MAYOR CITY CLERK SAFETY COUNCIL RECOI NDATIONS : The Clerk then read the following: (see next page) 1 DES PLAINES SAFETY COUNCIL April 15,1937 RESOLUTION 377 DOUBLE BUS PARKING INNER STREET ,DES PLAI1\ S ,ILLINOIS Whereas Double parking of buses on Miner, has been eliminated and Whereas The present space reservation for bus passenger loading and unloading has been on an experimental basis,and Whereas This improvement has beyond cque.stion eliminated the accident hazard that existed before and Whereas the cross walk is no longer being blocked for pedestrian vision by buses and Whereas this "Bus Depot" or "Bus Stop" has proved that it is satisfactory from an AccidentPrevention Point of view, and. Whereas it is further recommended that the cross walk be illuminated at night for protection of both motorist and pedestrians by placing flood lights on the standards an each side of Miner Street at this cross walk, and Whereas There still is an accident hazard for the pedestrian as well as the motorist due to the cross walk being in the middle of the block. At night this is a very serious hazard. Therefore be it resolved that the Des Plaines Safety Council is highly in accord with the improvement, and. that it express itts appreciation to the Chairman,Mr.Fred Pulle of the Police Committee, for his splendid cooperation, and efforts in obliviating this outstanding accident hazard of double parking on Miner Street. The Clerk then read the following resolution: DES PLAINES SAFETY COUNCIL April 15,1937 RESOLUTION FIRST AID AND LIFE; SAVING TRAINING, POLICE DEPT .DES PLAINES. Whereas Continous training in Accident Prevention work is necessary for any good Accident Prevention Program, and Whereas First Aid training is an essential part of any successful Accident Prevention Program, and Whereas The Police Department is the medium where good public relation in any community is very essential, and Whereas The Accident Prevention bureau of the Police Department should be prepared to render good First Aid or Life Saving in an emergency, and Whereas The Accident Prevention Bureau should be prepared to offer instruction in the essential fundamental basis of school and community Accident Prevention Education, and Whereas There is no one in the Police Department qualified to give instructions in First Aid ar Life Saving, and Whereas It is one of the requirements to be able to maintain a recognized Red Cross First Aid Station that a review in this work must be conducted every two years,and Whereas The National Red Cross is preparing to conduct an acquatic school to qualify Lay Instruction in First Aid at the Culver Military Academy, and Whereas At this aquatic school a course in Public and Traffic Safety is also offered, and Whereas The cost of this training is very reasonable, being 00.00 for each person, for board,lodging, registration, textbooks, and necessary materials, and Whereas The enrollment will be limited to a maximum of 150 students. Therefore be it resolved that the Des Plaines Safety Council recommend to the City Council of_the City of Des Plaines that in view of this valuable instruction being now available that two individuals of the Police Depart- ment be sent to this aquatic school for this training, expenses paid, to qualify as Lay Instructors in First Aid, Life Savers and. Public Safety and Traffic Safety Students: to better able the departmentto function as a direct medium in Public Safety Educational work. Respectfully submitted. The Clerk then read the following: DES PLAINES SAFETY COUNCIL Mayor and City Council City of Des Plaines Honorable Sirs: RESOLUTION April 15,1937 PARKING MINER STREET ,DES PLAINES,ILLINOIS Whereas Diagonal parking along the south curb of Miner, has been directly responsible for 21 motor vehicle accidents to the City of Des Plaines, accident record for the year 1936, and Whereas This year to date 11 motor vehicle accidents have been recorded from this same cause, and Whereas Diagonal parking has proved to be an accident hazard along Miner Street particularily between Graceland and Lee Streets, and Whereas The curve in Miner Street involving the south curb has very definately been a contributing factor to these accidents, and Whereas Diagonal parking along the south curb encourages an additional hazard, and Whereas In view