MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES
HELD IN THE COUNCIL CHAMBERS ON THE 18th
DAY OF OCTOBER A.D.193,7 AT S:OQ P.M.
CALL TO ORDER: The meeting was called to order by
Manor Hobart M.Ahbe, presiding, with Aldermen Johnson, Pflughaupt,`
H.enrich, Garland, Friott, Lemke, Schwanbeck and Campagna responding
to the roll call.Aldermen Carroll and Dopheide were absent
during this roil call but arrived later during the meeting. - -
THE JUDICIARY AND ASSESSMENT COMMITTEE had no report
to offer.
The Police AND LICENSE COMMITTEE had no report to offer.
THE STREETS AND SIDEWALKS COMMITTEE; The Clerk then
read the following report:
To Chairman Schwanbeck ,Streets and Sidewalks Committee
atthe meeting of the City Council, held October 4,1937 the
following matter was referred to your committee:
rhe resolution from the Des Plaines Safety
Council (copy of which is attached hereto)asking
that E R gates and pavement markings be provided
in connection with the Stop & Go light installation
on Miner Street.

Your Committee on Streets and Sidewalks has investigated
the above and has found:
A. that it appears to be a physical impossibility to regu-
late traffic safely over the nee St. C'& N W railroad
crossing- by means of Stop and Go lights only, due to the
many turns motorists make at this point and the install-
ation of gates, in conjunction with the Traffic signals
would be the only positive remedy, from a safety point
of view.
S. Channalizing of Lee St. south of Ellinwood St.for right
hand turns into Ellinwood St. on a green arrow.
C. Paralell parking on the west curb of Lee St. between
Ellinwood St. and Prairie Ave.,
We, your committee on Streets and Sidewalks, therefore Recom-
mend:-
A. that the City Attorney be requested to get in touch with
the proper officials of the C & m W Railway Co. and
make a formal request for the installation of standard
gates for the Lee St.crossing,
B.That Lee St. south of Ellinwood St. be channalized for about
fifty feet back, so that the north bound Lee St.traffic,
desiring to make a right turn, on the red light, may do so
from the right turn channel, wich is to be nearest the
East curb of Lee St; said turn to be regulated by a
!hat
arrow in the Traffic signal.
C. That the recommendation of parking all cars on Lee St.
paralell, be concurred in, as it will do much to eliminate
the congestion at the intersection of Ellinwood St & Lee
St. As it is now we have all through south bound traffic
on Lee St. (US 45) and all other traffic turning south
from Miner & Ellinwood Sts. bottlenecked into a single
Lane, which is caused by the present diagonal parking.This
change would be in accordance with Section 91 Par.A. of the
Uniform Act. regulating traffic on highways.

Council concur in this report. The motion was voted upon by
acclamation whereupon the Mayor declared the motion carried
and the report concurred in.
The Clerk then read the following report:
To Chairman Schwanbeck - Streets and 6idewalks Committee, at
the meeting of the City Council, held Sept.20,19Z7 the following
matter was referred to your committee:
The attached report made by your committee was concurred
in by the Council and the matter of installing additional
stop and go lights to correct the apparent hazard was
referred to your Committee with full power to act in
accordance with the attached report.

Your Committee on Streets and Sidewalks has investigated the
above and has found;
That the Stop and Go lights as installed at the
present time are inadequate for the proper control
of traffic at the intersection of Ellinwood and
Lee Street, and that a traffic hazard exists at the
intersection of Miner Street and Elver Road.'
We, your Committee on Streets and Sidewalks therefore report
that additional Stop and. Go lights are now being installed at
the intersection of Ellinwood Street and. Lee Street and that
a "'Ha Left Turn" sign is to be erected at the Korth east corner
af River Road and Mirzer Street, all in accordance with the
attached sketch.

the following matter was referred to your committee:
The resolution from the Des Plaines Safety Council
(a copy of which is attached hereto) asking that traffic
making left turns north into Des Plaines Ave.from Ellin -
wood Street be ddannelized.

