CALL TO ORDER: The meeting was called to order by
Mayor Hobart M. Ahbe presiding, with Aldermen Carroll., Johnson,
Pfinghaupt, iienrich, Garland, Dopheide, Friott, Lemke, Schwan-
beck, and Campagna responding to the roll call. The Clerk
reported all members of the council present.
OFFICIAL REPORTS: The Clerk then submitted the
following reports:

quarter of 193& of Chas. M. Larson, City Treasurer.
THE JUDICIARY & ASSESSMENT COMMITTER: had no report
to offer.
THE POLICE & LICENSE COMMITTER: through its chairman,
Alderman Carroll submitted the following report:
To the Chairman James J. Carroll - POLICE & LICENSE
committee, at the meeting of the City Council, held March 21,
1938, the following matter was referred to your committee:
The bids for purchase of a new police squad car as
well as the alternate bids for renting a police squad car on
the mileage basis were referred to your committee with power
to act.

To the Jtayor and City Council, your committee on
Police & License has investigated the above and has found:
After making a complete study of the bids, together
with certain information obtained in a questionnaire sent to
each dealer to determine the best course to follow from a
standpoint of strict economy and service to the city and using
the original bids as a basis from which to tabulate the final
result, found the offer of the Des Plaines Motor Sales the most
attractive and' unanimously voted the purchase of a Chevrolet
from the above mentioned dealer.
We, your Committee on Pollee & License, therefore
recommend:
That the mayor and City Clerk be authorized to draw
a voucher payable to the Des Plaines Motor Sales, 1500 Miner
Street, Des Plaines, Illinois, for $1,244.00 payment in full
for a Deluxe Chevrolet as specified in attached bid.
Also, that approximately 2/3 of said amount be charged
to 1938, and the balance of 1/3 be deferred to 1939.

by Alderman Schwanbeck to concur in this report. The Mayor put
the question and the Clerk called the roll with the following

Nays; None. The Mayor thereupon declared the motion carried
and the report concurred in.

THE STREETS & SIDEWALKS COMMITTEE; had no report to
offer.
THE SEWER, DRAINAGE, & SANITATION COMMITTEE: The motion
was made by Alderman Dopheide, chairman of the Sewer, Drainage,
and Sanitation Committee, and seconded by Garland to instruct
the Clerk to advertise for bids for a new garbage truck. The
motion was voted upon by acclamation whereupon the mayor declared
the motion carried.
The motion was then made by Alderman Dopheide and
seconded by Alderman lenrich to instruct the Clerk to cause
this advertisement to appear in the Des Plaines Suburban
Times. The motion was voted upon by acclamation whereupon
the Mayor declared the motion carried.
THE WATER COMMITTER: The motion was made by Alderman
Lemke, chairman of the Water Committee, and seconded by Dopheide
to advertise for bide for a new business coupe for use in the
Water Department. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.
The motion was then made by Alderman Lemke and se-
conded by Alderman Carroll to instruct the Clerk to cause this
call for bids to appear in the Des Plaines Suburban Times.
The motion was voted upon by acclamation whereupon the Mayor
declared the motion carried.
THE FIRE COMMITTEE: through its chairman, Alderman
Garland reported that because the Des Plaines Fire Department
would lose its identity if a new *fire protection district"
were organized, the Fire Committee has resolved to give no
further consideration to the formation of such a afire
protection district,* but plans to make arrangements by
which our city fire department will be commensurately paid
for services rendered to properties lying outside of the City
limits.
THE COMMITTEE ON PUBLIC WORKS, BUILDINGS, & PLATS;
through its chairman, Alderman Campagna reported that the
City's dog pound has been substantially improved and enlarged
to practically double its capacity.
Re also reported that the lawn about the new municipal
Building has been dressed and seeded at a cost not exceeding
the $150.00 appropriation for that purpose.
THE BAND COMMITTEE: had no report to offer.

