CALL TO ORDER: The meeting was called to order by Mayor Hobart M.Ahbe presiding, with Aldermen Carroll, Johnson, Pflughaupt, Henrich, Garland, Dopheide, Friott, Lemke, Schwan- beck, and Campagna responding to the roll call. The Clerk reported all members of the council present. THE JUDICIARY & ASSESSMENT COMMITTEE: had no report to offer. THE STREETS & SIDEWALKS COMMITTEE: had no report to offer. THE POLICE & LICENSE COMNIITri E, through its chairman Alderman Carroll reported that Patrolman Byron G. Foote has undergone an operation for acute appendicitis and is improving rapidly. THE COMMITTEE ON PUBLIC WORKS, BUILDINGS, & PLATS: The motion was made by Alderman Campagna, chairman of the Committee on Public Works, Buildings, and Plats, and seconded by Alderman Henrich to approve the plat described as follows: Arthur T. McIntosh & Cots. DES PLAINES ACRES Being a Subdivision of part of the Northwest Quarter of Section 7, Township 41 North, Range 12 East of the Third Principal ier- idian in Gook County, Illinois. CONTROL OF ELECTRICAL CONSTRUCTION: The Clerk then read the following letter: MADDEN, MECCIA & MEYER Attorneys At Law Chicago, Illinois April 15, 1938 Gity Council City of Des Plaines Des Plaines, Illinois In re: Electrical Contractors Gentlemen: Some time ago there was submitted to me by Alderman Lemke the problem of correcting our city ordi- nance with respect to Electrical Contractors, and after considerable study of the problem I wish to make the following comments and suggestions: 1. Sections 154 ao 160 of the Gity Code having to do with an electrical inspector and an electrical com- mission are in compliance with the present law. I would, however, suggest that the requirement that the electrical Inspector furnish a surety bond, as provided in Section 156, be omitted, for the reason that the inspector will handle no moneys of the City. 615 2. Inasmuch as Section 159 provides that the fees for the permit shall be paid to the .City Clerk and the permits to be issued by the electrical inspection department, I recommend that there be added to Section 160 'Permits" the following: "The permit herein provided for, shall not be valid until the inspection fees established by the electrical commission have been paid, and the permit is coun- tersigned by the City Clerk.° 3. It is necessary that the Mayor, with the approval of the Council, appoint a chief electrical inspec- tor who, under the ordinance is not permitted to engage in the business of installation, alteration, maintenance, or sale of electric wire, electric devices, or electric material either directly or indirectly, and he shall have no financial interest in any concern engaged in such business in Des Plaines. 4. It is necessary that the Mayor with the consent of the Council appoint an electrical commission to consist of: A. The Chief Electrical Inspector. B, One (1) Electrical Contractor. C. One (1) Journeyman Electrician. D. Chief of the Fire Department. E. A Representative of the Public.Service Company of Northern Illinois. 5. It is necessary that the Commission meet and adopt and recommend to the Council the safe and practical standards and specifications for the installation and alteration of electric wiring and electric apparatus. The Commission is required to specify regulations governing the issuance of permits and recommend the fees to be paid for the electrical inspection. 6. I desire to sit in on the meeting with the Electrical Commission, as I have in my possession some important data on the subject. 7. After the Commission has made its recommendations to the Council, the Council will pass the proper ordinance, which I will prepare, and from the date the ordinance becomes effective the City will be able to properly enforce the installation and alteration of electrical apparatus within the City of Des Plaines. 8. I recommend the repealing of Sections 667 to 672, which are the present regulations of the City Ordin- ance having to do with licensing electrical contractors and which provisions,, in my opinion, are illegal. FLOWER SALE FOR THE BLIND: The Clerk then read the following letter: AMERICAN BROTHERHOOD NOR THE BLIND 807 South Boulevard Oak kark, Illinois April 1, 1938 - To the Honorable Mayor and Members of the City Council Des Plaines, Illinois Gentlemen: The American Brotherhood for the Blind again requests permission to hold its annual "Flower Sala" in Des Plaines on Saturday, April 16 or 23, similar to those being held in other Illinois communities. The Sale will be sponsored by a Committee of clergy- men, club women, and other prominent citizens, and. organized by our urs. Grace E. Williams. Devoted solely to therservice of the sightless, the American Brotherhood is a national non-profit, non- sectarian, organization, embossing and publishing books and magazines in Braille, and distributing them free to institutions for the blind through -out the country. We also render assistance to the blind in many personal ways not covered by any other organization. Such help as we give brings brightness and cheer into their dark and dreary lives. All our services, as well as our publications, are available free. The work of the Brotherhood is supported entirely by a