CANOPIES FOR I-THACKER UNDERPASS: Ai de rman
Frederick, chairman of the Streets and Sidewalks Committee
then submitted plans for canopies for the Lee -Thacker k edestrian
Underpass prepared by Clifford Carlson. After. examination
of the said plans by the members of the Council the motion
was made by Alderman Frederick and seconded by Campagna to
employ Mr.Clifford Carlson as architect for the said canopies.
The Mayor put the question and the Clerk called the roll
with the fallowing result: Ayes; Aldermen Ahbe, Carroll,
Pflughaupt, Fulle, bishop, MacLuckie, Frederick, _Lemke, Schwan-
beck and Campagna. Nays; stone. The Mayor thereupon declared
the motion carried.
The motion was then made by Alderman Frederick and
seconded by Pflughaupt that the Council accept the design
of the proposed canopies as prepared by Mr.Clifford Carlson.
The motion was voted upon by acclamation whereupon the
Mayor declamd the motion carried, and the said design accepted.
WATER WORDS-P.W.A.PROJECT '7270: The motion was
made by Alderman MacLuckie and s econded by Campagna to in-
struct the Clerk to request T.Albert M.Robinson, Consulting
Engineer for the Kew Water Works, P.W.A.Pro ject 7270, to
appear before the Council and report regarding the progress
of the said project. The Mayor put the question and the
Clerk called the roll with the following result: Ayes;
Aldermen Abbe, Pflughaupt, Fulle and Campagna. .Bays; Aider -
men Carroll, Bishop, MacLuckie, Frederick, Lemke, and Schwan-
beck. Mayor Kinder thereupon declared the motion lost.
ADJOURNMENT: The motion was made by Alderman Bishop
and seconded by Carroll• that the Council adjourn this meeting
to Monday February 22,1937 at 8:00 P.M. The motion
was voted upon by acclamation whereupon the Mayor declared
the meeting adjourned to 8:00 P.M and �pary 22,1937.

CALL TO ORDER: The meeting was called to order
by Mayor George I in er, presiding with Aldermen Ahbe,
Carroll, Pflughaupt, Pullet Bishop, MacLuckie, Frederick,
Zemke, Schwanbeck and Campagna responding to the roll call.
The Clerk reported all members of the Council present.
Mayor .'finder then stated that this is an adjourned
regular meeting which was originally s eheduled for February
22,1937, a legal holiday, and was therefore automatically
postponed to February 23,1937.
1937 APPROPRIATION: ORDINANCE: The Clerk then
read the draft eta proposed ordinance entitled:
AN ORDINANCE
MAKING APPROPRIATIONS TO DEFRAY THE
EXPENSES OF THE CITY OF DES PLAINES
FOR MUNICIPAL PURPOSES,IESIGNATED
THE "ANNUAL APPROPRIATION BILL" FOR

The motion was made by Alderman Lemke and seconded by MacLuckie
the same amounts be appropriated for, salaries for mayor, Aldermen,
Oity Glerk and office Clerks in Sections 1 and II. of the proposed.
ordinance as were appropirated in 1936. The motion was voted
upon by acclamation whereupon the Mayor declared the motion
carried.
The motion was made by Alderman Frederick and seconded
by Campagna to reduced the appropriation for salary of Librarian
from $1200.00 to 4960,00, and to reduce the appropriation for
salaries of two assistants (librarians) from V20.00 to 4650.00
each. The Mayor put the question and the Clerk called the
roll with the following result: Ayes; Aldermen MacLuckie,
Frederick and Campagna. Nays; Aldermen Ahbe, Carroll, Pflughaupt,
Mune, Bishop, Lemke and Schwanbeck. Mayor tinder thereupon
declared the motion lost.
Mayor tinder then ordered tenneth G.Meyer, City
Attorney, to prepare a draft of thisproposed ordinance as
revised and present the same to the Council.
VEHICLE LICENSES FOR VOLUNTEER FIREMEN: The motion
was made by Alderman Ahbe and seconded by Campagna to instruct
the City Clerk to issue 1937 Vehicle licenses to the members
of the Fire Department without charge. .The motion was voted
upon by_acalamation whereupon the Mayor declared the motion
carried and the Clerk so instructed.
AMENDING ZONING ORDINANCE: Kenneth 0.Meyer, City Attorney,

