CALL TO ORDER: The meeting was called to order by Mayor Hobart M.Ahbe presiding with Aldermen Carroll, Johnson, Pflughaupt, nenrich, Garland, Dopheide, Lemke, Friott, Schwanbeck and Campagna responding to the roll call. The Clerk reported all members of the Council present. READING OF THE CALL: The Clerk t'nen read the following call of the meeting as well as the waiver of notice: NOTICE OF SPECIAL MEETING May 27,1937 To the Aldermen of the City Council of the City of Des Plaines,I11. Gentlemen: Upon order of Mayor Hobart M.Ahbe there will be a special meeting of the City Council of the City of Des Plaines at 8:00 P.M. on Friday evening,May 28th,1937 at the City Hall,Des Plaines,Illinois for the purpose of disposing of the City's 1937 Tax Warrants. The motion was made by Alderman Pflughaupt and seconded by Carroll to hear Mr.Simpson's oral bid first and then to hear the sealed bids. the motion was voted upon by acclamation whereupon the Mayor declared the motion carried. The Mayor thereupon declared the motion carried and the proposal of Angell, Simpson & Company accepted. l'hea lerk then read for first reading an ordinance entitled: AN ORDINANCE PROVIDING FOR THE ISSUANCE OF 1937 TAX AiuTICIPATION WARRANTS OF THE CITY OF DES PLAIIIES, IN COOK COUNTY,ILLINOIS The motion was made by Alderman Carroll and seconded by Lemke to suspend the rules and put this proposed ordinance upon its final passage. The Mayor put the question. on the motion and the Clerk called the roll with the following result: Ayes; Aldermen Carroll, Johnson, Pflughaupt, Henrich, Garland,Dopheide Lemke, Friott, Schwanbeck and Campagna. Nays; lone. The Mayor thereupon declared the motion carried, the fules suspended, and the proposed ordinance before the Council for final disposition. The motion was then made by Alderman Carroll and seconded by Garland to finally pass and adopt this proposed ordinance.The Mayor put the question and the Clerk called the roll with the following result: ayes; Aldermen Carroll, Johnson, l'flughaupt, Henrich, Garland, Dopheide, Lemke, .Friott, Schwanbeck and Campagna. Nays; None. The Mayor thereupon declared the motion carried and the ordinance finally passed. 400 Mayor Hobart M.Ahbe then signed the said ordinance in approval thereof, which approval was attested by Edgar J. FRED BREITLING -BUILDING PERMIT: Kenneth G .1eye r , City Attorney, then reported regarding the Eandamus proceedings seeking to force the Council to grant i++'red Breitling (purchaser of the old City Hall site) a permit tobuildon the entire 90 (ninety) feet width of the lot. The motion was made by Alderman Lemke and seconded by Friott that the Council reconsider its action in granting the said permit for a width of 85 feet only. The Mayor put the question on the motion to zeconsider, and the Clerk called the roll with the following result: Ayes; Aldermen Carroll, Johnson, Pflughaupt, Henrich, Garland, Dopheide,Lemke, Friott, Schwanbeck and Campagna. Nays; vone. The Mayor thereupon declared the motion to re -consider carried. The motion was then made by Alderman Lemke and seconded by Schwanbeck t o instruct the Clerk to issue Mr.Fred Breitling a permit to build on the entire width of his lot (approximately 90 iiet) as originally applied for. Mr.Victor Spiegler then addressed the Council pleading that the Council spare no means or effor to keep J7r.Breitling building back five feet. The Mayor put the question on the motion and the Clerk called the roll with the following result: Ayes; Aldermen Carroll, 'Johnson, Pflughaupt, hen - rich, Garland, Dopheide, Lemke, Friott, Schwanbeck and Campagna. Nays; None. The Mayor thereupon declared the motion carried. WATER WORKS-P.W.A.PROJECT 7270: Kenneth U.Meyer,City Attorney, then reported that little or no progress had been ,made regarding the claims of the Economy Plumbing and Heating Company and the Koppers Construction Company, for "extras" on their contracts for the construction of the tater Works P W A Project #7270. EXTENDING THACKER STREET AS "THROUGH SMELT". The motion was made by Alderman Dopheide and seconded by. Garland to refer the question of extending Thacker Street as a "through Street" westward to Sixth Avenue, to a joint committee consisting of the Police and License Committee together with the Streets and Sidewalks Committee, and to refer to the same joint committee the matter of providing ".stop" signs on the northeast and south- west corners of ' oodlawn-and First Avenues. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. NEV FIRE TRUCK: The Clerk then read the following: DES PLAINES FIRE DEPARTMENT May 28,1937 Hon.Mayor Hobart Ahbe & Members of the City Council Des Plaines,I11. Gentlemen: Attached herewith please find our check for $897.22 which is an mount equivalent to that given to us last fall by the Des Plaines -business men's Association.You will kindly apply this money toward the payment of the new Fire Truck. To further aid the City, we have also attached another check for X1500.00, for which we will be glad to purchase a like amount in Fire truck bonds. The motion was voted upon by acclamatitn whereupon the Mayor declared the motion carried and the appointment confirmed. UNFINISHED BUILDINGS ON 1 ILLOW AVENUE: Alderman Carroll raised the question of wrecking the old unfinished buildings on Willow Avenue. Mayor Ahbe referred this matter to Alderman Carroll as a committee of one for investigation and report. CANOPIES FOR L THACKER UNDERPASS: Mayor Ahb e , then referred the matter of canopies for the Lee -Thacker redestrian Underpass to the Streets and Sidewalks Committee.