Your committee on Streets and Sidewalks has investigated
the above and has found:
That a definite traffic hazard appears at the
intersection of Ellinwood Street and River Road
due to the improper left turning of vehicles which
are east bound on Ellinwood Street and make a left
turn into River Road.
We, your committee on Streets and Sidewalks,therefore re-
commend: That Ellinwood Street be channelized for left
turns with street painting, channalizing to start on
Ellinwood Street about 300 feet west of River Road and
to continue east to the west curb of River Eoad, also
this channel to be plainly marked "Left Turn ONLY".We
further recommend that the face of the Stop and Go light
be turned a little more to the south westerly direction,
with a sign affixed "Stop -left turn On Green light ONLY",
thus allowing left turn Ellinwood Street traffic to enter
River Rd after coming to a stop and proceeding on a Green
Light only.Also a Stop Bar 18 inches in width should be
painted on the pavement for Ellinwood St.traffic entering

through its chairman, Aiderman Campagna, submitted the following

ctuesting a statement of the action taken by the Zoning
Board of Appeals upon the question of set backs in the
business district, our Board continued the hearing of
this matter for -thirty days from the date of our last
meeting. This will bring the second hearing on the
evening of Wednesday, October 13th, when we intend to
continue discussion of the matter.
1 was instructed to request the City Council to Ornish
us with more adequate maps of the City for zoning purposes
and the co-operation of the City Engineer in carrying out
this work.

1937 the Des Plaines Water Works, known as PWA -Project
7270 (Ill.) was completed according to plans and
specifications as amended by regularly authorized
change orders,
THEREFORE, be it and it is hereby resolved that. the
City Council of the City of Des Plaines,Cook County,
I1/inois does hereby formally accept the said Water
Works, known as PWA Project 7270 (Ill.) as completed,
subject to the approval of the State Board of Health,
of the State of Illinois.

Dear Sir:
In connection with the desire of the City of
Des Plaines that the & N W crossing flagmen at
River Road and also at Lee Street, operate manual
control switch to control the traffic signals recently
installed and put in service by the State at the inter-
sections of these streets with aorthwest E4ghway.
The Railway Company ia agreeable, subject of
course, to the approval of the Illinois Commerce Com-
mission, to have these flagmen perform this function
of controlling the operation of the traffic signals to
provide the operation desired by the City to avoid con-
fusion and delay to traffic by reason of the movement of
railway trains on the basis that the understandings be
set forth and confirmed in a regular agreement.
In accordande with understanding of
Fletcher, City Engineer, I am enclosing contract in
triplicate for execution by the Mayor and a form of ordi-
nance which we understand is required in order to authorize
the Mayor to execute such contract.
When the ordinance is passed it will be necessary
that we be furnished with three certified copies with
return of the agreements for execution by the railway manage-
ment.

installation of two 15,000 gallon tanks, one 10,000
gallon tank, and two 1,000 gallon tanks, as shown
by the attached blue prints.
The installation of this bulk storage plant
will conform with the specifications set forth in the
Rules for the Storage of Gasoline and volatile oils
issued by the Dept.of Finance, 'factor Fuel Tax Division,
Springfield, illinois, under date of July 1,1934.

Engineering. The motion was made by Alderman Lemke and seconded
by Aenrich to send Mr.L.D.Wells, Superintendent of 2ublic works,

velt and the anniversary of the establishment,of the Ameri„
can Navy by the Continental Congress in 1775, has been desig-
nated. as Navy Day; and
in these times, it is of vital importance that the -United
States have not only a Navy of adequate stretipa to maintain
our national policy of peace and security, but also a
Merchant Marine commensurate with our national interests; and
This day will be observed by the citizens of this country as
a tribute to the past and present services which the liavy
of the United States -has rendered to the Nation during One
Hundred and Sixty Two years, and to the men who have respond-
ed in time of peril to the call to arms, and who stand

