MacLuckie to refer this matter to the Sewer Drainage and
Sanitation Committee, and to instruct the Clerk to notify
the C & N W Railroad to meet with Alderman Lemke, chairman

CAILTO ORDER: The meeting was called to
order by mayor George W.Kinder, presiding,with Aldermen
Ahbe, Carroll, kflughaupt, Pune, ishop, MacLuckie, Frederick,
Lemke, Schwanbeck and Campagna responding to the roll_calll
LAKECOOK FARM SUPPLY CO: Mayor Ainder then
introduced Mr. Iverson representing the Lake -Cook Farm
Supply Co. who informed the Council that_his company is
planning to locate in Des Pines, on Soo Line Railroad
property just north of_the Soo Line Station. 'tie ex-
plained that his company's plans are to build a presentable
building, and a sixty to,ninety thousand gallon bulk
gasoline storage plant. The motion was made by Alderman
Carroll and seconded by Schwanbeck t o refer this matter
to the Committee on Buildings and Plats with instructions
to cooperate with the Lake -Cook Farm Supply Company.
The motion was voted upon by acclamation, whereupon the

THE JUDICIARY AND ASSESSEET COMMITTEE: had

THE POLICE AND LICENSE COMMITTEE: through its
chairman, Alderman Fulle, "reported that by orderof the
Police Committee a survey 'of the Des Plaines Avenue
Crossing has been made and a detailed map has beenpre-
pared to better equip the City Attorney to prosecute the
complaint for better crossing protection filed with the
Illinois Commerce Commission. Be further reported that
the case will come up for hearing on December 15,1936,
and urged many of our citizens to attend this hearing.
THE STREETS AND SIDEWALKS COMMITTEE: The
motion was made by Alderman Frederick, chairman of the
Streets and Sidewalks Committee and seconded by Fulle
to instruct the City Clerk to write the United Motor
' Coach Co. warning that unless the said Motor Coach
Company refrains from over -loading busses, the City will
file a formal complaint with the Illinois Commerce Com-
mission. The motion was voted upon by acclamation where-
upon the mayor declared the motion carried.
The motion was then made by Alderman Ahbe and
seconded by Frederick to refer the matter of busses making
U-turns, and double parking for loading and unloading
passengers, to the Police Department with power to act. The motion

Chief Petterson informed us of your desire of granting us
the privilege of recommending the Fire truck or trucks
we deemed most desirable for purchase, from the bids re-
ceived. Report of the meeting as herein stated, the writer
believes, can be very readily varified by the Fire Committee
of the City Council, for these Aldermen were present at our
meeting of November 24th, having very graciOusly accepted our
invitation to attend.
i.t could be readily seen, and there should be little doubt in
the minds of the Council members, that the majority of the
Firemen desire the purchase of the Mack. There was, however,
a lot of time spent in choosing our method of voting, so that
all bidders could be given equal consideration, and all members
a previlege of voting a second and third recommendation, should
your humble body find it undesirable to purchase, or unable to
obtain the fire truckve selected as our first choice.
The results of the balloting, and the trucks we wish to re-

BE IT ORDAINED by the City Council of the City of
Des Plaines, Cook County, illinoist
Section 1. There is hereby established a Department
of Police in and for the City of Des Plainestillinois.
Section 2. The Department of kolice shall be com-
posed of the following officers, to -wit* one (i) Captain,
one (1J Lieutenant, One (1) Sergeant, eight(8) patrolmen.
Section 3. That there is hereby created in and for
the City of Des Plaines Police Department, the office of
Captain, Lieutenant, Sergeant and patrolmen.
Section 4. All appointments to the office of Captain,
Lieutenant, Sergeant and patrolmen shall be by appointment
in accordance .with the provisions of an act entitled "An
Act to provide for the appointment of a board of Fire and
Police Commissioners in all cities, viliges and incorporated
towns of this State, having a population of not less than
seven thousand (7000) nor more than two Hundred thousand
(200,000), and prescribing the powers and duties of such

held November 16,19, 20 and 30th,i936, the motion was made by
Alderman Bishop and seconded by Ahbe to correct the minutes of the
meeting of November 30,1936 by striking therefrom the words
"and providing a $b00.00 penalty if the City occupies the premises
until July 1,1937", and adding in place thereof the words "and
giving the City the option of remaining in possession of the
premises during the month of .tune,1937 at a rental of b00.00."
The motion to -correct the minutes was voted upon by acclamation
whereupon the Mayor declared the motion carried and the minutes
so corrected.
The motion was then made by Alderman Bishop and
seconded by Ahbe to approve the minutes of the Council meetings
of November 16th,1936, November 19th, and Aovember 20th,1936
as written, and to approve the minutes of the Council meeting
of November 30th,1936 as corrected. The motion to approve was
voted upon by acclamation whereupon the Mayor declared the
motion carried and the said minutes approved.
FLOODING CUMBERLAND SKATING POND: The motion was
made by Alderman Ahbe and seconded by Ptlughaupt to instruct
the Supt. of Public Works to flood the skating pond of the
Cumberland Improvement Association aCumberland. ihe motion
was voted upon by acclamation whereupon the yore declared the
motion carried.
R.J.GUSE: BUILDING PERMIT APPLICATION: The Clerk then
presented anapplication, submitted by R.T.Guse, for a permit to
build a residence on Lot 42, Block 11, Des Plaines Villas. The
motion was made by Alderman MacLuckie and seconded by Frederick
that this application be referred to the Committee on Buildings
and Plats for study and report. The motion was voted upon by
acclamation whereupon the Mayor declared the motion carried.
PATROLING CORNER OF LEE AND ELLINWOOD STREETS: The
motion was made by -Alderman MacLuckie and seconded by Yrederick
to refer to the Police and License Committee the matter of
placing an officer at the corner of Lee and Eliinwood Streets
between the hours of 4:30 and 6:30 P.M. The motion was voted upon
by acclamation whereupon the Mayor declared the motion carried.

THE CITY COUNCIL OF THE CITY OF
DES PLAINES HELD IN THE COUNCIL

CALL TO ORDER: The meeting was called to order
by Mayor George W.Einder, presiding with Aldermen Ahbe,
Carroll, Pflughaupt, Fulle, .6ishop, Frederick, Lemke, Schwan-
beck and Campagna, responding to the roll call._ Alderman
MacLuckie was absent on account of illness.
THE JUDICIARY AND ASSESSMENT COMMITTEE had no
report to offer.
THE POLICE AND LICENSE COMMITTEE though its chairman,
Alderman .eulle, recommended that space. of 50 feet be marked off
infront of 1500 Miner Street and designated as a '41bus
stand" for the purpose of eliminating the double parking
hazard when busses stop at this point to lead and unload
passengers. The motion was made by Alderman Tulle and
seconded by Campagna to create this "bus stand", by
police order and to direct theuperintendent of streets to
mark off 50 feet for a "bus stand" in front of 1500 :Miner
Street and to provide the proper signs designating the said
space as a "bus Stand". The motion was voted upon by
acclamation whereupon the Mayor declared the motion carried.
Alderman Fulle, chairman of the Police and License
Committee then reported that the Committee recommends that
the United Motor Coach Company route its busses going north
west on Miner Street so as to go north on Graceland. Avenue to Je
Jefferson Street and then south on Lee Street where they again
turn south east on Miner Street, thus reversing their
direction without making the hazardous U-turn at Miner Street
and Graceland Avenue as has been done heretofore. The Mayor
re -committed this question to the Police and License
Committee for further study and report.
