The -Public Works Administration was created by an
act of Congress and approved by the President on June
I6th,1933. This date offers -an auspicious occasion to
celebrate the fourth anniversary of the Public Works
Administration. It is, therefore, desired to -plan
activities for the veek of June 13 and particularly for
June -16, the birthday date - that would be the means
ofinforming the public that the Federal Government, through
the Public Works Administration, has done for it in the
way of creating employment and building useful and perma-
nent public works.
The coincidence of your dedication with the birth-
day of the Public \'iorks Administration would furnish
added interest to the ceremony, and with the cooperation
Of the local press, we are sure a very successful afbir
could be arranged. However, if you have already made

to set the date of June 26th,1937 for the triple dedication
ceremonies of the New Water Reservoir and softening rint,
the new Municipal Building and the new Fire Truck. The

The motion was made by Alderman Carroll and seconded by
Lemke to declare a five minute recess for the purpose of
analysing the three bids received. The motion was voted
upon by acclamation whereupon the Mayor declared the motion
carried. The Council then informally analyzed the said bids
and discussed the same after which Mayor Ahbe re -convened the
Council by calling the same to order with all members of
the Council present.

Company in the sum of $5,985.82 and to ward the contract to
the Perkins Electric Company based upon its proposal subject
to the approval of the State Highway Department. The Mayor

In re: Licensing of Peddlers
Gentlemen:
The police department arrested the driver for the Lambrecht
Creamery Company on the grounds that he was peddling with-
in the City of Des Plaines without the license required
by our ordinance and in preparing this case for trial
and digesting the law on the subject I have come to the
conclusion that our present ordinance is unconstitutional
for the reason that it includes a section exempting any
ex-soldire, sailor or marine or farmer raising his own
crop, from the necessity of paying the license fee pro-
vided in the ordinance.
The Supreme Court in the case of Marallis Vs. City of
Chicago, 349 I11 422 held that an act of 1901 exempting
soldiers and sailors from the necessity of acquiring a
peddler's license was unconstitutional because of the
fact that it was discriminatoy, and an ordinance must
apply alike to all classes just as it is necessary in
a statute. And in the case of City of Elgin vs. Winchester
300 111.214 the Court held an entire ordinance unconsti-
tutional where the ordinance contained a section exempting
citizens from the necessity of acquiring peddler's licenses.
Therefore, in view of the fact that I am of the opinion
that our present ordinance is unconstitutional, I submit
herewith an ordinance to be adopted by the Council and pul3ished
according to law.

rich to suspend the such rules of the Council as might pre
vent the passage of this proposed ordinance at this meeting,
for the purpose of passing the same at this meeting; and to put
the said proposed ordinance upon its final passage. The
Mayor put the question and the Clerk called the roll with the
following result: Ayes; Aldermen Carroll, Johnson, Pflughaupt.
Henrich, Garland Dopheide, Lemke, Friott, Schwanbeck and Campagna.
Nays; None. The Mayor thereupon declared the motion to suspend
the rules carried and the ordinance before the Council for
final disposition.
The motion was then made by Alderman Dopheide and
seconded by Henrich to finally pass and adopt this proposed
ordinance. The Mayor put the question and the Clerk called the

upon its final passage. However, the motion was made by
Alderman Carroll and seconded by Lemke to
refer this proposed ordinance to the Police and License Com-
mittee for study and recommendation. The motion to refer was
voted upon by acclamation.
DIAGONAL PARKING ON MINER STREET: The Clerk then
read the following report:

at the meeting of the City Council held May 10,1937 the
following matter was referred to your committee:
The Resolution submitted by the Des Plaines Safety
Council recommending the abolition of diagonal parking
on Miner St., of which a copy is attached hereto.

on the south curb of Miner Street has been a serious hazard
to the motoring public who come into our City and also

from Graceland Avenue East to Des Plaines Avenue be changed
to paralell parking, and further to adopt the entire street
marking program, wherewith submitted.