putting it into good operating condition and guaranteeing its

ACCEPTING SPECIAL ASSESSMENT BONDS: The Clerk
then read the following proposed resolution::
RESOLUTION
BE IT RESOLVED by the City Council of the City of
Des Plaines, that the City Treasurer be and is hereby
authorized to accept special assessment bonds or parts
thereof in payment of special assessment installments,
provided that such special assessment bonds or parts
thereof shall be only applicable against the particular
installment of the particular warrant against which
said bond or parts thereof are issued.
BE IT FURTHER RESOLVED that the City Treasurer be
and is hereby authorized to accept interest coupons or
parts thereof in payment of interest due on installments
of special assessments, provided, however, that such inter-
est coupons or parts thereof shall be only applicable
to the interest due on an installment of the same year
of the maturity of said interest coupons, and said inter-
est coupons shall Only be applicable to the particular
installment and warrant against which said coupon is issued.

The motion was made by Alderman Pflughaupt and seconded by
Henrich to adopt this proposed resolution. The Mayor
put the question and the Clerk called the roll with the
following result: Ayes; Aldermen Carroll, Johnson, Pfluaraupt,
Henrich, Garland, Dopheide, Friott, Lemke, Sdhwanoeck and
Campagnaalays: None. The Mayor thereupon declared the motion
carried and the resolution adopted.
APPROVAL OF MINUTES: Each member of the Council
having at hand a copy of the minutes of the regular Council
meeting held October 4,1937, the motion was made by Alderman
Dopheide and seconded by Henrich to approve the said minutes
as written. The motion *as voted upon by a.eclamation whereupon
the Mayor declared the motion carried and the minutes approved.
REPAIR OF SIDEWALK: `she motion was made by Alderman
Henrich and seconded by arland to instruct the Clerk_to write
to the receiver of the property at 832 Pearson Street ordering
him to repair the sidewalk in front of the said property. The
motion was voted upon by acclamation whereupon the Mayor de-
clared the motion carried.,
ADJOURNMENT: The motion was made by Alderman Dopheide
and secondel.by Garland to adjourn. The motion *as voted upon
by acclamation whereupon the Mayor d clared the motion carried.

MATING OF THE CITY OF DES PLAINES
HELD IN THE COUNCIL CHAMBERS ON
THE lst DAY OF NOVEMBER, A.D. 1937.
CALL TO ORDER: The meeting was called to order by
Mayor Hobart M. Ahbe presiding, with Aldermen Carroll, Tohnson,
Pflughaupt, Henrich, Garland, Dopheide, Friott, Lemke, Schwan-
beck, and Campagna responding to the roll call. The Clerk re-
ported all members of the Council present.
REPORTS OF OFFICERS: The Clerk then read the following
reports:
The report for Oct. 1937 of H.A. Becker, Capt. of Police
The report for Oct. 1937 of E.F. Friedrich, City Clerk
The report for Oct. 1937 of C.M. Larson, City Treasurer
The motion was made by Alderman Garland and Seconded by
Carroll to refer the report of Chas. M. Larson, City Treasurer,
to the Finance Committee. The motion was voted upon by acclama-
tion, whereupon the Mayor declared the motion carried.
Mayor Ahbe ordered the reports of the Captain of Police
and the City Clerk placed on file.
THE JUDICIARY AND ASSESSMENT COMMITTEE: The Clerk then
read the following report: -
To Mayor & City Council:
Your committee on Judiciary and
Assessments recommends that the City Council at this time pass
on the attached policy for Fire Insurance on the new Municipal
Building, because of new legislation creating a fixed rate on
all municipal buildings on and after July 1, 1937. We are
submitting herewith a policy dated June 21, 1937, the acceptanee
of which, will save the city exactly 4679.68.

The motion was made by Alderman Dopheide and seconded by
Johnson to concur in this report. The Mayor put the question and
the Clerk called the roll with the following result: Ayes; Alder-
men Carroll, Johnson, Pflughaupt, Henrich, Garland, Dopheide,
Friott, Lemke, Schwanbeck, and Campagna. Nays; None. The Mayor
thereupon declared the motion carried and the report concurred in.