City of Des Plaines on Tanuary 25,193?, at a public
meeting held pursuant to legal notice thereof, duly
considered the question of amending paragraph six
and eight of Section IV of the Zoning urdinance
of the City of Des Plaines and by a majority vote
of said Board, it is recommended by said Board that
the City Council pass an ordinance amending paragraph
six af said Section IT to read "Dyeing and. Cleaning
Works* (employing more than 25 persons)* and amending
paragraph eight of said section IT to read *Laundry
"employing more than 25 persons*.
Provided, however, that said amending ordi-
nance be limited only to the Northeast corner of
Lee and Oakwood Streets, described as follows:
Lot Fourteen (14) and Fifteen (15)
in Block Three (3) in Z.C.Robinson's
Addition to Des Plaines, a subdivision
in the Northeast Otuarter (NEi) of Section
20 (20), Township Forty -One -(411 North,

The motion was made by Alderman Pflughaupt and seconded by
Frederick to concur in the recommendation of the Zoning
Board of Appeals. The Mayor put the question and the Clerk
called the roll with the following result: Ayes; Aldermen
Ahbe, Carroll, Pflughaupt, Pulle, Bishop, MacLuckie, Frederick,
Lemke, Schwanbeck and Campagna. Nays; None. The Mayor thereupon
declared the motion carried and recommendation concurred in.
The motion was then made by Alderman kflughaupt
and seconded by Ahbe that the Council suspend such rules as
might prevent the final passage of the proposed ordinance for
the purpose of finally passing the same, and to put the said
proposed ordinance upon its final passage. The Mayor put the
question on the motion to suspend the rules, and the Clerk
called the roll with the following result: Ayes; Aldermen Ahbe,
Carroll, Pflughaupt, Sulle, Bishop, MacLuckie, Frederick, Lemke,

You and each of you are hereby notified that
on or about to wit: the 12th day of September,1936 and
thereafter, I have suffered damages by reason of the
overflow and flooding of the land, causing my farm and
truck crops to became damaged and destroyed, and that
same arose out of the careless and negligent acts
of your agents or employees in allowing and causing
the culvert just east of the Belt Line Railway on
Thacker Street to bcame blocked and filled with dirt,
bricks and rubbish.
The heavy rains occuring on the above date
flooded the tract land bound by Thacker Street an the
North, Wolf Road on the East, Algonquin Road on the
South, and the Belt Line Railway on the West. the
following represents an itemized statement of the
damages sustained by me:

AMENDING ART I CLE 3 ,CHAPTER
23 OF THE MUNICPAL CODE OF
THE CITY OF DES PLAINES 1928.
BE IT ORDAINED by the City Council, City of Des
Plaines, Cook County, Illinois.
SECTION 1. Article 3 of Chapter 23 of the Munici-
pal Code of the City of Des Plaines of 1928 be and is
hereby ammended by adding thereto and inserting therein
immediately following Section 1071 the following sections
to be known as Section 1071 A and Section 1071 Bs

• SECTION 1071 A. RECKLESS DRIVING
Any person who drives any vehicle upon a street
carelessly and heedlessly in wilful or wanton disregard
of the rights or safety of others, or without due caution
and circumspection and at a speed or in a manner so as
to endanger or be likely to endanger any person or pro-
perty, shall be guilty of reckless driving.
Every person who is convicted of reckless driving
shall be punished by a fine of not more than Two Hun-
dred Dollars $200.001.
SECTION 1071 B. INTOXICATED OPERATORS -PENALTIES
Any person who shall drive or operate a vehicle
upon any of the streets of this city while under the
influence of intoxicating liquors or narcotic drugs, shall,
upon conviction thereof, for each offense by punished by a
fine of not less than Fifty Dollars($50.00) nor more than
Two Hundred. Dollars ($200.00) for each offense.
Section 11. This ordinance shall be in full force
and effe&t from and after its passage,approval and publi-
cation according to law.
