MINUTES OF THE ADJOURNED REGULAR
MEETING OF THE CITY COUNCIL OF THE
CITY OAF DES PLAINES HELD IN THE
COw U IL CHAMBERS MONDAY, JANUARY
24th, 1937 AT THE HOUR OF 8:00 P.M.
CALL TO ORDER: The meeting was called to order by
Mayor Hobart M. Ahbe presiding, with Aldermen Carroll, Johnson,
Pflughaupt, tienrich, Garland, Dopheide, Friott, Lemke, Schwan-
beck, and- Campagna responding to the roll call.
Mayor Ahbe then announced that this is an adjourned
regular meeting, adjourned from Monday, January 17, 1938.
UNIFORM TRAFFIC CODE: The Clerk then read the following
letters

Honorable Sirs;
In view of the various traffic regulating
ordinances adopted in the past in this city, some
conflicting with the state laws and others inad-
equate, the motorists of our city are not fully
informed of all the regulatory requirements. There-
fore the Des Plaines Safety Council cooperating
with the Suburban Safety Council have gone to
considerable study and have compiled a Model Muni-
cipal Traffic Ordinance for uniform traffic regula-
tion which is being considered for adoption by all
the twenty-nine municipalities in the metropolitan
area of Chicago and
Whereas; the City of Des Plaines has not
adopted a model traffic sede in the past for the
regulation of motor traffic, and
Whereas; such regulation in one complete
ordinance will be of considerable value to the law
enforcement bodies, as well as the motorists.
Be it;
Therefore resolved, that copies of tnis Model
Municipal Traffic Ordinance be referred to the Des
Plaines City Council, recommending its adoption in
its entirety for the City of Des Plaines, suggesting
that if such is adopted it be printed in pamphlet
form and furnished to every motorist who buys a City
Vehical Tag.

The motion was made by Alderman Carroll and seconded by
Pflughaupt to refer a copy of the model traffic code referred to
in the foregoing letter to the City Attorney with instructions to
present a finished draft of the said proposed code to the Council
in its next regular meeting. The motion was voted upon by accla-
mation whereupon the Mayor declared the motion carried, and the
matter so referred.
ADDITIONAL RANKS IN FIRE DEPARTMENT: The Clerk then
read the following letter:

Dear Sir:
The Board of Fire and Police Commis-
sioners in their meeting January l0th,a1938
decided to suggest to your honor that/new ordin-
ance be drawn supplanting the one dated September
20th, 1937 to include volunteer men with the rank
of Dire Marshal, Captain, and Lieutenant, to be
appointed by the Mayor and City Council, and three
paid firemen to be selected from the eligibility
list provided for by the Board of Fire and Police
Commission, to establish a lower grade for the
purpose of an examination for the eligibility list
for the rank of paid firemen, no appointments to
be filled until the salaries for the positions
are provided for in the Appropriation Ordinance.

ORGANIZATION OF AMERICAN CITIZENS ASSN.: The Clerk then
read the following letter:
Des Plaines City Council:
Jan. 19, 1938
A Des Plaines council of the "American Citizens
Association' is being formed to promote a community
enterprise the purpose of which is more fully explain-
ed in the enclosed copy of`a newspaper article.
Since world conditions are in such a serious state
and at least three of the worlds most powerful dictators
have vowed to eliminate democracy as an institution,
the future of our form of government must be seriously
considered. Most of us believe that our method of
self government is a proved success in spite of many
shortdomings which we all appreciate. But it can only
continue to be effective as long as we have a large
body of intelligent voters who take their voting citizen
ship seriously and make an effort to use their ballot
for the best interests of the country as they see it.
If our government ever fails it will be because of the
indifference of our voting citizens.
With these thoughts in mind a meeting of repre-
sentatives of various civic minded organizations is
being called for Thureday, January 27, 8:00 P.M. at
the Des Plaines City Hall Council Chamber. Ire hope
your organization will agree to become a part of this
movement and will send a representative to this meeting.

the following letter:

DES PLAINTS, ILL. - CROSSING
PROTECTION RIVER ROAD`AND LEE
STREET.
On October 7th, this department advised
you that the Chicago and North Western Railroad
was agreeable (subject of course to the approval
of the Illinois Commerce Commission) to the use
of flagmen for controlling operation of traffic
signals to provide the operation desired by the
City of Des elaines to avoid confusion and delay
to traffic on the basis that the understandings
be set forth and covered by agreement, copy of said
agreement in triplicate for execution and form of
ordinance being submitted with this letter.
Would appreciate information as to pro-
gress being made in this matter and when we may
expect agreements and three certified copies of
ordinance so this matter may be carried to a
conclusion.

The motion was made by Alderman Garland and seconded
by Carroll to refer this letter to the STREETS & SIDEWALKS COM.,
MITTEE for further investigation and report. The motion was
voted upon by acclamation whereupon the Mayor declared the
motion carried.
IMPROVING RIVERfiEW STAICITS WITH MOTOR FUEL TAX: The
Clerk then read the following proposed resolution:
RESOLUTION FOR IMPROVEMENT BY
MUNICIPALITY UNDER THE MOTOR
FUEL TAX LAW.
BE IT RESOLVED, by the City Council of the City of
Des Plaines, Illinois that the following described street
be improved under the Motor Fuel Tax Laws
White Street, which is also known as Arterial
Street No. 2 from Oakton Street to Howard Street, a
distance of approximately 2,590 ft. and
BE IT FURTHER RESOLVED, That the proposed improvement
consist of the construction of a waterbound macadam base,
together with necessary grading and drainage by day labor
and latter construction of a Bituminous surfacing (Subclass
A-1) by contract. Construction base 20, Bituminous Surface
18 feet wide and shall be designated as Section 4 C.S. That
there is hereby appropriated the sum of eleven thousand and
ninety-six dollars ($11,096.00) for the improvement of said
section from the 7inicipality's allotment of Motor Fuel Tax
funds. That said work shall be done by Day labor and by con-
tract; and,
BE IT FURTHER RESOLVED, THAT THE Clerk is hereby directed
to transmit two certified copies of this resolution to the
Department of Public Works and Buildings, Division of Highways,
through its District Engineer's office at Chicago, Illinois.

The motion was made by Alderman Carroll and seconded
by Schwanbeck to adopt this proposed resolution. The Mayor
put the question and the Clerk Balled the roll with the fol-
lowing result: `Ayes; Aldermen Carroll, Pf1ughauptk Henrich,
Garland, Dopheide, Schwanbeck and Campagna. Nays; Aldermen
Yohnson, Friott, and Lemke. The Mayor thereupon declared the
motion carried and the resolution adopted.`
SAFETY GATES AT DES PLAINES AVE. & C.&N.W. TRACKS:
.Kenneth G. Meyer, City Attorney, reported that upon petition
of the Chicago & Northwestern Railroad, the Illinois Commerce
Commission granted permission to install railway safety gates
on Des Plaines Avenue at the Gaicago & Northwestern Railroad
tracks. He further reported that the railroad estimates that
the gates should be in service in about three months.
COUNCIL TO MEET AS A COMMITTEE: Mayor Ahbe announced
that the Council would meet as a committee -of -the -whole in the
City Clerk's office at the close of this meeting.
ADTOUREMENT: The motion was made by Alderman Pflug-
haupt and seconded by Carroll to adjourn. The motion was voted
upon by acclamation whereupon the Mayor declared the motion
carried and the council regularly adjourned.