of the assurance this Safety Council had received on April 4,1936 that diagonal parking would be replaced with parallel parking, and 379 whereas Contrary to the above mutual agreement with the Chairman of the Streets and Sidewalks Committee diagonal Ming was marked off, and Vhereas We believe that the accident record reflect for the year 1936 and the record to date speaks for itself, that a very definate accident hazard ex- ists in permitting diagonal parking along the south curb of Miner Street. Therefore be it resolved that the Des Plaines Safety Council go on record in the interest of Accident Pre- vention to recommend to the City Council_of the City of Des Plaines that immediate steps be taken to remedy this hazard, and further recommend that parallel parking be arranged for along the south curb of miner Street from the intersection of Oraceland Avenue to Des Plaines Avenue. Further this improvement will expedite the parking situation upon the completion of the new City Hall. May 4,1937 To the Hon.Mayor and City Council of Des Plaines, Gentlemen: Although fully appreciative of the streets program as outlined to us by the Mayor and the Chairman of the Streets Committee, the Fifth Ward non-partisan Club respectfully petitions you as follows: That the program for improved streets in Riverview be amended to allow the surfacing of the following streets as the first step in that program, namely: Illinois Ave. from Oakton St. to Everett St; Everett St. from Illinois Ave to White Street; White Street from Everett Ave to Oakton St. And we respectfully petition you and the. United Motor Coach Co. to institute bus service over these streets, as an extension of the present South Side bus line, immediately upon completion of this improvement. CREATING BOARD OF LOCAL IMPROVEMENTS: The Clerk then read for first reading an ordinance entitled: AN ORDINANCE CREATING A BOARD OF LOCAL TMPROVEMENTS FOR THE CITY OF DES PLAINES,C00K COUNTY,ILLINOIS Mayor Ahbe ordered this proposed ordinance filed for second reading. SALARY OF CITY ATTORNEY: The Clerk then read the following proposed ordinance for first reading: )AN ORDINANCE AMENDING SECTION 39 OF ARTICLE 1 of CHAPTER 3 of the municipal CODE OF THE CITY OF DES PLAINLS,ILLINOIS BE IT ORDAINED by the City Council of the City of Des l-'laines, Cook County, .Illinois: Section 1. That Section 39 entitled ""Salary* of Article 1 entitled "City Attorney" of Chapter 3 of the Municipal Code of the City of Des Plaines of 1928, be and is hereby amended to read as follows: "SECTION 39. Salary. The City Attorney shall receive as and for his compensation as City Attorney, the sum of Two Thousand Five Hundred Dollars per annum,payable in equal Vtmonthly installments." Section 2. P.W.A.PROJECT 1692 Ds NM MUNICIPAL BUILDING: Alderman Pflughaupt, chairman of the Finance Committee, then presented Periodical Estimate for Partial Payment No.5 for Charles B. Johnson & Son., Inc. in the sum of $10,623.73 for work completed in construction of the new Municipal Building. The motion was made by Alderman Pflughaupt and seconded by Lemke to instruct the Mayor and Clerk to draw a warrant in the sum of10,623.73 in payment of this estimate. SALARY ASSISTANT TREASURER -COLLECTOR: Alderman Pflug- haupt chairman of the r'inance Committee then introduced the following proposed resolution: RESOLUT I0 IT WHEREAS, the City Treasurer is ex officio City Collector of the City of Des Plaines; and WHEREAS, intthe past there have been employed 382 RESOLUTION (cont d) by the City, two assistants to assist the Treasurer and Collector: and WHEREAS, it is deemed advisable to reduce the number of assistants of the Treasurer -Collector from two to one; and WHEREAS, it is deemed advisable to pay such one assistant a salary commensurate with the responsi- bilities required of said assistant; THEREFORE, BE IT RESOLVED by the City Council of the City of Des Plaines that one assistant be em- ployed by the City to assist the CityTreasurer- Collector; that such assistant shall be designated by the 'treasurer -Collector and appointed by the Mayor, with the consent of the City Council. BE IT FURTHER RESOLVED that from and after dune 1,1957-, the salary of.the assistant to the City Treasurer -Collector shall be W.40.00 per month payable in equal bi-monthly installments.
