VEHICLES PERMITTED ON
KEENEY AVENUE, ALSO KNOWN AS STATE
ROUTE 62.
WHEREAS, KEENEY AVENUE, a public street within the
City of Des Plaines also known as STATE ROUTE 462, courses
through a residential district within this City, and
WHEREAS, said street is only eighteen (18) feet in
width and its construction is such that the continued use
thereof by large and heavy trucks is harmful to the pavement
of said street, and
WHEREAS, the continued use of large and heavy trucks
upon said street, which is now heavily travelled, is dangerous
to the safety of other motorists and pedestrians,
THEREFORE, BE IT RESOLVED by the City Council of the
City of Des Plaines, Cook County, Illinois;
SECTION 1. That from and after passage and publi-
cation of this ordinance vehicles exceeding lbs. gross
weight, shall be prohibited from travelling upon the said
K'FNEY AVENUE between RIVER ROAD also known as DES PLAINES
AVENUE and LA GRANGE ROAD;
SECTION 2. Appropriate signs clearly giving notice
of the weight limit permitted on said street shall be erected
at streets intersecting said KEENEY AVENUE;
SECTION 3. Any person, firm or corporation driv-
ing a vehicld on said street, or owning a vehicle being
driven upon said street, in violation of this ordinance shall.
be fined not more than ONE HUNDRED DOLLARS ($100.00);
SECTION 4. All ordinances or parts of ordinances in
conflict herewith are hereby repealed;

Gentlemen:
On Monday, June 6, 1938 I had the privilege
of addressing you in regard to $238.00 due the Perkins
Electric. This amount and the work it represents is
entirely separate from the original contract of $1600.00.
When I asked Mr. Perkins whether he had the
order in writing he said it was an emergency job and he
knew the City of Des Plaines was good for anything they
agreed upon verbally, as he had done enough work for them
to know they would be good for the stated amount.
This work being entirely separate from the
first job I feel I am entitled to the amount statedherein.
The job was authorized to be put in by your
Engineer. I know that if Mr. Perkins could be here to
speak for himself, he would have no trouble collecting
the money. I am only asking what I know to be a fair
amount for value received and for work entirely separate
from the $1600.00 contract.

WHEREAS the City of Des Plaines through an ordinance
unanimously adopted by the city council has decreed that the
sale and use, of fireworks will not be permitted within the
limits of said city, and
WHEREAS it has been the custom in former years of Des
Plaines Post No. 2992, Veterans of Foreign Wars of the United
States, to set up a stand for the sale of fireworks, and
WHEREAS the profits of such sales have been used to
assist the unemployed members of said post, and
WHEREAS it is the desire at all times of the members
of Des Plaines Post No. 2992, Veterans of Foreign Wars of the
United States, to abide by the laws and regulations of this
City, and
WHEREAS the City of Des Plaines having been awarded
the distinction of being the safest city in its class in the
prevention of automobile deaths and accidents, now therefore,
BE IT RESOLVED, that Des Plaines Post No. 2992,
Veterans of Foreign Wars of the United States, with a desire
to make this also the safest city in its class in the p even -
tion of accidents and possible deaths on July 4th, Independence
Day, go on record that it will not sponsor the sale of fire-
works either in or outside of the city limits, and

In our regular monthly meeting of the 1st Ward
Civic Organization, which met on May 31, it was brought
to the attention of the organization by Mr. F.H. Hollen-
berger Of 1334 Perry St. who is on police activities for
this organization, of the dangerous parking of cars on
Jefferson St. just back of the fire dept. driveway, on
account of motor busses making a turn on Jefferson St.
and around G raceland to Miner St. The street is only
an 18ft street, and by the parking of cars and the turn-
ing of busses on that street makes that spot very danger-
ous for other moving cars going through it the same
time. It is Mr. Hollenberger's report that he has wit-
nessed a car going through at the same time where cars
parked near the Fire Dept. driveway and busses making
their turn almost caused an accident. The organization
asks the City Council of Des Plaines if there is a way
whereby this hazard can be eliminated. Anything that
the City Council will do towards improving this danger-
ous condition will be_ appreciated. With many thanks

CLAIM FOR INJURIES - MRS. IDA HUMBERT: Kenneth G.
Meyer, City Attorney, then reported that Mrs. Ida Humbert of
Mt. Prospect, Illinois again consulted him in order to collect
her claim in the sum of 06.30 for alleged injuries suffered
because of a faulty sidewalk (See original claim recorded in
minutes of August 2, 1937) . Mayor-Ahbe referred this matter
to the Streets and Sidewalks Committee.

Attorney then submitted for approval a plat of Subdivision

idian in Cookaounty, Illinois.
The motion was made by ,Alderman Henrich and seconded by
Alderman Lemke to eliProve'lthis plat subject to final approval of
the City Plan4eMmission. The Mayor put the question and the
Clerk called the roll with the following result: Ayes; Aldermen
Pflughaupt, Henrich, and Lemke. Nays; Aldermen Dopheide and.
Schwanbeck. The Mayor thereupon declared the motion defeated.
The motion was then made by Alderman Dopheide and
seconded by Alderman Lemke to refer this plat to the Council
sitting as a committee of the whole on Tuesday, July 5, 1938,
at 7:30 P.M. (before council meeting). The motion was voted
upon by acclamation whereupon the Mayor declared the motion
carried.

REMOVING BOULDERS FROM PARKWAYS: Alderman Schwanbeck
called the Council's attention to the danger caused by boulders
and carriage blocks upon parkways. Kenneth G. Meyer gave and
oral opinion stating that the parkways are City property and
that the City may at will remove such objects therefrom.
THANES FOR FLOWER BOX: The motion was made by Alder-
man Pflughaupt and seconded by Alderman Campagna to instruct
the Clerk to write a letter of thanks to the Des Plaines
Woman's Club expressing the Council's appreciation for the
beautiful flower box and flowers placed above the entrance
to the Municipal Building. The motion was voted upon by
acclamation whereupon the Mayor declared the motion carried.
MOTOR-SICOOTER HAZARD: Upon the suggestion of Alder-
man Henrich the matter of regulation of "Motor Skooters'' was
referred to the City Marshal for enforcement.
REQUEST FOR SH00TING GALLERY: Mr. Roy E. Hampton
of 1501 Towler Avenue, Evanston, Illinois then addressed the
Council demonstrating his proposed shooting gallery for which he
requested a permit (see letter requesting permit recorded in
minutes of June 6, 1938). Mayor Ahbe referred this matter
to the Police and License Committee for investigation and
report.
ADJOURNMENT : The motion was made by Alderman Lemke
and seconded by Alderman Campagna to adjourn. The motion was
voted upon by acclamation whereupon the Mayor declared the

CHAMBERS ON TUESDAY, JULY 5, 1938
AT 8:00 P.M.
Since the date of the regular council meeting was
Monday, July 4th, a legal holiday, the meeting was automatically
postponed to Tuesday July 5, 1938.
CALL TO ORDER: The meeting was called to order by
Mayor Hobart M. Ahbe presiding with Aldermen Carroll, Johnson,
Pflughaupt, Henrich, Garland, Dopheide, Friott, Schwanbeck,
and Campagna responding to the roll call. Alderman Lemke was
absent because of his vacation.
REPORTS OF OFFICERS: The Clerk then submitted the
following reports for June, 1938:

HE JUDICIARY AND ASSESSMENT COMMITTEE had no report
to offer.
THE POLICE & LICENSE COMMITTEE had no report to

read the following report:
