ABATEMENT OF NOXIOUS WEEDS: Alderman Garland
called attention to the noxious weed menace in Des Plaines
and, urged its abatement. The motion was therefore made by
Alderman Garland and seconded by Alb -man Lemke that the City
Council carry on an intense three-week weed abatement campaign
beginning Monday, July 26, 1937; that the first week a Mayor's
proclamation be published announcing the weed abatement campaign;
that during the second week notice be given that all noxious
weeds must be cut or the Citywill cut them and assess a fee
for cutting plus possibly a fine, and that during the third
week the City proceed to cut all noxious weeds within its limits
and seek to recover the cost of these weed cutting operations
from the tennants or owners of the areas mowed, either by
means of direct billing, by means of arrest and fine, or by
means of recording a lien against 1e properties in question.
The chair put the question and the Clerk called the roll with
the following result: Ayes; Aldermen Carroll, Johnson,
Pflughaupt, Henrich, Garland, Dopheide tainniorat Friott, Lemke
Schwanbeck and Campagna. Nays; None. The chair thereupon
declared the motion carried.
LAKE-000KFARM SUPPLY CO: Frank F. Scharringhausen,
Building Inspector, then reported that a building permit appli-
cation has been filed by the Lake -Cook Farm Supply Co. for the
construction of an office and warehouse building intended to be
built along Western Avenue, near the Lord & Burnham's Plant.
He reported further that he, as building inspector, has denied
the permit because of the property upon which the proposed build-
ings were to be located is zoned for residential purposes.
ADJOURVENT: The motion was made by Alderman Dopheide
and seconded by Alderman Lemke to adjourn. The motion was voted
upon by acclamation whereupon the chair declared the motion
carried and the Council regularly adjourned.

PYROTECHNICS EXCEPT AS TO PUBLIC
EXHIBITIONS.
BE IT ORDAINED by the City Council of the City
of Des Plaines,Cook County,Iliinois:
Section 1. Fireworks unlawful. It shall be un-
lawful for any person, firm or corporation to possess,
use, display ignite, sell or offer for sale any fire-
works, firecrackers, torpedoes, roman candles, sky rockets,
cap pistols or other pyrotechnics within the City of Des
Plaines.
Section 2. Exception. Public exhibitions or dis-
plays of fire works or pyrotechnis shall be permitted
when such display or exhibition is under expert super-
vision, provided, however, that no public exhibition or
display of pyrotechnis shall be had without first obtain-
ing the approval of the City Fire Marshal of the piaee
of exhibition, the consent of the City council and the
payment of a permit fee of #1.00 to the City Clerk.
Section 3. Penalty. Any person, firm or corpration
violating any of the provisions of this ordinance shall
be fined not to exceed One Hundred Dollars 4100.00.
Section 4. This ordinance shall be in full force
and effect from ad after its passage, approval and publi-
cation according to law.

BE IT ORDAINED by the City Council of the City

Section 1. That the salary or compensation of
every city official and employee, which by the annual
appropriation ordinance or by special ordinance is a
fixed amount per annum, shall be paid to such official
or employee in equal semi-monthly payments on the
first and fifteenth days of each and every month,
provided there are funds available therefor.
Section 2. That the city officials of the City of
Des Plaines charged with the duty of executing and de-
livering payroll checks are hereby authorized to execute
and deliver on the first and fifteenth days of each and
every month to the officials and employees entitled
thereto, according to the provisions of this ordinance,
the proper check in payment of the salary or compensation
due such employee or official.
Section 3. All ordinances or parts of ordinances in
conflict herewith, are hereby repealed.

Gentlemen:
As Building Inspector of the City of Des
Plaines, 1 have made a thorough examination of the
partially complete building located at East Grant
Drive ,Lot 47,Block #10, Des Plaines,Illinois on
real estate described as follows:
2 story brick & stone residence & garage
34' wide and 33' long.
From my examination of said premises 1 find the following
condition to exist, to -wit: Partly completed residence
& garage ,center walls cracked and falling,floors caving
in and hanging suspended from ends set in brickwork.
In my opinion said building is unsafe and dangerous
as a fire hazard. Adjoining property and pedestrians
are in danger of injury in case of high winds, causing
portions of said building to become free of said
building, said building should be razed.
I recommend that the Mayor designate and appoint
a board of Inspection in accordance with the Ordinance
of the City of Des Plaines and that a hearing be had
concerning this building as by ordinance provided.

