Ahbe, presiding, with Aldermen Carroll, Tohn- eon, Pflughaupt, Henrich, Garland, Dopheide, Friott, Lemke, Schwanbeck, and Campagna responding to the roll call. THE JUDICIARY & ASSESSMENT COMMITTEE had no report THE POLICE & LICENSE COMMITTEE had no report to THE STREETS & SIDEWALKS COMMITTEE had no'report to TEE COMMITTEE ON PUBLIC WORKS, BUILDINGS & PLATS: The Clerk then read the following report: To the Chairman Campagna, Public Works, Bldgs. & Plats committee, at the meeting of the City Council, held March 7, 1938, the following matter was referred to your committee: The matter of improving the city's dog pound was referred to your committee with full power to act. Your committee was authorized to spend not exce- eding $30.00 for labor and material for this purpose. E.X.FRIEDRICH 3-21-38 To the Mayor and City Council; Your Committee on Bldgs. & Plats has investigated the above and has found: The city dog pound is in a poor condition needing immediate repair. We, your Committee on Bldgs. & Plats, therefore recommend: That the dog pound be improved and capacity of dog space will be doubled as per authorization given this committee. Signed: S. The Clerk then read also the following report: To the Chairman Campagna, Public Buildings & Plats committee, at the meeting of the City Council, held February 21, 1938,the following matter was referred to your committee: The matter as to what should be done with the old Riverview Town Hall which belongs to the City of Des Plaines. In as much as School District #65 is moving outof this building the City will have to pay for any fire or wind- storm insurance on this building. It has also been suggested that the city dispose of this property. E..T.YRIEDRICH 3-21-38 To the Mayor and City Council: Your Committee on Public Bldgs. & Plats has investigated the above and has found: Tbe Old Riverview Town Hall is in a dilapidated condition and in view of the fact that it has served its purpose and no longer needed. THE SEWER, DRAINAGE & SANITATION COMMITTEE: The Clerk then read for second reading the proposed Storm Sewer Ordinance entitled: *AN ORDINANCE AUTHORIZING THE CONSTRUCTION OF IMPROVEMENTS AND EXTENSIONS TO THE SEWER SYSTEM OF THE CITY OF DES PLAINES, COOK COUNTY, ILLINOIS, PROVIDING FOR THE ISSUE OF THREE HUNDRED NINETEEN THOUSAND DOLLARS ($319,000) SEWERAGE REVENUE BONDS OF SAID CITY FOR THE PURPOSE OF DEFRAYING PART OF THE COST OF SUCH I MPROVEMENT S AND EXTENSIONS, PRESCRIBING ALL DETAILS OF SAID BONDS AND PROVIDING FOR THE COLLECTION, SE GREGATION AND DISTRIBUTION OF THE REVENUES OF THE SEWERAGE SYSTEM OF SAID CITY FOR THE PURPOSE OF PAYING THE COST OF OPERATION AND MAINTENANCE THEREOF, PROVIDING AN' ADEQUATE DEPRECIATION FUND THEREFOR AND PAYING THE PRINCIPAL OF AND INTEREST ON SAID SEWERAGE REVENUE BONDS.* The motion was made by .Aderman Pflughaupt and seconded by Alderman Lemke that this proposed ordinance be not passed. Nays; None. The Mayor thereupon declared the motion carried and the ordinance: defeated. THE WATER COMMITTEE: The Clerk then read the following report: To the Chairman Lemke, Water committee, at the meeting of the City Council, HeldMarch 7, 1938, the following matter was referred to your committee: The letter from the American Water Works Association soliciting memberships for the association as well as soli- citing subscriptions to the Water Works Association Journal. The letter referred to was dated March 4, 1938 and you will find a copy thereof attached hereto. E.S.FRIEDRICH -21-38 To the Mayor and City Council: Your Committee on Water has investigated the above and has found: That the city would benefit decidedly through membership in the American Water Works Association. We suggest that since Mr. Marvin Wells is the man having first- hand contact with our water -works problems that he would be the logical man for membership in this association. THE FIRE COMMITI ;. , through its chairman Alderman Garland, reported that the committee is giving serious con- sideration to the matter of forming a "fire protection Dis- trict" for the purpose of giving better fire protection to the rural area about us lying outside of the city limits and at the same time assessing this area outside of the city for its just share of such fire protection. THE BAND COMMITTEE, had no report to offer. NEW POLICE SQUAD CAR: The