02/15/1937328 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OP THE CITY OF DES PLAINES HELD IN THE COUNCIL CHAMBERS.ON THE.15th DAY OF FEBRUARY,A.D.1937 AT THE HOUR 02 atoo wax TO ORDER: The meeting was called to order by Mayor George W.Linder, presiding, with Aldermen Aiibe, Carroll, Pflughaupt, Fulle, i34shQp, MacLuctie, Frederick, Lemke, Schwanbeck and -Campagna responding to the roll call. The Clerkleported all members of the Council present. THE JUDICIARY AND ASSESSMENT COMMITTEE: through its chairman, Alderman Ahbe, reported that.estimates are not yet available on liability insurance protecting the City against liability resulting from injury caused by accidents occuring in the Lee -Thacker Underpass and in the City's public buildings, but it is expected to have such.estimates before the next regular Council meeting. THE POLICE AND LICENSE COMMITTEE: The motion was made by Alderman Fulie and seconded by. Ahbe that since the bus parking stand -arrangement on Miner Street has been found practical, the City Attorney be instructed to prepare an ordinance establishing and controlling this bus parking stand by ordinance, and present the said proposed ordinance to the Council for consideration. The Mayor put the question and the Clerk called the roll with the following result: Ayes; Aldermen Ahbe, Carroll, Pflughaupt, Fulle, Bishop, MaaLuckie, Frederick, Lemke, Schwanbeck and Campagna. bays; .one.. THE COMMITTEE ON PUBLIC WORKS, BUILDINGS AND PLATS had no report to offer. - THE SEWER, DRAINAGE AND SANITATION COMMITTEE had na report to offer. THE WATER COMMITTEE: had no report to offer. THE FIRE COMMITTEE had no report to offer. COUNTERSIGNING ChkCKS: The Clerk then read the following proposed ordinance for second reading. REPEALING ORDINANCE Be It Ordained by the City Council of the City of Des Plaines,Cook County,Illinoist Section 1. That an Ordinance entitled "An Ordi- nance designating the officers of the City of Des Plaines to sign and countersign checks, drafts, vouchersorders„ or warrants of the City of Des Plaines*, passed October 7,1935, and approved October 8,1935, be and the same is hereby repealed. Section 2. This Ordinance shall be in full force and effect from and after its passage and approval, according to law. NEW MUNICIPAL BUILDI-P.w.A'PROJECT 1692 RS: The Clerk then read the following proposed 'resolution. RESOLUTION REQtEESTING ADDITIONAS,, GRANT FOR P.W.A.PROJECT 1692 RS WHEREAS the P.W.A. has previously granted the City of Des Plaines a grant not to exceed p39,920.00 representing 45A of the estimated cost of the new Munici- pal Building known as P.W.A.Do cket 111.1692 ES and WHEREAS certain improvements and betterments have been added to the project during the course of its construction by regularly authorized change orders, thereby increasing the cost of the said project by the sum of 41,497.00. THEREFORE be it and it is hereby resolved by the City Council of the City of Des Plaines that a formal request for an additional grant in the sum of 5626.65, or 45% of the additional cost, be filed with the State Director, P.W.A. for Illinois, and BE IT FURTHER RESOLVED, that the City Clerk be and he is hereby instructed to forward to the State Director P.W.A. for Illinois three certified copies of this resolution. CALLING MUNICIPAL ELECTION: The Clerk then read the following propose( ordinance for first reading: AN ORDINANCE PROVIDING FOR THE CALLING OF A GENERAL ELECTION TO BE HELD IN THE CITY OF DES PLAINES COOK COUNTY ILLINOIS APRIL 20th 1937 .AND DESIGNATING THE PLACES OF ELECTION. WHEREAS the statutes of the state of Illinois pro- vides that the city council shall designate the place or places in which election shall be held and WHEREAS the statutes of the State of Illinois designate the third Tuesday in April of the year 1937 as the date for holding the general municipal electio. NOW THEREFORE be it ordained by the city council of the City of Des Plaines,Cook County,illinois: 330 Section 1. That a general election be called in the city of Des Plaines,illinois on the 20th day of April in the year 1937 for the purpose of electing the following offfeers: Mayor 4 year term City Clerk 4 year term City Treasurer 4 year term Police Magistrate 4 year tern Two Alderman of the first ward Two Alderman of the second Ward Two Aldermen of the Ihird Ward Two Alderman of the Fourth 'Ward Two Aldermen of the rifth Ward One Alderman from each ward to serve for 2 years and one to serve for 4 years, to be determined by lot at council meeting after a cnavass of the votes by the Uity Council. That the City 'Clerk of said City has hereby been directed to prepare all necessary instructions to voters, specimen ballots, and to take all steps required by law to properly conduct the said