On July 15,1937 had the misfortune to fall on
the sidewalk between Walter's Harness shop and the
building at 1815 i, iner St.My., fall was caused by the
unevenness of the sidewalk at that point where one
section of the cement walk is considerable above the
one adjoining it. I was walking west and when stepped
on this point in the walk 1 was thrown forward and badly
injured on both legs and my night arm. I received treatment
from Dr. 4.0.English,6714 Edison Park Ave.,Chicago. Tele-
phone New Castle 0398. He has treated me twice since
the fall. His bill amounted to four dollars for pro-
fessional services. The drugs amounted to two dollars
and thirty cents.

that it might be appropriate for the City to sponsor
our visitation to new families idea. This called for
the printing of a pamphlet on your part listing the
various services offered by the City, and the visitation
of every new family coming to town and the welcoming
of these new families in the name of the City of Des Plaines,
on our part. We were to furnish you a complete list of
families visited each month and you were to pay our
regular rate for this service --,not to exceed 42.50 per
month. As yet we have not hear what action you too
an this proposition, and we should like to have your opinion.
Regarding our second annual carnival, 'we want
to thank you for issuing us a permit. however, we have
postponed the affair until Aug. 18 - 21. We have relayed
your wishes regarding insurance to the Miller Amusement
Co., and Mr. Ji1Ier has incorporated in our contract a
clause that he will furnish adequate insurance to protect
the City, our organization and his own company. This poli
cy will be available for inspection by anyone you authorize
to do so.

exception of 425.00 still due the Century Flag & Decor-
ating CO. Our shortage was due to the expenditure of
some $50.00 for a dance orchestra, painting of signs and
other miscellaneous expenses we had not planned for.ihen
too, the western Gas Co., S.Bend,indiana and Engineer
Robinson failed to contribute as we had planned on 1 I
have written these people asking for their contribution
to date, and have not received an answer.

and the Councilmen of Des Plaines
Gentlemen:
Sometime back during the first part of May,our
Mayor, City Attorney, and Alderman Carroll, had been kind
enough to come to a meeting of our city Welfare Association
to get acquainted with the work and needs of the Association.
They were favorably impressed with the works and
aims of the association, and promised to take care of its
financial needs, as far as the salary of the welfare nurse
is concerned.
The salary of the nurse at that time was 0125. per
month but has since been raised to 4150.00 per month by
the Chicago Tuberculosis institute. The nurse's salary
was due July first.
In the rush of the City's business, this matter
has probably been overlooked, but the nurse's salary being
overdue the Welfare Association would be most grateful if
the council could see its way clear to help us with the

EXTENSION OF INTERCEPTOR SEWER: The Clerk

In a recent adjustment of the allocation of the funds
of the Sanitary District by the Public Works Adminis-
tration for various sewer projects, it has become
possible to arrange for the extension of the Des Plaines
River Intercepting Sewer in the City of Des Plaines
from its present terminus at the Chicago and North
Western Railway along the River Road to hills Avenue,
just north of the Rand Road. The purpose of this
interceptor is to pick up sewage coming from a portion
of the City of Des Plaines lying north of the C V
Railway, and also to furnish an outlet for sewage coming
from St.Maryts Training School and the Sisters of Nazo..
areth to the north thereof.
To cover the construction of this work within the
City of Des Plaines a form of ordinance has been pre-
pared, of which i send you three copies, with the re-
quest that you place the document in line for passage
at as early a date as possible. Will you kindly have
two copies executed and sent down to us here, so that
one copy can be returned to you for your files after
it has been duly accepted by the Board of Trustees of
the Sanitary District.
THE SANITARY DISTRICT OF CHICAGO
You will note that this form of ordinance re-
lieves the City of Des Plaines from all expense in
connection with the -construction of the intercepting
sewer, in accordance with the most recent forms
which have been accepted by other villages within
the Sanitary District for similar work.

The motion was made by Alderman Pflughaupt and seconded by
Carroll to adopt this proposed resolution. The Mayor put
the question and the Clerk called the roll with the following
result: Ayes; Aldermen Carroll, Johnson, Pflughaupt,
Garland, Dopheide, Lemke, Friott, Schwanbeck and Campagna.
Nays; lione. The Mayor thereupon declared the motion carried and
the said resolution adopted.
APPROVAL OF MINUTES: Each member of the Council
having at hand a copy of the minutes of the regular Council
meeting held July 19th,1937,the motion was made by Alderman
Dopheide and seconded by Carroll to approve the said minutes
as written. The motion was voted upon by acclamation where-
upon the Mayor declared the motion carried and the said
minutes approved.
ENGAGING ONE ADDITIONAL FIREMAN: Alderman Garland,
chairman of the Fire bammittee, pointed out the wisdom and
need of one more full time fireman at the fire station at all
times, 24 hours each day. The motion was then made by Alder-
man Garland and seconded by ifenrich to instruct Kenneth U.
Meyer, City Attorney, to prepare the ordinances required for
engaging one more full-time fireman at a salary of $135.00 per
month. The motion was voted upon by acclamation whereupon
the Mayor declared the motion carried and the City Attorney
so instructed.

