HELD IN THE NEW MUNICIPAL BUILDING COUNCIL
CHAMBERS ON MONDAY'S.= 21st,1937 AT 8:00 P.M.
CALL TO ORDER; The meeting was called to order by

'NY JUDICIARY AND ASSESSMENT COMMITTEE: had no report
THE POLICE AND LICENSE COMMITTEE had no report to
THE STREETS AND SIDEWALKS COMMITTEE had no report
THE COMMITTEE ON PUBLIC WORKS,BUILDING AND PLATS
through its chairman, Alderman Campagna,reported that the City
departments were moved.from the old city hall to the Kew Muni-
cipal Building without difficulty.
73E SEWER,MAINAGE AND SANITATION COMMITTEE had no
report to offer.
THE WATER COMMITTEE had no report to offer.
THE FIRE COMMITTEE had no report to offer.
THE FINANCE COA.ITTEE through its chairman,Alderman
Pflughaupt, reported that in response to the recent letter
from the Library Board, eking that salary restorations be
made for the employees of the Library, the committee regrets
to/eport that it is not in a position to recommend these
restorations at this time.
APPROVAL OF VOUCHERS: Alderman Pflughaupt, chairman
of the Finance Committee, then introduced the following pro-
posed resolution:
RESOLVED THAT THE FOLLOWING BILLS AND
SALARIES ARE DUE AND PAYABLE AND THAT
THE MAYOR AND CITY CLERK BE AUTHORIZED AND

The motion was made by Alderman kflughaupt and seconded by
Carroll to adopt this proposed resolution. The Mayor put the
question and the Clerk called the roll with the following re-
sult: Ayes; Aldermen Carroll, Johnson, kflughaupt, Henrich,
Garland, Dopheide, Yriott, Lemke, Schwanbeck and. Campagna. Nays;
None. The Mayor thereupon declared the motion carried and the
resolution adopted.
FUEL OIL CONTRACT: Alderman Lemke then submitted a
contract for fuel oil for the Water Works proposed by the Pure
Oil Products Company which was read by the Clerk. The motion
was made by Alderman Lemke and seconded by Campagna to authorize
the Mayor and Clerk to execute this contract for and in the
name of the City. The Mayor put the question and the Clerk
called the roll with the following result: Ayes; Aldermen Carroll,
Xohnson, Lemke and Campagna. Nays; Aldermen kflughaupt, Henrich,
Garland, Dopheide, Yriott and Schwanbeck. The Mayor thereupon
declared the motion lost.
• PARALLEL PARKING ON MINER STREET: Kenneth G.Beyer,
City Attorney, then offered the following proposed ordinance
which was read by the Clerk for first reading:
AN ORDINANCE PROVIDING
FOR PARAZIEL PARKING.
BE IT ORDAINED By the City Council of the City
of Des Plaines,Cook County, Illinois:
SECTION 1: it shall be unlawful for any person,
firm or corporation to park a vehicle on the south
side of Miner Street between (raceland Avenue and
Des Plaines Avenue except in such a manner that said
vehicle shall be facing easterly, and so parked that it
will be parallel to and its right wheels within twelve
(12) inches from the right hand curb.
SECTION 2: Any person, firm or corporation violat-
ing the provisions of- this ordinance shall be fined not
to exceed Two hundred $200.00) Dollars.
SECTION 3: All ordinances or parts of ordinances
in conflict herewith are hereby repealed.
SECTION 4: This ordinance shall be in full force
and effect from and after its passage, approval and
publication according to law.

The motion was made by Alderman .vflughaupt and seconded by
enrich to suspend the rules and put this ordinance upon its
final passage. The Mayor put the question on the motion to
suspend the rules and the Clerk called the roll with the
following result; Ayes; Aldermen Carroll, Johnson, Pflughaupt,
Henrich, Garland, .uopheide, Lemke, Yriott, aohwanbenkand Cam-
pagna. Nays; None. The Mayor thereupon declared the motion
to suspend the rules carried and proposed ordinance before the
Council for final disposition.
The motion was then made by Alderman Schwanbeck and
seconded by Pflughaupt to finally pass and adopt this proposed
ordinance. The Mayor put the question on the motion to finally
pass, and the Clerk called the roll with the following result:
yes; Aldermen Carroll, .Tohnson, Pflughaupt, Benridh, Garland,
Dopheide, Lemke, Friott, Schwanbeck and. Campagna. Aays; None.
The Mayor thereupon declared the motion carried and the ordi-
nance passed.
The motion was made by Alderman Pflughaupt and seconded
by. Henriah to order this ordinance published in the Des Plaines
Xourual. The motion was voted upon by acclamation whereupon
the Mayor declared the motion carried.
APPROVAL OF SURETY BOND -X ....P.AATON: The Clerk then
presented the surety bond of YA*Aaton, member of the Board of
lire and Police Commissioners, for approval. The said bond
is described as follows;
U.S.Fidelity and Guaranty Company
Bond No.26098-07-665-37 in the
penal sum of #1,000.00.
Kenneth G.Meyer, City Attorney, examined the said bond and re-
ported it to be in proper form. The motion was then made by
Alderman Pflughaupt, and seconded by Lemke to approve this bond
and order it placed on file. The motion was voted uponby
acclamation whereupon the Mayor declared the motion carried
and the said bond approved.
FIREWORKS PERMIT GRANTED; The Clerk then read
the following letter;