election. That all ordinances and parts of ordinances in conflict herewith be and the same are hereby repealed, and this ordinance shall be in full force and effect upon its adoption and approval according to law. PASSED this day of _A.D.1937 CITY CLERK APPROVED this day of A.D.1937 MAYOR The motion was made by Alderman .6ishop and seconded by Fre- derick to suspend such rules of the Council as might pre- vent the final passage of this proposed ordinance at this meeting, for the purpose of finally passing the same, and to put Chis proposed ordinance upon its final passage. The Mayor put the question on the motion to suspend the rules and put on final passage, and the Clerk called the roll with the following result: Aldermen Ahbe,Carroll,Yflughaupt,Fulle„ Bishop, MacLuckie, Frederick, Lemke, Schwanbeck and Campagna. 331 gays;None. The motion was then made by Alderman kulie and seconded by Frederick to finally pass and adopt this pro- posed ordinance. The Mayor thereupon declared the motion carried and the reso- lution adopted. 332 RED CROSS.aEqUEST FOR FLOOD RELIEF FUNDS: The Clerk then orally transmitted to the Council a request from the Des Plaines Unit of the Red Cross, asking the City government to make suob contribution to the Red. Cross Flood Relief /land as the Council sees fit. The motion was made by Alderman Pflug- haupt and seconded by MacLuckie to instruct the Clerk tp write the Red Cross that the Council regrets that there is no appropriation available for such a contribution. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. DES PLAINES WOMAN'S CLUB -REQUEST FOR qUARTERS: The Clerk then read the following letter: DES PLAINES WOMAN'S CLUB • January 30 1937 Honorable Mayor and Councilmen of the City of Des Plaines Gentlemen: The Des Plaines Woman's Club, although interested in all worthy civic projects, views with especial interest the development of the City Hall, for which we as citizens have long felt a need, and in which -we as an organization hope to find a suitable permanent place of meeting. Realizing that there will doubtless be numerous requests from groups wishing to use the civic building when it is ready, the Woman's Club takes this early op- portunity of asking you to consider, or to place on file for consideration, our option to use the club room on alternate Mondays, beginning October 4,1937, and contin- uing through the club season which closes the last of April. APPROVAL OF MINUTES: Each member of the Council having at hand a copy of the minutes of the regular Council meeting held Monday, February 1,1937, the motion was made by Alderman Bishop and seconded by Frederick tio approve the said minutes as 'written. he motion was voted upon by acclamation whereupon the Mayor declared the- motion carried and the said minutes approved. ZONING BOARD APPOTIUMENTI Mayor Kinder then announced the appointment of Mr.lienneth Downing to membership on the Zoning Board of Appeals to fill the vacancy caused by the resignation of Garfield Miller. The motion was made by Alderman kflughaupt and seconded by Yulle to confirm this appointment. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried and the appointment confirmed. 335 CANOPIES FOR LEE -TRACKER UNDERPASS: Alderman Frederick, chairman of the Streets and Sidewalks Committee then submitted plans for canopies for the Lee -Thacker redestrian Underpass prepared by Clifford Carlson. After,examinaLtion of the said plans by the members of the Council the motion was made by Alderman Frederick and seconded by Campagna to employ Mr.Clifford Carlson as architect for the said canopies. The Mayor put the question and the Clerk called the roll with the fdllowing result: Ayes; Aldermen Ahbe, Carroll, Pflughaupt, Fulle, iishop, MacLuctie, litederick,Lemke, Schwan- beck and Campagna. Nays; None. The Mayor thereupon declared the motion carried. The motion was then made by Alderman Frederick and seconded by Pflughaupt that the Council accept the design of the proposed canopies as prepared by Mx.Clifford Carlson. The motion as voted upon by acclamation whereupon the Mayor declaNd the motion carried, and the said design accepted. WATER WRES-PA.A.PROJECT 7270: The motion was made by Alderman MacLuckie and seconded by Campagna to in- struct the Clerk to request J.Aibert M.Robinson, Consulting Engineer for the few Water Works, P.W.A.Project 7270, to appear before the Council and report regarding the progress of the said project. The Mayor put the question and the Clerk called the roll with the following result: Ayes; Aldermen Alibe, Pflughaupt, Fulle and. Campagna. •Bays; Alder- men Carroll, M.shop, MacLuckie, Frederick, Lemke, and. Schwan- beck. Mayor Kinder thereupon declared the motion lost. The Clerk reported all members of the Council present.