friendly contribution and by the proceeds of "Flower Sales" - the artificial flowers used being made by the blind. We believe the citizens of Des Plaines would welcome the opportunity to give support to this worthy cause; and we trust that you will grant our request. MAYOR PRESENTS SAFETY AWARD: Mayor Ahbe then pre- sented the beautiful bronze plaque awarded to the City of Des Plaines by the National Safety Council for having wan first place in the National Traffic Safety Contest in the 10,000 to 25,000 population class. He also reported briefly regarding the dinner at Washington D.C., at which Mayor Ahbe, Marshal Drexler, and. Mr. Anton Kadlec ably represented the City of Des Plaines and were accorded enthusiastic recognition. the motion was made by Alderman Carroll and seconded by Alderman Garland to accept the Mayor's report and make the same a matter of record. The motion was voted upon by acclamation where- upon the Mayor declared the motion carried. Alderman Dopheide then introduced the following proposed resolution: 617 RESOLUTION WHEREAS: The City of es laines has earned first place for 1937 in the National/S fa'ldontest conducted by the National Safety Council, and was designated the Grand Award City for 1937 of Group 6. (Municipalities with a p7pu lation from 10,000 to 25,000) and, WHEREAS: The said honor was awarded because the City of Des Plaines has come nearest to accomplishing; for safety the maximum that could have been attained during 1937, and WHEREAS: The City Council of the City of Des Plaines recognizes the outstanding achievement in the pro- tection of life, limb, and property, and appreciates the value of the publicity accorded the city through the winning of the said award. THEREFORE BE IT RESOLVED: that the City Council of the City of Des Plaines does hereby officially express its thanks and appreciation to the Des Plaines Safety' Council and the Accident Prevention Bureau of the Police Department for their intelligent and persistent efforisin winning this award and BE IT FURTHER RESOLVED: that the City Council does hereby extend its thanks to the following persons individually whose efforts are primarily responsible for 'the City's success in the said contest: Mr. AntoneC. MIDDLE STATES TELEPHONE CO: Alderman Johnson called the Council's attention to the fact that the Middle States Tel- elphone Company has changed handand that six local employees have been discharged and replaced by non-residents of Des Plaines. The motion was made by Alderman Johnson and seconded by Alderman Garland to instruct the Mayor to appoint a special committee of three Aldermen for the purpose of negotiating with the new management of the Middle States Telephone Company. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. Mayor Ahbe thereupon appointed Aldermen Pflughaupt, Garland, and Johnson to serve on the said committee. B -W CONSTRUCTION CO. vs CITY: Kenneth G. Meyer, City Attorney, then reported that suit has been filed against the B—W Construction Co. and the American Surety Co. to re- cover liquidated damages amounting to about 417,000.00 caused by the willful default of the B -W Construction Co. on their contract for Section *Au of the new Water Softening Plant. APPROVAL OF MINUTES: Each member of the council having at hand a copy of the minutes of the regular council meeting held April 4, 1938 the motion was made by Alderman Dopheide aid seconded by Alderman Lemke to approve the said minutes as written. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried and the said minutes approved. W.P.A. RECREATIONAL PROJECT: Mayor Ahbe then announced that there will be a meeting of representatives of civic and service organizations in the Council Chambers on Monday, April 25, 1938 for the purpose of launching a W.P.A. recreational and educational project for the com- munity, and asked that the Clerk notify all such groups of the said meeting. JI938 TAX LEVY: The Clerk then read in its entirety for second reading the proposed 1938 TAX LEVY ORDINANCE entitled: AN ORDINANCE PROVIDING FOR THE LEVYING OF AN ASSESSMENT OF TAXES FOR THE FIS- CAL YEAR OF THE CITY OF DES PLAINES, COOK COUNTY, ILLINOIS OOMMTUCING JAN- UARY 1, 1938 AND ENDING DECEMBER 31, 1938. The motion was made by Alderman Pflughaupt and seconded by Alderman Garland to finally pass this proposed ordinance. The Mayor put the question and the Clerk called the roll with the following result: Ayes; Aldermen Carroll, johnson, Pflughaupt, Henrich, Garland, Dopheide, Friott, Lemke, Schwanbeck, and. Campagna. bays; None. The Mayor thereupon declared the motion carried and the said ordinance passed. Mayor Ahbe then approved the said ordinance by affixing his signature, which was attested by Edgar J. Friedrich, City Clerk. The motion was then made by Alderman Schwanbeck and seconded by Alderman Garland to instruct the Clerk to cause this ordinance to be published in the Des Plaines Journal. The motion,was voted upon by acclamation whereupon the ilayor declared the motion carried. 1938 TAX ANTICIPATION WARRANTS: The motion was made by Alderman Pflughaupt and seconded by Alderman Lemke to instruct the Clerk to negotiate for a legal opinion and sale of 1938 Tax Anticipation Warrants.
