HELD IN THE COUNCIL CHAMBERS ON THE 28th
DAY OF MAY,A.D.1937 AT THE HOUR of 8:00 P.M.
CALL TO ORDER: The meeting was called to order
by Mayor Hobart M.Ahbe presiding with Aldermen Carroll, Johnson,
Pflughaupt, nenrich, Garland, Dopheide, Lemke, Friott, Schwanbeck
and Campagna responding to the roll call. The Clerk reported
all members of the Council present.
READING OF THE CALL: The Clerk t'nen read the following
call of the meeting as well as the waiver of notice:

Upon order of Mayor Hobart M.Ahbe there will
be a special meeting of the City Council of the City of
Des Plaines at 8:00 P.M. on Friday evening,May 28th,1937
at the City Hall,Des Plaines,Illinois for the purpose
of disposing of the City's 1937 Tax Warrants.

WAIVER OF NOT ICE & CONSENT TO MEETING
We, the undersigned,being all of the members of the City
Council of the City of Des Plaines,County of Cook,Illinois
do hereby jointly and severally waive notice of the time,
place,date and purpose of a special meeting of the Mayor
and City Council of said City, to be held on the 28th day
of May,1937 at 8:00 P.M. at the City liall, in said. City
of Des Plaines, and consent to the holding of such meeting
and to the transaction of any and all business that may
come before such meeting.

SALE OF 1937 TAX WARRA1TS: The Clerk reported that
he has received two sealed bids for the purchase of 1937 Tax Warrants,
and that Mr.Simpson of Angell,Simpson & Co., Chicago, is
present and wishes to submit an oral bid.
The motion was made by Alderman Pflughaupt and seconded
by Carroll to hear Mr.Simpson's oral bid first and then to hear the
sealed bids. the motion was voted upon by acclamation whereupon
the Mayor declared the motion carried.
Mr.Simpson then made his oral bid substantially as
repeated in the following written confirmation

Gentlemen:
Subject to conditions noted below, we offer
to purchase from you, at face value plus accrued in-
terest, if any, from date of issuance to date of purchase,
Tax Anticipation Warrants to be issued by the City of
Des Plaines,Illinois, in anticipation of 1937 taxes levied
for various purposes, in amounts not to exceed:
$20,000 for General Corporate purposes;
5,500 for Fire Department purposes;
5,500 for Garbage Disposal Purposes;
3,500 for Library purposes,
all such Warrants to bear interest at the rate of three
and one-half per centum (32) per annum.
1.The Warrant s issued for Corporate Purposes
are to be in denominations of 41,000. each,
and the balance of the Warrants in denominations
of not less than %500. each.
2.This proposal is for prompt acceptance and for
prompt delivery of the Warrants to us, and is
made subject to the unqualified approval of holland
%.Cassidy, -6squire, as to the legality and valid-
ity of all Warrants to be purchased by us.
3.The City of Des Plaines is to pay us an amount
equivalent to lt% of the par value of the total
amount of warrants purchased by us, and we are
to pay for the legal opinion referred to above,
and for the printing of the Warrants.
It is mutually understood and agreed that your
acceptance of this proposal by resolution shall consti-
tute a contract for the purchase and sale of the warrants
above described.

The motion was made by Alderman Dopheide and seconded by Campagna
to accept the proposal of Angell, Simpson & Company. The
Mayor put the question and the Clerk called the roll with the
following result: Ayes; Aldermen Carroll, Johnson, Pflughaupt,
Henrich, Garland, Dopheide, Lemke, Friott, Schwanbeck a nd Cam-
pagna. Nays; None. The Mayor thereupon declared the motion
carried and the proposal of Angell, Simpson & Company accepted.

entitled:
AN ORDINANCE PROVIDING FOR THE ISSUANCE
OF 1937 TAX AiuTICIPATION WARRANTS OF THE
CITY OF DES PLAIIIES, IN COOK COUNTY,ILLINOIS
The motion was made by Alderman Carroll and seconded by Lemke
to suspend the rules and put this proposed ordinance upon its
final passage. The Mayor put the question. on the motion and
the Clerk called the roll with the following result: Ayes;
Aldermen Carroll, Johnson, Pflughaupt, Henrich, Garland,Dopheide
Lemke, Friott, Schwanbeck and Campagna. Nays; lone. The Mayor
thereupon declared the motion carried, the fules suspended,
and the proposed ordinance before the Council for final disposition.
The motion was then made by Alderman Carroll and seconded
by Garland to finally pass and adopt this proposed ordinance.The
Mayor put the question and the Clerk called the roll with the
following result: ayes; Aldermen Carroll, Johnson, l'flughaupt,
Henrich, Garland, Dopheide, Lemke, .Friott, Schwanbeck and Campagna.
Nays; None. The Mayor thereupon declared the motion carried and
the ordinance finally passed.