The motion was Made by Alderman Campagna and seconded by
Lemke that the request contained in this letter be granted.
The Motion was voted upon by acclamation whereupon the Mayor
declined the motion carried.
GIVING INFORMATION REGARDING CITY SERVICES: The
Clerk then read the following letter:

Honorable Mayor and City Council
Gentlemen:
In our visitations to new families just moving to
Des y laines, we inquire if there is any way in
which we can be of assistance to them. The most
usual auestion or request is regarding the disposal
of garbage or apses, the turning on of a street
light or some other priliem pertinent to the adminis-
tration of our City.
It occured to the writer that each of you gentlemen
would make a lasting impression and establish a friend-
ship with the new house naives if you had printed a
pamphlet outlining the services of the City of Des -
Plaines and likewise information regarding the new
city library's facilities and services. You will
recall that one of the metropolitan newspapers recently
called attention to this visitation service and that
the local housewives are receiving it very favorably.
This service includes reports to your body in written
form on every family whom we visit. Our visitation
might also give you information of value to the water.

be able to accept this idea as we are convinced that
this information regarding city services is important

read the following announcement:
THE SUBURBAN AREA AND COUNTRY TOWNS

OAK PARK Village Hall.
The Annual meeting of the Suburban Area and Country
Towns Association will be held June 18th at 8 P.M. in
the Oak Park Village Hall. (Lake St a block east of Oak
Park Ave.) Be there and bring your council or trustees
with you.
Robert Kingery, Director of the Chicago Regional Plan
Association will address us on plans for country -wide

improvements. jome of these plans have started agitation
for consolidation; we should know about them.
Suggestions for a lake water supply system fr all
suburbs will be presented.
Pending legislation affecting our communities will
be reviewed.
You will talk on any problem confronting your munici-
pality or district on which you would like some help.
Mark the date on your calendar now. June 18th(Fridav)
at 8 P.M, in the Oak Park Village Hall.Be there, and bring
with you anyone interested in good govmt.in the suburbs.

METER CARDS FOR WATER DETER READERS: The Chairman
of the Water Committee, Alderman Lemke, suggested a dial
card for the use of water meter readers in cases where
residents are not at home when the meter reader calls. The
motion vas made by Alderman Lemke and seconded by Pflughaupt
to authorize the water committee to arrange for the purchase
of 200 such cards. The motion vas voted upon by acclamation
whereupon the Mayor declared the motion carried.
PUBLICITY FOR SOFT WATER: Alderman Campagna then
reported that the General Outdoor Advertising Company has agreed
to give bill board publicity free of charge on about five bill
boards regarding our neva soft water. The motion was made by
Alderman Dopheide and seconded by Carroll to accept this offer
and to refer this matter to the Streets and Sidewalks Committee
with power to act.
APPROVAL OF MINUTES: Each member of the Council
having at hand a cDpy of the minutes of the regular Council
meeting held May 17,1937 as well as a copy of the minutes of
the special Council meeting held May28,1937, the motion was
made by Alderman Pflughaupt and seconded by Dopheide to
approve the said minutes subject to a correction, correcting
the name of Mayor Kinder to read "Mayor Ahbe". The motionwas
voted upon by acclamation whereupon the Mayor declared the
motion carried and the minutes approved as corrected.
APPOINTMENTS: Mayor Ahbe then announced the
following appointments:
A.C.Kadlec, as re_oresentative to the Suburban Safety Council.
Fraink Scharringhausen ax Building Inspector.
The motion was made by Alderman Lemke and seconded by Pflughaupt
to confirm these appointments . The motion was voted upon by
acclamation Thereupon the Mayor declared the motion carried and
the said appointments confirmed.
ADJOUR Iv'T : The motion was made by Alderman Pflug-
haupt and seconded by enrich to adjourn. The motion was voted
upon by acclamation whereupon the Mayor -declared the motion
