• SECTION 1071 L RECKLESS DRIVING
Lny person who drives any vehicle upon a street
carelessly and heedlessly in wilful or wanton disregard
af the rights or safety of others, or without due caution
and circumspection and at a speed or in a manner so as
to endanger or be likely to endanger any person or pro-
perty, shall be guilty of reckless driving.
Every person who is convicted of reckless driving
shall be punished by a fine of not more than Two hun-
dred Dollars $200.001.
SECTION 1071 3 INTOXICATED OPERATORS -PENALTIES
Any person who shall drive or operate a vehicle
upon any of the streets of this city while under the
influence of intoxicating liquors or narcotic drugs, shall
upon conviction thereof, for each offense by punished by a
fine of not less than Fifty Dollars($50.001 nor more than
Two Hundred. Dollars 0200.001 for each offense.
Section 11. This ordinance shall be in full force
and effect from and after its passage,approval and publi-
cation according to law.

CALL TO ORDER: The meeting was called to order
by Mayor George V.Ninder, presiding with Aldermen Ahbe,
Carroll, Pflughaupt, hisptap, MacLuckie, Frederick,
Lemke, Schwanbeck and Campagna. The Clerk reported all
members of the Council present.
REPORTS OF OFFICERS: The Clerk then read the
report for February 1937 of H.A.Becker, Captain of Police,
as well as the report for February 1937 of Edgar J.Friedrich,
City Clerk. Mayor Kinder ordered these reports placedon file.
• THE SUDICIARY AND ASSESSMENT COMMITTEE had no
report to offer.

THE POLICE AND LICENSE COMMITTEE through its
chairman, Alderman .b'ulle, reported that the contract for
rental of the Police squad car has expired. The motion
was made by Alderman f'ulle and seconded by Macl.uckie to instruct
the Clerk to advertise for bids for the rental -of a squad car
on a. mileage basis, and to make the said bids returnable at
the next regular meeting of the Council. The motion was voted
upon by acclamation whereupon the Mayor declared the motion carried.

RECKLESS DRIVING: The Clerk then read the following
proposed ordinance for second reading:
AN ORDINANCE
AMENDING ARTICLE 3, Chapter
23 OF THE MUNICIPAL CODE OF
THE CITY OF DES PLAINES 1928.
BE IT ORDAINED by the City Council, City of
Des Plaines,Cook County,Illnois.
SECTION 1. Article 3 of Chapter 23 of the Municipal
Code of the City of Des Plaines of 1928 be and is
hereby ammended by adding thereto and inserting therein
immediately following Section 1071 the following sections
to be known as Section 1071A and Section 1071B.
SECTION` 1071X RECKLESS DRIVING
Any person who drives any vehicle upon a
street carelessly and heedlessly in wilful or
wanton disregard of the rights or safety of
others, or without due caution and circumspection
and at a speed or in a manner so as to endanger
or be likely to endanger any person or property,
shall be 'guilty of reckless driving.
Every person who is convicted of reckless driving
shall be punished by a fine of not more than two
hundred dollars ($200.00)
SECTION' 10713 INTOXICATED OPERATORS Penalties
Any person who shall drive or operate a

Fulle to finally pass this proposed ordinance. the Mayor
put the question and the Clerk called the roll with the
following result: Ayes; Aldermen Ahbe, Carroll, Pflughaupt,
Pulley Bishop, MacLuckie, Frederick, Lemke, Schwanbeck and.
Campagna. Bays; None. The Mayor thereupon declared the
motion carried and the ordinance passed.
The motion was then made by Alderman .ishop and
seconded by Campagna to publish the said ordinance in the
Des Plaines Journal. The Mayor put the question and the
Clerk called the roll with the following result: Ayes; Alder-

ZONING BOARD OF APPEALS: The Clerk then read
the following recommendation pertaining to petition filed by
the Wisconsin Central Railroad Company:

The Zoning Board of Appeals of the City
of Des Plaines on February 16,1937, at a public
meeting held pursuant to legal notice thereof, duly
considered the question of amending sub -paragraph
15 of Section 4 of the Zoning Ordinance of the City
of Des Plaines, so as to permit the storage and re-
fining of petroleum in quantities not exceeding
100,000 gallons, in containers not to exceed 20,000
gallons each, and by unanimous vote of said Zoning
Board, said request to so amend said sub -paragraph
15 of Section 4, was denied.
WHEREFORE, said Zoning Board of Appeals
recommends to the City Council that said sub-
paragraph 15 of Section 4 of the Zoning Ordinance
of the City of Des Plaines, be not amended.

motion vas made by Alderman Lemke and seconded by MacLuckie to
correct the minutes of the adjourned Regular Council meeting
held February23,1937 by striking theefrom the words*and office
Clerks" in the third line following the 1937 Appropriation Ordi-
nance title. The Mayor put the question and the Clerk called
the roll with the following result: Ayes; Aldermen Ahbe, Carroll,
Pflughaupt, Yulle, Bishop, MacLuckie, Frederick, Lemke, Schwanbeck
and Campagna. Nays; None. The Mayor thereupon declared the motion
carried and the said minutes so corrected.
The motion was then made by Alderman Pflughaupt and
seconded by Frederick to approve the minutes of the Regular
Council Meeting held February 15,1937 as written and the minutes
of the Adjourned Regular Council Meeting held. February 23,1937
as corrected. The motion was voted upon by acclamation whereupon
the Mayor declared the motion carried and the said minutes approved.
DES PLAINES AVENUE R.R.CROSSING: Aenneth G.Meyer,
City Attorney, then reported favorable progress in the hearing
before the State Commerce Commission, stating that there is to
be one more hearing to hear the railroad's evidence.
1937 APPROPRIATION ORDINANCE: The Clerk then read
in its entirety for second reading a proposed ordinance entitled:

The motion was made by Alderman Yrederick and seconded by Lemke
to finally pass and adopt this proposed ordinance. The Mayor
put the question and the Clerk called the roll with the following
result: Ayes; Aldermen Ahbe, Carroll, Pflughaupt, Fulle Bishop,
MacLuckie, Frederick, Lemke, Schwanbeck and Campagna. Nays; None.
The Mayor thereupon declared the motion carried and the said
ordinance passed.
The motion was thennade by Alderman Ridhop and seconded
by Campagna to instruct the Clerk to publish the said 1937
Appropriation Ordinance in the Deb Plaines Journal. The Mayor

LOCAL LABOR -NEW MUNICIPAL BUILDING: Alderman Lemke
speaking for a special committee consisting of himself and Mayor
George V.Kinder, reported that pursuant to reports that Chas.B.
Johnson Inc., contractor for the construction of the Nev Municipal
Building is discriminating against local labor, the committee has
investigated the matter and has found that about ninety percent
(90%) of the laborers and tradesmen employed on the said project
to date have been local men, and that the charges claiming dis-
crimination against local labor are unfounded.
ADJOURNMENT: The matter was made by Alderman Bishop
and seconded by Lemke that the Commil adjourn. The motion was
voted upon by acclamation, whereupon the Mayor declared the motion
carried and the Council regularly,djourned.