Mayor Hobart M.Ahbe then signed the said ordinance
in approval thereof, which approval was attested by Edgar J.
Friedrich,City Clerk.
FRED BREITLING -BUILDING PERMIT: Kenneth G .1eye r ,
City Attorney, then reported regarding the Eandamus proceedings
seeking to force the Council to grant i++'red Breitling (purchaser
of the old City Hall site) a permit tobuildon the entire 90
(ninety) feet width of the lot. The motion was made by Alderman
Lemke and seconded by Friott that the Council reconsider its
action in granting the said permit for a width of 85 feet only.
The Mayor put the question on the motion to zeconsider, and the
Clerk called the roll with the following result: Ayes; Aldermen
Carroll, Johnson, Pflughaupt, Henrich, Garland, Dopheide,Lemke,
Friott, Schwanbeck and Campagna. Nays; vone. The Mayor thereupon
declared the motion to re -consider carried.
The motion was then made by Alderman Lemke and seconded
by Schwanbeck t o instruct the Clerk to issue Mr.Fred Breitling
a permit to build on the entire width of his lot (approximately
90 iiet) as originally applied for. Mr.Victor Spiegler then addressed
the Council pleading that the Council spare no means or effor to
keep J7r.Breitling building back five feet. The Mayor put the
question on the motion and the Clerk called the roll with the
following result: Ayes; Aldermen Carroll, 'Johnson, Pflughaupt, hen -
rich, Garland, Dopheide, Lemke, Friott, Schwanbeck and Campagna.
Nays; None. The Mayor thereupon declared the motion carried.
WATER WORKS-P.W.A.PROJECT 7270: Kenneth U.Meyer,City
Attorney, then reported that little or no progress had been ,made
regarding the claims of the Economy Plumbing and Heating Company
and the Koppers Construction Company, for "extras" on their
contracts for the construction of the tater Works P W A Project
#7270.
EXTENDING THACKER STREET AS "THROUGH SMELT". The
motion was made by Alderman Dopheide and seconded by. Garland
to refer the question of extending Thacker Street as a "through
Street" westward to Sixth Avenue, to a joint committee consisting
of the Police and License Committee together with the Streets
and Sidewalks Committee, and to refer to the same joint committee
the matter of providing ".stop" signs on the northeast and south-
west corners of ' oodlawn-and First Avenues. The motion was voted
upon by acclamation whereupon the Mayor declared the motion
carried.
NEV FIRE TRUCK: The Clerk then read the following:

Attached herewith please find our check for $897.22
which is an mount equivalent to that given to us last
fall by the Des Plaines -business men's Association.You
will kindly apply this money toward the payment of the
new Fire Truck. To further aid the City, we have
also attached another check for X1500.00, for which
we will be glad to purchase a like amount in Fire truck
bonds.

The motion vias made by Alderman Garland and seconded by "enrich
to accept these checks with thanks and authorize the issuance of
the Fire Truck fonds referred to in the letter. the motion was
voted upon by acclamation whereupon the Mayor declared the
motion carried.
APPOINTMENT OF FIRE MARSHALL: Mayor Ahbe then announced
the appointment of waiter Lagerhausen to the office of Fire Marshall/
The motion was made by Alderman Garland and seconded by Campagna
to confirm this appointment. The motion was voted upon by
acclamatitn whereupon the Mayor declared the motion carried and
the appointment confirmed.
UNFINISHED BUILDINGS ON 1 ILLOW AVENUE: Alderman Carroll
raised the question of wrecking the old unfinished buildings on
Willow Avenue. Mayor Ahbe referred this matter to Alderman
Carroll as a committee of one for investigation and report.
CANOPIES FOR L THACKER UNDERPASS: Mayor Ahb e , then
referred the matter of canopies for the Lee -Thacker redestrian
Underpass to the Streets and Sidewalks Committee.
ADJOURNYTNT: The motion was made by Alderman Campagna
and seconded by Lemke to adjourn. The motion was voted upon by
acclamation whereupon the Mayor declared the motion carried and
the Council regularly adjourned.