Des Plaines Post #36 American Legion is desirous of
obtaining permits for the sale of fireworks in the
City of Des Plaines. The monies derived from this
activity go to community and service work. We wish
to operate two (2) stands, one located on the east
side of Center Street between Zllinwood and Prairie
Ave., and the other on the east side of lee St.
between .Ellinwood and Prairie Ave.

Qmrland to grant the request contained in this letter. The
Motion was voted upon by acclamation whereupon the Mayor.

GRAMMAR SCHOOL PLAYGROUNDS: The Clerk then
read the following notice&
ATTENTION BASEBALL PLAYERS
The Des klaines Park Board provides grounds at
both RancLPark and Earle Field for those who wish
to play ball either the hard or soft ball variety.
These diamonds are generally used by the'older boys
and young men. There are few places where the younger
boys and girls can play ball without being asked to
move an to make room for an older group.
Since it is the belief of the board of education
that childred of elementary school age ehould have a
place reserved for them, they are limiting the Central
School grounds for the use of childred of grade school
age. All older groups are asked to find othergrounds
for practice. It is the object of the school district
to have the school grounds used during the summer
months as a safe place for younger childrento play.
The cooperation of all is earnestly requested.

APPOINTMENT OP ENGINEER FOR CITY: Mayor Ahbe then
announced Tria17176TETE7EroTraFTT:Prireler as engineer for
the City. The motion was made by Alderman Schwanbeck and seconded
by Itenrich to confirm this appointment. The motion was voted
upon by acclamation whereupon the Mayor declared the motion
carried and the appointment confirmed.
The Clerk then read the following proposed ordinance
for first reading:
ORDINANCE
Be it Ordained by the ¥ayor and City Council
of the City of Des Plaines,Coak CountyvIllinoist
Section I: That Edgar 11.Fletdher be and he is
hereby employed and retained as engineer for the
City of Des Plaines ander and subject to the conditions
of a contract, copy of which is hereto attached and
made a part of this ordinance.
Section 2: That the Mayor and City Clerk of the
City of Des Plaines be and they are hereby authariked
and empewered to execute contract to the said Edgar
Naletcher, copy of which is hereto attached.
Section 3: That all ordinances or parts of ordi-
nances in conflict herewith, be, and the same are hereby
repealed.
Section 4: That this ordinance shall be in full force
and effect from and after its passage and approval accord-
ing to law.