I wish to acknowledge receipt of your letter
of February llth regarding the defects in the pavement
of Lee Street. Please be advised that this Department
will fill the core holes and will attempt to make some
correction of the low spot that exists in front of &earn's
Meat Market, 620 Lee Street.
Our inspection shows that this pavement evi-
dently was built in this manner and any permanent cor-
rection would be rather costly. We are giving this matter
careful consideration.

Gentlemen:
Submitted herewith, is the survey and report of
E.N. Fletcher, City Engineer, relative to
possible revision of the existing Zoning Code
of the City of Des Plaines.
The suggested revision as outlined in the Engin-
eer's report is the product of long and careful
study on the part of the engineer, together with
the well -considered opinions of the Zoning Board.
Although various changes are suggested, the re-
port's chief merit lies in the fact that the
present regulations have been clarified and re-
lated regulations made more cohesive.

Des Plaines that the Zoning Board of Appeals be and they are
hereby requested to consider the proposition of amending the
Zoning Ordinances of the City of Des Plaines by eliminating
certain commercial districts, Area District A, and rezoning
said districts to place them in residence districts;
BE IT FURTHER RESOLVED that the said Zoning Board
of Appeals of the City of Des Plaines hold a public hearing
and pass upon the advisability of amending Section Three (3)
entitled RESIDENCE DISTRICTS, Section Your (4) entitled
COMMERCIAL DISTRICTS, and Section Five (5) entitled INDUSTRIAL
DISTRICTS, of the Zoning Ordinance of the City of Des Plaines,
no that said Sections will prohibit the keeping or raising
or breeding within the areas defined in said Sections any
horses, sheep, hogs, cows, goats, or other live -stock com•
a:only and customarily kept on farms, and siso to prohibit the
possession of any rabbits, mink, otter, skunk, fox, or other
animals except cats and dogs.
This proposed resolution was referred to the Zoning

leaders and statesmen of the nation will attend in

exceed $200.00 for the purpose of sending Mayor Ahbe, City
Marshal Drexler and Mr. A.G. zadlec, President of the Des
Plaines Safety Council for 1937 to Washington to attend
ceremonies in connection with making official awards. The
Mayor put the question and the Clerk called the roll with
the following result; Ayes; Alderman Carroll, Johnson, Pflug-
laupt, Henrich, Garland, Dopheide, Friott, Lemke, Schwanbeck,
and Campagna. Nays; None. The Mayor thereupon declared the

FLOODLIGHTING RAILROAD CROSSINGS; The Clerk then
read the following letter:

Honorable Mayor & City Council;
Supplementing our resolution relative to
better protection at the railroad grade crossings
along the C & N W RR in the loop area in which

recommendation was made for flood lighting the
crossing at night. At a recent meeting of the
Safety Council a resolution was passed as follows:
RESOLVED - that since the improved protection
now under way at the river Road Crossing over the
C & N W RR is nearing completion, it will not be
complete unless the flood lighting program is
carried out, and it is therefore recommended that
flood lighting of all crossings on the C & N W RR
be approved and installation made as soon as pos-
sible. The funds for this project should be re-
quested from the State Highway Department from the
tax fund.
The crossings at Pearson St., Lee St., and
Graceland Ave. merit further protection at nights
because during inclement weather vision of the
motorist is very limited, and difficult to dis-
tinguish the flagman due to the small light used
by him for the protection of motorists and pedes-
trians alike.

Hon. Mayor & City Council:
This council has had under advisement for a
considerable time the implorable condition of heavy
truck traffic carried ever neeney Avenue. The con-
crete is broken up in several places as the result
of this traffic. The residential street was never
intended for this type of load, being a narrow pave-
ment and since the state has made this State Route #62
a hazard to the general public has been #ultiplying.
The truck traffic increases during the night
period and annoyance is being experienced daily by
the residents along this street.
Therefore, this Safety Council has resolved that
your honorable body be petitioned for consideration
and remedial measures, and recommends that immediate
steps be taken to request the State Highway Department
to reroute all heavy truck traffic over uakton Street
west of Wolf Rd. then north to Algonquin Rd, and further,
that a weight load limit be established on ieeney
Avenue, and lieeney Avenue be designated as a boulevard.