POWERS QB BOARD OF LIBRARY TRUSTSZS: At the re-
quest of Mr. E.H.Schalk, .resident of the Library Board,
the Clerk read the following letter:

Gentlemen:
In accordance with your request for an opinion
as to the law relative to your rights and duties as
Board of Directors of the Des Plaines Public Library,
and particularly with reference to your powers and
duties with respect to the finances of the library,
1 wish to advise that after a study of the law an the
subject, it is my opinion that the statute gives you
the following powers:
(1)To make and adopt such by-laws, rules and regulations
for your guidance and for the government of the library
as may be expedient and not inconsistent with Chapter
81 entitled "Libraries" of the Illinois Statute.
(2) You have exclusive control of the expenditure of
all moneys collected for such library and credited to
the library fund.
(3)You have exclusive control of the supervision,care
and custody of the grounds, rooms or buildings constructed,
leased or set apart for libary purposes.
(4).11 moneys received for library purposes must be
deposited in the treasury of the City to the credit of
the library fund, and shall be rept separate and apart
from other moneys of such city.
(5)Withdrawals from said library fund shall be made
by the proper officers of the Board of Directors of the
library upon the properly authenticated vouchers of the
library board. That is, the library board shall issue
a voucher for which the City Treasurer, upon presentation,
thereof, shall issue a check drawn against the library
fund, if there are funds available.
(6)The Board, with the approval and consent of the
City Council, may sell or otherwise dispose of any real
or personal property that it deems no longer necessary
or useful for library purposes.
(7)You have the power to appoint a suitable librarian
and necessary assistants, and to fix their compensation
and have power to remove such appointees.
(S)You are required within fifteen days after the ex-
piration of each fiscal year of the City, to make a report
of the condition of your trust, which report must be in
writing and verified under the oath of the secretary
or some other responsible officer of the Board of Directors,
and the report shall contain an itemized statement of the
sums received, a statement of the objects and purposes
for which those moneys have been expended, a statement
of the number of books and periodicals available for use,
and the number and character thereof circulated, a state-
ment of the real and personal property acquired by
devise, bequest, purchase, gift, or otherwise, a state-
ment of the character of any extensions, a statement of
the financial requirements of the library for the ensuing
fiscal year and of the rate of tax which, in the judgment
of the library board, it will be necessary to levy for
library purposes in the next annual tax levy ordinance,
and any other statistics, information and suggestions
that may be of interest. A copy of said report must also
be filed with the State Librarian.
(g)The Statute gives the City Council the power to pass

ordinances imposing suitable penalties for the
punishment of persons committing injury upon such
library or the grounds or other property thereof,
and for injury to or failure to return any book
belonging to the library.
(10)The Statute further gives the Board of Directors
power to enter into contracts and to take title to
any property acquired by it for library purpose
under the name and style of "The Board of Directors
of the City of Des Plaines."
(11)6hould you -have an accumulation of funds not
needed for immediate use, you have the power to
invest the money in interest -paying securities such
as authorized by law for the investment af trust
funds.

Mayor Ahbe referred this letter to the l'inance Committee.
PARKING ON PRAIRIE AVE. NEAR LEE ST. Alderman
Lemke reported that permitting parking on the north side
of Prairie Avenue just west of Lee Street is hazardous.
Mayor Ahbe referred this matter. to the Streets and Side-
walks Committee.
FILL-IN ON PRAIRIE AVE. EAST OF PEARSON ST:
Alderman Henrich reported that the fill dumped on Prairie
Ave. has impaired the natural drainage of the said. area.
Mayor Ahbe referred this matter to the Sever,Drainage
and Sanitation Committee.
BUILDING OPERATIONS OBSTRUCTING STRRRTS:
Alderman Henrich then called attention to the fact that
both Lee Street and lalinwood Street are being unnecess-
arily obstructed by the contractor who is building the
store building on the old. City Hall Site.
EXCESSIVE WHISTLING: Alderman Iriott reported
that the railroads coming through the west side are con-
stantly annoying the residents by continued excessive
whistling. The motion was made by Alderman Yriott and
seconded by Carroll that the Clerk be instructed to marn
the Soo Line as well as the Belt Line Railroad, inw
of the whistling violations as well as of the smoke
violations committed.by them. The motion was voted upon
by acclamation whereupon the Mayor declared the motion
carried.
ADJOURNMENT: The motion was made by Alderman
Schwanbeck and seconded by Lemke that the Council now
adjourn to monday, August 9,1937 at 800 P.M. The motion
was voted upon by acclamation „ereupon the Mayor declared
