MINUTES OF THE REGULAR COUNCIL
MEETING OF THE CITY COUNCIL OF
THE CITY OF DES PLAINES HELD IN
THE COUNCIL CHAMBERS ON THE 2nd
DAT OF NAY, 1938 A.D. AT THE
HOUR OF 8:00 P.N.
CALL TO ORIS: The meeting was called to order by
Mayor Hobart M. Abbe presiding, with Aldermen Johnson, Pflug-
haupt, Henrich, Garland, Dopheide, Friott, Schwanbeck, and
Campagna responding to the roll call. Aldermen Carroll and
Lemke were absent during the entire meeting.
REPORTS: The Clerk then presented the reports for
April, 1938, of E.T. Friedrich, City Clerk, and Chas. M. Larson,
City Treasurer. The Mayor ordered these reports placed on file.
1937 TRAFFIC SAFETY CONTEST AWARD: Mayor Ahbe then
introduced Mr. l Iger, Directoi of Pnbiic"gelations of the
Chicago Motor Club. Mr. Bulger then introduced Mr. Kerr,
President of the Northwest Area Council of the National Safety
Council, who presented the following resolutions

AREAS the City of Des Plaines attained first
place in the Sixth National Safety Contest in the
group of cities between ten and twenty-five thous-
and population, and
SEAS the winning of this award was accomplished
only because of hard work on the part of those con-
tributing to the record, and
WHEREAS civic groups in the City of Des Plaines
have been represented on the Northwest Area Coun-
cil of the Chicago Motor Club,
NOW THEREFORE BE IT RESOLVED that the Northwest
Area Council of the Chicago Motor Club congratulate
the City of Des Plaines on its record and that a
copy of this resolution be presented to the Hon-
orable Hobart X. Ahbe, Mayor of the City of Des
Plaines by two members of the Northwest Area Coun-
cil.

The motion was made by Alderman Dopheide and seconded by
Alderman Garland that the council gratefully accept this
resolution and order the same spread upon the minutes of this
meeting. The motion was voted upon by acclamation whereupon
the Mayor declared the motion carried.
THE JUDICIARY AND ASSESSMENT COMMITTEE had no report
to offer.
THE STREETS AND SIDEWALKS COMMITTEE had no report to
offer.
THE COMMITTEE ON PUBLIC WORRS, BUILDINGS AND PLATS
through its chairman Alderman Campagna reported that several
bids have been received for decorating the interior of the
Police Headquarters. The motion was made by Alderman Campagna
and seconded by Alderman Henrich to refer this matter to the
Committee on Public Works, Buildings, and Plats with full
power to act. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.
THE WATER COMMITTEE had no report to offer.
THE SEWER, DRAINAGE, AND SANITATION OCKMITTEE: The
Clerk then read the following report:
To the Chairman Dopheide, Sewer, Drainage, and Sanitation
Committee, at the meeting of the City Council, held April
18, 1938, the following matter was referred to your com-
mittees
The bide received for a lf Ton Truck Chassis for
the Garbage Department.
You will find the said bids attached hereto.

To the Mayor and City Council your committee on Sewer,
Drainage, and Sanitation has investigated the above and
has founds
that the bid submitted by Des Plaines Motor Sales,
Inc. of $710.00 is the lowest of all bids submit-
ted, which contemplates trading in the 1932 truck
which is being replaced.
We, your Committee on Sewer, Drainage, and Sanitation,
therefore recommend:
the purchase of one Chevrolet If Ton Truck Chassis
from the aforementioned Des Plaines Motor Sales,
Inc.

The motion was made by Alderman Dopheide and
seconded by Alderman Johnson to concur in this report. The
Mayor put the question and the Clerk called the roll with

Kays; None. The Mayor thereupon declared the motion carried
and the report concurred in.
THE POLIOS AND LICENSE COMMITTEE had no report to
offer.
THE FIRE COMMITTEE through its chairman Alderman
Garland reported progress in the preparation of the proposed
new *FIRE ORDINANCE*.
THE BAND COMMITTEE had no report to offer.
ANNUAL METING - NURSE AND WELFARE ASSOCIATION: The
Clerk then read the following:
The DES PLAINES NURSE AND WELFARE ASSOCIATION is
having its annual meeting Thursday, May 5, 1938, at
2:00 P.M. at the Central School.
The Annual Report of the Officers and Department
Chairman will be given.
This is an open meeting and every one interested
in Civic Welfare Work is welcome to come and hear what
the volunteer workers have been doing the past year.
Your Organization as a donating member, is espec-
ially invited to come and become acquainted with the
Officers and Workers of this, your organization, and
to hear what is being done with the money and other
donations you so kindly give.
CHARITY, HONESTY, and. CO-OPERATION, is our motto.
We need workers. Come and join us.

The motion was made by Alderman Pflughaupt and
seconded by Alderman Friott to place this letter on file.
The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried.
WALK ON C. A N. W. RIGHT OF WAY: Kenneth G. Meyer,
City Attorney, then briefly reported on the matter of a
requested lease from the C. &N. W. Railroad for the purpose
of constructing a walk across the right-of-way of the said
railroad between Ellinwood Street and Miner Street along the
East side of Graceland Avenue. However, the council took
no further action regarding this matter.

its chairman Alderman Campagna introduced a proposed ordin-
ance which was read by the Clerk for first reading, entitled:

Meryor Ahbe ordered this proposed ordinance filed for
second reading.
SALE OF 1938 TAX ANTICIPATION WARRANTS: The motion
was aside by Alderman Pflughaupt and seconded by Alderman
Dopheide to receive and open proposals for the purchase of
1938 Tax Anticipation Warrants. The motion was voted upon
by acclamation whereupon the Mayor declared the motion carried.
Several bidders then submitted their respective
bids whereupon Mayor Ahbe ordered the time for receiving bids
closed and instructed the Clerk to open and read such pro-
posals as were received. The Clerk then opened the bids and
read the same..
The motion was then made by Alderman Campagna and
seconded by Alderman Garland to refer these bids to the Fi-
nance Committee for study and. recommendation. The motion
was voted upon by acclamation whereupon the Mayor declared
the motion carried and the bids so referred.
Mayor Ahbe then declared a ten minute recess in
order to give the Finance Committee an opportunity to study
the proposals. Al the close of the recess the mayor re-
convened the council by calling the meeting to order.
Alderman Pflughaupt chairman of the Finance Com-
mittee then made the motion, which was seconded by Alderman
Garland, to accept the proposal of the American National
Bank and Trust Company of Chicago to purchase $34,500.00 of
1938 City of Des Plaines Tax Anticipation Warrants at $100.00
plus a premium of $3.11. Said warrants to bear interest at
the rate of 2 3/8% per annum, and the city is to pay the
cost of printing and legal opinion; and to instruct the Mayor
and City Clerk to sign this proposal in acceptance thereof.
The Mayor put the question and the Clerk called the roll with
the following result: Ayes; Aldermen Johnson, Pflughaupt,
Nenrich, Garland, Dopheide, Friott, Schwanbeck, and Campagna.
Nays; None. The Mayor thereupon declared the motion carried.
The Finance Cittee, through its chairman Alderman
Pflughaupt, then introduced a proposed ordinance, which was
read by the Clerk in its entirety, entitle:

the City of Des Plaines, in Cook
County, Illinois.*
The motion was made by Alderman Pflughaupt and
seconded by Alderman Henrieh to suspend the rules and place
this proposed ordinance upon its final passage. The Mayor
put the question and the Clerk called the roll with the
following result: Ayes; Aldermen Johnson, Pflughaupt, Henrich,

Garland, Dopheide, Friott, Schwanbeck, andCampagna. Mays;
None. The Mayor thereupon declared the motion carried, the
rules suspended and the proposed ordinance before the council
for final diepotition.
The motion vas then made by Alderman Pflughaupt
and seconded by Alderman Garland to finally pass and adopt
this proposed ordinance. The Mayor put the question and the
Clerk called the roll with the following result: Ayes;
Aldermen Johnson, Pflughaupt, Henrich, Garland, Dopheide,
Friott, Schwanbeck, and Campagna. Says; None. The Mayor
thereupon declared the motion carried and the ordinance
finally passed.
Mayor Abbe then approved the said ordinance by
his signature which was attested by Edgar S. Friedrich,
City Clerk, who also impressed the corporate seal of the
city upon the document.
APPROVAL OF BILLS: The Finance Committee through
its chairman Alderman Pflughaupt introduced the following
proposed resolution:

Dear Mayor Ahbe:
I am pleased to submit herewith a
design for the drinking fountain to be erected on
the City hall grounds, which we have prepared after
much study of the general type of building archi-
tecture.
This design is along Georgian linee
and I believe will harmonize well with the present
structure housing the City Fathers.
The design is presented to you with
my compliments, and I assure you it has been a pleas-
ure to design a fountain in keeping with the build-
ing which can be made a facility of constant use.
If you desire further information, I will be glad
to try to supply same.
Expressing to you and the City
Council my pleasure in trying to help make Des
Plaines a better place in which to live, I as

The motion was made by Alderman Campagna and seconded
by Alderman Garland to instruct the Clerk to write a letter of
thanks to ]Ir. Jenkins ;for the said plans and to refer said
plans to the Water Committee. The motion was voted upon by
acclamation whereupbn the Mayor declared the motion carried.
OVER PARKWAYS: Alderman Garland called
attention to disgraceful condition of the parkway on the north
side of Webford Avenue justwest of Graceland Avenue, and
stated that its condition is the result of driving over the
parkway. The motion was therefore made by Alderman Garland
and seconded by Alderman Campagna that the city put this
parkway into good condition and then arrest violators who
drive over the same. However, the motion was made by Alder-
man Dopheide and seconded by Alderman Garland to refer this
matter to the Streets and Sidewalks Committee with power to
act. The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried and the matter so referred.
BELT LIQ R.R. BLOCKING WOLF ROAD: The motion was
made by Alderman Friott and seconded by Alderman Dopheide to
instruct the Clerk to write the C.& N.W. Railroad Company
asking the railroad to refrain from blocking Wolf Road with
freight trains. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.
APPROVAL OF MINUTES: Each member of the Council
having at hand a copy of tie minutes of the regular Council
meeting held April 18, 1938 the motion was made by Alderman
Dopheide and seconded by Alderman Schwanbeck to approve the
said minutes as written. The motion was voted upon by accla-
mation whereupon the Mayor declared the motion carried and
the said minutes approved.
SALE ()FLIGHT POST HEADS: ]payor Abbe referred to
the Streets and Sidewalks bommittee the proposition of the
City of Park Ridge to purchase several of the ornamental
light post heads now stored in the basement of the Munici-
pal Building.
COEBACTORSr LICENSE FSS: Alderman Garland
expressed the desire to have the matter of contractors'
licenses reported out of committee at the earliest pos-
sible date.
AD:MOMENT: The motion was made by Alderman
Dopheide and seconded by Alderman Johnson to adjourn.
The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried and the Council regu-
larly adjourned.

reported the death of Alderman Lemke=e mother. The motion
was made by Alderman Campagna and seconded by Alderman
Priott that all members of the council pay their respects