WHEREAS, the City of Des Plaines is establishing
highway traffic signals at the intersection of River
Road and Northwest highway and also at Lee Street and
Northwest Highway adjacent to the tracks of the U c
N W RR. Company,
WHEREAS, the City of Des Plaines is desirous of
coordinating the highway traffic signals at said in-
tersections with the crossing protections maintained
by the 0 & NW RR Company at said River Road and Lee St, and
WHEREAS, said Railway Company will agree to such
coordination, subject, However, to certain condidions:
THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS:
Section 1. That the Mayor of the City of Des rlaines
be and he is hereby authorized for and on behalf of the
City of Des Plaines to enter into a written agreement
with Charles P. Megan as Trustee of the property of
C 8c N W RR Company which shall outline the plan for
coordinating said highway traffic signals and railway
crossing protection and shall provide certain indemni-
fication for said Railway Company. Said agreement shall
be in words and figures as set forth in the form attached
hereto, marked "fthibit A" and hereby made a part hereof.
Said agreement shall be approved by the mayor of the
City of Des rlaines.
Section 2. This ordinance shall be in force from
and after its passage.

by Alderman Johnson to suspend the rules and place this pro-
posed ordinance upon its final passage. The Mayor put the

Garland, Dopheide, Friott, Lemke, Schwanbeck, and Campagna.

seconded by Alderman Lemke to finally pass and adopt this

City Attorney, then reported that the City has been served
with a summons in Circuit Court Case #38 -C -4O51 being the
case of Economy Plumbing & Heating Company vs the City of

City Attorney to file an appearance in behalf of the City

The motion was made by Alderman Pflughaupt and seconded
by Alderman Garland to adopt this proposed resolution. The
Mayor put the question and the Clerk called the roll with the
following result: Ayes; Aldermen Carroll, Johnson, Fflughaultt,
Henrich, Garland, Dopheide, Friott, Lemke, Schwanbeck, and Cam-
pagna. Nays; None. The Mayor thereupon declared the motion

APPROVAL OF MINUTES: Mach member of the council
having at hand a copy of the minutes of the regular council
meeting held Monday, March 21, 1938, the motion was made by
Alderman Garland and seconded by Alderman Lemke to approve
the said minutes as written. The motion was voted upon by
acclamation whereupon the Mayor declared the motion carried
and the said minutes approved.
CONTRACTORS' LICENSES: Alderman Garland suggested
that the present ordinances pertaining to the licensing of the
various kinds of contractors be either repealed or reviled.
The motion was made by Alderman Garland and seconded by Alderman
Lemke to refer this matter to the .olice & License Uommittee
together with the City Attorney for report at the next regular
meeting of the council. The motion was voted upon by acclama-
tion whereupon the mayor declared the motion carried.
GENERAL RBPORT OF POLICE COMLITTES: Alderman Uarroll
chairman of the Police & License Committee then reported perceptible
progress in the Police Department and outlined such improvements
as training of officers in various police schools, adoption of

Alderman Lemke and seconded byyAl man Friott to instruct
the Clerk to advertise for bids for decorating the quarters
of the Police De#artment. The motion was voted upon by
acclamation whereupon the Mayor declared the motion carried..
The motion was then made by Alderman Campagna and
seconded by Alderman Garland to instruct the Ulerk to cause
this call for bids to appear in the Des Plaines Journal.

CITY vs B -W CONSTRUCTION COs Upon suggestion of
the City Attorney, Mayor Abe asked the members of the Council
to meet informally after this meeting to discuss several
matters in connection with the BW Construction to. case.