motion was made by Alderman Carroll, and seconded by Alderman Sohnson to declare the time for receiving bids for the Police Squad Car closed and to in- struct the Clerk to open and read the bids received. Board of Health at the meetingof the City Council, held February 7, 1938, the following matter was referred to you: The report of the Plan Commission, a copy of which is attached hereto, dealing with the question as to what should be done regarding the keeping or breeding of mink and other fur bearing animals within the City limits of the City of Des Plaines. F.J.FRIEDRICH _ 3-7-38 To the Mayor and City Council: Your Committee on the Board of Health has investigated the above and has found: no condition at this time warranting interference by the Board of Health. The question as to what should be done regarding the keeping or breeding of mink and other fur bearing animals within the City limits of the City of Des Plaines, is one which should concern not only the Board of Health but the governing bodies of the City. This matter should therefore be decided by a committee as a whole. ALLOWING FRAME CONSTRUCTION IN FIRE ZONE: The Clerk then read the following letter and resolution: Local Union No. 839 UNITED BROTHERHOOD OF CARPENTERS & JOINERS OF AMERICA DEs Plaines, Illinois March 18, 1938 To Honorable Mayor & City Council, City of Des Plaines Gentlemen: Attached is a resolution passed by the Carpenter's Union Local No. 839, at a meeting held March 8, 1938. Should this resolution meet with your approval the Carpenter's Local stands ready to assist in making any changes in the ordinance con- cerning the building or zoning. Respectfully yours. RESOLUTION WHEREAS, the need for low cost individual homes is apparent to all, and AREAS, the erection of frame buildings within the fire limits of the City of Des Plaines as specified in paragraphs 2 and 3 of section 744, is prevented' by ordinance, and 'WHEREAS, the well built frame building with a space of not less than ten feet between meets with the approval -of the Board of Underwriters, and can be insured at a: -cast equal to buildings of other types permitted by ordinance in this City, and AREAS, the fire department of the City of Des Plaines surpasses in its efficiency the fire de- partments of any and all cities and villages where frame buildings are built, therefore 600 BE IT RESOLVED, that the Carpenters Union Local No. 839 petition the City Council to amend or repeal the above mentioned ordinance so as to permit the erection of individual family homes, stores of frameconstruction in Des Plaines. Washington St. Chicago, Illinois City Council, City of Des Plaines March 10, 1938 In re Warrant #62694 Gentlemen: The holder of the special assessment Bonds issued in the above warrant have demanded that the City return delinquent all past due installments in said warrant. To do this will require purchase of proper books in which to return the installments to the County Collector. I recommend that the Council authorize the City Treasurer -Collector to purchase the requisite books and to insert in the newspaper a notice to the property owners that all unpaid installments in said warrant are to be returned delinquent. 601 A motion to this effect is sufficient. This Warrant involves the Ellinwood Street extension. If the request of the bondholder is not complied with, they could be mandamus proceedings compel the doing of that which I recommend. Drexler, Chief of Police, Des Plaines, Illinois Dear Sir: At our last meeting it was unanimously decided that the organization approved your sug- gestion of an intelligent traffic check in our business district with the idea in mind of using the results of this survey as the basis upon which our local parking ordinance shall be constructed. The hours that we suggest you check traffic on are 10 A.M. to 10 Y.M. Saturday and at your dis- cretion weeks days. We want to thank you for this suggestion and we feel it is the answer to the entire problem. It was further voted at our meeting that we are heartily in accord with your compaign to rid Des Plaines of peddlers and solicitors, and we will do everything in our power to co-operate with you. MEETING AS COMMITTEE OF -THE -WHOLE: Mayor Ahbe then announced that the Council will meet as a committee of -the -whole on Monday, March 28, 1938 at 8:00 P.M.
