through its chairman Alderman Campagna reported that the Board
of Library Trustees has requested to meet with the Council
sitting as a committee of the whole on Monday evening September
13,1937, for the purpose of arriving at an equitable annual
pro -rated charge for heating and lighting the Iibrary..yor
Ahbe thereupon announced that inasmuch as there are several
other matters to be discussed informally by the Council, the
Council will meet as a committee of the whole in the Council
Committee room on Monday,September 13,1937 at 8:00 P.M.

THE SEWER, DRAINAGE AND SANITATION COMMITTEE,; through
its chairman Alderman Dopheide reported numerous complaints of
sewer gas odors and suggested providing man-hole(solid man -hole
covers and periodic flushing of the sewers to partially elimi-
nate these odors.
This matter was referred to the ,Sewer Drainage and
Sanitation.Committee by the Mayor.
THE WATER COMMITTEE had no report to offer.
The Fire Committee: The Clerk then read the following
report:
To Chairman Garland -Fire Committee, at the meeting of
the City Council, held August 16,1937, the following
matter was referred to your committee:
The letter from Kenneth G.Meyer,City Attorney,
dated August 16th and addressed to the City Council
giving his legal opinion regarding the proper
procedure in connection with the appointment of
firemen.
A copy of this letter is attached hereto for your
committee's guidance.

The motion was then made by Alderman Pflughaupt and
seconded by Garland to adopt this proposed resolution with
the said Library employees' salaries inserted. However, the
motion was made by Alderman Lemke and seconded by Campagna to
amend this resolution by striking therefrom the final payment
of 49073.70 to Chas.B.Johnson & Son Inc. for the construction
of the new Municipal Building. The Mayor put the question on
the motion to amend, and the Clerk called the roll with the

Dear Mr.Friedrich,
l am in receipt of your letter of August 13,
with reference to disturbance caused in the western
part of Des Plaines by reason of trains whistling
on our Valley Line.
While I am aware there is an ordinance at Des
Plaines against whistling, I call attention to the
fact that Touhy Avenue, Howard Avenue, Oakton Avenue,
Algonquin road and Thacker Avenue crossings are,
according to my understanding outside the city limits
of Des Plaines.
There is a state law requiring that we sound
the regulation crossing whistle for all crossings in
the state, except in municipalities where ordinances
have been placed preventing us from doing so.
Therefore, you can readily, see that we would be
in violation of this law if we failed to whistle for
these crossings.
l am having an investigation made however, to
determine if any of this whistling is unnecessary,
and if such is found to be the case, we will have
it stopped.

We find that on Aug.. 28th,1928 a
permit was issued to erect a residence on these
premises. The basement was excavated and nothing
done since, leaving same in a dangerous and un-
sightly condition. There are no barricades around
this excavation which is covered with high weeds,
on the adjoining lot they have stored thousands
of old bricks which is also unsightly.
We recommend that these bricks and
rubbish be removed from these premises and that
the excavation be filled in to the original level.

Report of Board of Inspection on complaint as

Lt 42 Mclntosch Addition to Des Plaines Heights Frame
Building and garage, concrete block basement under house.
We find that this building has never been com-
pleted and that the foundation walls and posts under
house are in bad shape as the footings are cracked and
posts sagged most of the paper on roof has been blown
off allowing the rain and snow to get into interior of
buildin7 causing all of the interior to become rotten
and weakened to the extent that the building as a whole
is dangerous to adjoining property.
We recommend that this building be destroyed
and also the garage on same lot, that all material be
removed from premises- and basement filled in to a level
of original grade.

We, the committee, appointed by the •Mayor to
inspect and determine what should be done regarding this
condition, submit the following report:
We find that this building is partially com-
pleted and due to the elements has deteriorated and the
walls are cracked and falling. Also the floors are loose
from their bearings and are hanging,making it very danger-
ous, as well as unsightly.
We recommend that this building be demolished
and all rubbish be removed from premises and basement be
filled in to the original grade.