APPROVAL OF MINUTESt Each member of the Council
having at hand a copy of he minutes of the regular Council
meeting held June 7,193?, the motion was made by Alderman Pflug-
haupt and seconded by Lemke to approve the said minutes as
written. hemotion was voted upon by acclamation whereupon
the Mayor declared the motion carried and the said minutes approved.
FINAL INSPECTION OF NEW MUNICIPAL BUILDING: The motion
was made by Aiderman Garland and seconded by Carroll to authorize
the Mayor to appoint a special committee of three aldermen to
make a thorough final inspection of the new municipal building
and report its findings to the Council. the Mayor put -the
question and the City Clerk called the roll with the following
result: Ayes; Aldermen Carroll, Johnson, Garland, Dopheide,
Schwanbeck and Campagna. Nays; Aldermen kflughaupt, aenrich, Jaemkes
and Friott. The Mayor thereupon declared the motion carried, and
appointed Aldermen uarlandltigheide and Pflughaupt as members of the
said special committee.
PEDDLERS' LICENSE ORDINANCE: The Clerk then read for
second reading the proposed ordinance entitled:
AN ORDINANCE PROVIDING FOR THE LICENSING
OF PEDDLERS AND HAWKERS AND PROVIDING FOR
PENALTIES FOR THE VIOLATION THEREOF.
Be It Ordained by the City Council of the City of
Des Plaines,Cook County, Illinois:
Section 1. LICENSE REqUIRED. It shall be unlaw-
ful for any person, firm or corporation to engage in
the business of Hawking or Peddling within the City
of Des Plaines without first having obtained a license
as is here provided.
The Fee for a peddler or hawker shall be seventy-
five ($75.)Dollars per year and Sixty ($60.001 Dollars
per ane -half year. Year, as herein used, shall be
deemed to mean the calendar year of January 1 to December
31.
Section 2. APPLICATIONS. Applications for peddlers'
or hawkers, licenses shall be made to the City Clerk, and
shall state therein the number of vehicles, if any, in-
tended to be operated; the kind of article or merchandise
to be peddled: and the permanent address of the peddler.
No.license shall be issued without the payment of the fee
provided for in the preceding sections.
Section 3. FRAUD. Any licensed peddler or hawker who
shall be guilty of any fraud, cheating or misrepresentation*
either through himself or through an employee, while
acting as a peddler in this City; or who shall barter,
or sell or peddle any goodslwares, or merchandise other
than those specified in his application for a license
shall be fined not less than five dollars nor more than
one hundred dollars for each offense, and the Mayor may
revoke his license for such offense.
Section 4. PENALTY. Any person, firm or corporation
violating the provisions of Section 1 hereof shall be fined

Each day on which a violation occurs shall be considered
a separate and distinct offense.
Section 5. All ordinances or parts of ordinances in

as provided by law.

The motion was made by Alderman Garland and seconded by Campagna
to pass this proposed ordinance. however, the motion was made
by Alderman Pflughaupt and seconded by Carroll to refer this
proposed ordinance to the Police and License Committee. The
Mayor put the question an the motion to refer and the Clerk called
the roll with the following result: Ayes; Aldermen Carroll, :i ohnson,
Pflughaupt, henrich, Dopheide, Lemke, Friott, and Schwanbeck. Nays;
Aldermen Garland and Campagna. The Mayor thereupon declared the
motion carried and the proposed ordinance referred to the Police
and License Committee.
After a few moments the Police and License Committee
through its chairman, Aderman Carroll recommended` passage of this
proposed ordinance. The motion was made by Alderman Carroll and
seconded by Henrich to concur in the committee's report and to
finally pass and adopt this peddlers' licensing ordinance as read.
The Mayor put the question and the Clerk called the roll with
the following result: Ayes; Aldermen Carroll, Johnson, Pflughaupt,
Henrich, Garland, Dopheide, Lemke, Friatt, Schwanbeck and Campagna.
Nays; None. The Mayor thereupon declared the motion carried and
the said ordinance passed.
The motion was then made by Alderman Campagna and
seconded by Garland to order this ordinance published in the
Des Plaines Journal. The :notion was Toted upon by acclamation
whereupon the Mayor declared the motion carried.
WEEDS ON STY ISLAND: Alderman Dopheide reported
that the safety island at the intersection of Lee Street and
Walnut Ave is overgrown with unsightly weeds and suggested cutting
the weeds. The Mayor referred this matter to the Superintendent
of public works.
UNSIGHTLY LOT: Alderman (enrich reported that the
vacant lot on the northeast corner of walnut and Center Streets is
being used as a dumping ground and asked the Council to take steps
twoard cleaning up this lot. however, no action was taken regarding
this matter by the Council.
DEDICATION CEREMONIES: Mayor Ahbe then invited all
members of the Council to attend the meeting of the Committee for
the Dedication of the New Municipal Building, Fire Truck and Water
Works to be held immediately after this Council meeting.

Inasmudh as Independence Day (July 4th) fell on a
Sunday, and was legally celebrated on Aonday,Wuly 5th, the
regular meeting of the -Council which ordinarily would have been
held an July 5,1937 was held on July 6th instead.

Mayor Hobart £.Ahbe with Aldermen Carroll, Henrich, Garland,
Dopbeide, Schwanbeck andCampagna responding to the roll call.
Alderman Johnson arrived later during the meeting, while Alderman
Pflughaupt, Friott and Lemke were absent during the entire meeting.
REPORTS OF OFFICERS: The Clerk then read the report
for Tune 1937 of the Captain of Police, H.A.Becker, as well
as the report for June,1937 of Edgar Jariedrich,Oity Clerk.
Mayor Ahbe ordered these reports placed on file.

the above and has found: The General Outdoor Advertising
Co. have agreed to put up five signs and one to be
illuminated in Des Plaines free of all costs.
