THE COMMITTAE ON PUBLIC WORKS, BUILDINGS AND PLATS
through its chairman, Alderman Schwanbeck, submitted proposed
plans and specifications for shelving and stacks for the new
Public Library Building. Mayor Kinder declared a recess during
which recess the members of the Council examined the said plans
and specifications. Mayor Kinder then declared the recess ended
and re -convened the meeting by calling the Council to order.
The motion was then made by Alderman Schwanbeck
and seconded by Bishop to instruct the Clerk to advertise for
bids for the Library shelving and stacks as described in the
plans and specifications submitted, subject to the approval
of the Board of Library Trustees, the said bids to be returnable
before 8:00 P.M., Monday April 19,1937. The Mayor put the question
and the Clerk called the roll with the following result: Ayes;
Aldermen Ahbe, Carroll, Pflughaupt, Fulle, Bishop, Frederick,
Lemke, Schwanbeck and Campagna. Nays; Alderman MacLuckie. The

Campagna, reported that the recent strikes in the automobile
industry has somewhat delayed construction of the new fire
truck, but that it is now in the process of manufacture.

MacLuckie that the Council concur in this request. The motion
was voted upon by acclamation whereupon the Mayor declared the

APPROVAL OF MINUTES: Each Council member had at hand
a copy of the minutes of the reguln council meeting held March
16th,1937 as well as a copy of the minutes of the special
Council meeting held March 29, 1937. Alderman Pflughaupt corrected
the title of the second paragraph of the minutes of March 16,
1937 to read "The Police and License Committee" instead of "The
Judiciary and Assessment Committee." The motion was made by
Alderman Pflughaupt and seconded by Fulle to approve the minutes
of the regular Council meeting held March 16th,1937 as corrected.
The motion was voted upon by acclamation whereupon the Mayor
declared the motion carried and the said minutes approved.
Alderman i.acLuckie then corrected the minutes of
special council meeting of April 29,1937 stating that his vote
recorded as "Aye" in the ninth line on the last page of the
said minutes should have been recorded as "Nay". The motion
was made by Alderman Bishop and seconded by Ahbe to instruct
the Clerk to make the said correction, and to then approve
the said minutes as corrected. The motion was voted upon by
acclamation, whereupon the Mayor declared the motion carried
and the said minutes approved.
HOUSE BILL NO.8: TheClerk then read the following
proposed resolution:

A RESOLUTION ENDORSING ENACTMENT
INTO LAW OF HOUSE BILL NO. 8.
WHEBEAS, the number of motor vehicle accidents on
streets and highways of this State continue at an
alarming rate, and
WHEREAS, despite the increased activities of local
and state governments, as well as private agencies or
groups, to reduce death and injury on streets and high-
ways, a new record was established in Illinois during
1936 which resulted in more than 2,450 traffic fatalities
and more than 23,300 persons injured, and
WHEREAS, published statistics indicate that approxi-
mately 47 per cent of all motor vehicle accidents in
Illinois during 1936 may be attributed to inattention,
recklessness, intoxication and failure to observe traffic
regulations or control devices as well as common rules
of the road, and
WHEREAS, the 6uburban Safety Committee, an organization
of twenty-five (25) Suburban Communities in Cook County,
formed for the purpose of reducing the number of traffic
accidents on streets and highways in Cook County through
cooperative safety activities, in which the City of
Des Plaines is participating, has resolved to endorse
proposed legislation providing for the licensing of all
motor vehicle operators and chauffeurs and for establishing
proof of financial responsibility of drivers under circum-
stances provided for in the proposed Act and recommends
its enactment into law, and
WHEREAS, similar laws having been in effect for a
period of years in at least twenty t20) other S ates and
the District of Columba, have resulted in marked reductions
in motor vehicle accident fatalities as compared to in-
creases in motor vehicle fatalities in States which have
en -acted sub -standard driver's license and financial
responsibility laws or have no laws of this nature whatso-
ever, and
THEREFORE, BE IT RESOLVED by the City Council of
the City of Des Plaines,lllinois assembled in session as the
duly elected representatives of the 8900 citizens of this
community that it endorses House Bill wumber Eight (8),
providing for the licensing of motor vehicle operators
..........
and chauf'eurs and the establishment of proof of financial
responsibility of drivers under circumstances provided
for in the proposed Act and recommends to the Sixtieth
General Assembly that the same be enacted into law, and
BE IT FURTHER RESOLVED, that copies of this reso-
lution be transmitted to the Governor of this State and to
the State Senator and the State Representatives of this
District.

RIVERVIEW STREETS AND SEWERS: Mr.J.Frank Hahn from
the area south of Oakton Streetzeported that (1) crushed stone
is badly needed on Linden Street in order to make the street
passable, (2) a catchbasin at Linden and Riverview Avenues is
blocked and should be cleaned, (3) surface water from west of
Lee Street floods the "Riverview" area during even moderate
rains, and should be drained in some other manner.
Mayor Kinder referred the matter of crushed stone for
the streets to the Streets and Sidewalks Committee.

The matter of cleaning of the said catchbasin
and the matter of drainage for the area south of Oakton
Street and west of Lee Street were referred to the Sewer
Drainage and Sanitation Committee.
NEW MUNICIPAL BUILDING: The motion was made
by Alderman i ulle and seconded by MacLuckie to refer to
Committee on Public Works, .buildings and Plats for

changing the coal -bin wall in the basement of the new
Municipal Building, so as to accommodate a pistol range
for the Police Department.
ADJOURN TENT The motion was made by Alderman
Campagna ana seconded by MacLuckie that the Council
now adjourn. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried and the
Council regularly adj ourne.