Gentlemen:
Having purchased the property, formerly owned
by the Borden -Wieland Company, on the northwest corner of
Lee and Oakwood Streets, City of Des Plaines, and contem-
plating the erection of a Filling Station for servicing
our members on this property in accordance with your
ordinance on ..nfiauunable Liquids (Chapter 26, page 62 of
revised Ordinances, 1928) we are attaching herewith a pro-
posed plan of said station and enclosing a check of Six
Dollars (.6.OG) to cover permit for same.
The construction of the tanks will be as follows:
All tanks shall be riveted, welded or brazed, and shall be
soldered, caulked or otherwise made tight in a mechanical
and y: or t. anii .e manner, and, if the same are to be used
with a pressure discharge system, shall be so constructed
that the; will safely sustain a hydrostatic test of at least
double the pressure to which such tanks way be subjected.
They shall be covered with asphaltum or other nonrusting
paint or coating. All pip connections shall be made through
flanges or reinforced metal securely riveted, welded or
bolted to the tank or tanks and made thoroughly tight.
The materials of the tanks will be as follows:
All tanks shall be made of galvanized steel, basic open hearth
steel, or wrought iron of a minimum gauge U.a.Standard as
follows: Capacity of 200 gallons to 1000 gallons, minimum
thickness of material 12 O.S.Standard gauge. Capacity of
over IOU Gallons minirnutu thickness of material 7 U.S.Standard
gauge.
The pumps will be as follows: All pumps used in
connection with the supply and discharge of any tank shall
be located outside of the reservoir walls and at such a
point that they will be accessible at all times, even if
the oil in the tank or reservoir should be on fire. These
pumps will either be the latest type electric or visable.

veying .pipes shall be laid underground and such pipes
shall not, under any circumstances, break through
the reservoir walls above the surface of the ground.

DESTRUCTION OF PARKWAY TREES IN DES PLAINES VILLAS:
Alderman Dopheide reported that a group of property owners
in Des Plaines Villas threatens to file a suit far damages
in the sum of about :7000.00 for the destruction of parkway
trees in Des Plaines Villas. The motion was made by Alderman
Dopheide and seconded by Garland to refer this matter to the
City Attorney. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.
BUSSES MAKE "U" -TURNS ON MINER STREET. Alderman
Schwanbeck, chairman of the Streets and Sidewalks Committee
called the Council's attention to the hazard created by
permitting busses to violate the City Ordinances by making
complete U-turns at the intersection of Miner Street and
Graceland Avenue.
The Mayor referred this matter jointly to the Police
and License Committee and the Streets and Sidewalks Committee
for study and recommendation.
STOP and GO LIGHTS ON mI1ER STREET. Alderman
Schwanbeck, chairman of the Streets and Sidewalks Committee
reported that the newly installed 'Stop and Go* lights -
along Miner Street seem to have created somewhat of a hazard
to motorists. The motion was made by Alderman Schwanbeck and
seconded by Garland to refer this matter to the Streets and
Sidewalks Committee and the City Engineer with instructions
to summon the aid of the State Highway Department in an attempt
to eliminate the hazard. The motion was voted upon by accla-
mation whereupon the Mayor declared the motion carried.
SAJ?ETY GATES FOR DES PLAINES AVENUE CROSSING :Alderman
Garland inquired regarding the status of the proposed safety
gates at the Des i'laines Avenue -Chicago North Western Railway
crossing, but there seemed to be no definite information
available.
FINAL INSPECTION OF NEW MUNICIPAL BUILDING: Upon
the request of Alderman Lemke, the Clerk stated that he would
arrange with ihieibar & Fugard,Architects, for the official
final inspection of the New Municipal Building, .W.A.Project
1692-D.
0F'10E SPACE FOR BOARD OF HEALTH: The motion
was made by Alderman Campagna and seconded by.Pflughaupt to
assign the so-called "-squad room" to the Board of Health
for use as its office.
However, the motion was made by Alderman Carroll
and seconded by Schwanbeck to refer this matter to the Com-
mittee on Public Works, Buildings and Plats with instructions
to furnish the Council more specific data on the matter. The
motion to refer was voted upon by acclamation whereupon the
Mayor declared the motion carried and the matter so referred.
APPROVAL OF MINUTES: Each member of the Council
had at hand a copy of the minutes of the regular Council
meeting held August 16,197 as well as a copy of the minutes
