Fulle to suspend such rules of the Council as might prevent
the final passage of this proposed ordinance at this meeting,
for the purpose of finally passing the same; and to put this
proposed ordinance upon its final passage. The Mayor put the
question on the motion to suspend the rules and the Clerk
called the roll with the following result: Ayes; Aldermen
Ahbe, Carroll, Pflughaupt, Fulle, bishop, MacLuckie, Frederick,
Lemke, Schwanbeck and Campagna. The Mayor thereupon declared
the motion carried, and rules suspended, and the proposed

Mayor Minder then stated that he would withhold
mayoral approval of this ordinance until the entire project
together with award -and signing of construction contracts has
been fully approved by the P.W.A.authorities.
POSTPONEMENT OF WRITING OF COUNCIL AS COMMITTEE OF THE
SOLE: I/he motion was made by Alderman-Pflughaupt and seconded
by Ahbe to postpone the meeting of the Council as a committee of
the whole arranged for Monday evening, november 23, to Monday,
December 7,1936 and merge this committee meeting with the regular
Council meeting of the -latter date. The motion was voted upon
by acclamation whereupon the Mayor declared the motion carried.
UNFINISHED RESIDENCES IN DES PLAINES VILLAS: Kenneth
G.Meyer, City Attorney, then reported that he has finally contacted
the person in control of Des Plaines Villas, and that the said
person assured him that the partially constructed residences in
Des Plaines Villas would be completed soon.
ADJOURNMENT: The motion was made by Alderman Ahbe and
seconded by Frederick that the Council adjourn. The motion was

BE IT ORDAINED by the City Council of the City of
Des Plaines, Cook County, Illinois that;
Section 1. The Mayor and City Clerk of the City
of Des Plaines are hereby authorized and directed to
execute the contract with Charles B.Johnson & Son inc. for
the construction of the new Municipal Building for Eighty-
four thousand three Hundred Fifty and nq/l .pilar t 84,. b0.00)
under P.W.A.Project Illinois 1692 R as heretofore awarded
by a resolution duly adopted by the said City Council in
its meeting held November 20,1936.
Section 2. This ordinance shall be in full force and
effect from and after its passage and approval according
to law.

G.Meyer, City Attorney, then submitted a proposed six month's
lease permitting the City to occupy the old City rials until June
1,1937 for the consideration of $1.00, and providing a 0b00.00
penalty if the City occupies the premises until July 1,1937.
The motion was made by Alderman Ahbe and seconded by Lemke
to authorize and direct the Mayor and City Clerk to execute
this lease for and in the name of the City of Des Plaines. The
Mayor put the question and the Clerk called the roll with the

CANCELLATION OP INSURANCE ON OLD BUILDING: Aenneth
G.Meyer, City Attorney, then called the Councils attention
to the advisability of cancelling the fire and windstorm in-
surance on the old City Hall Building as soon as title for
the same has been transferred_to the buyer. The motionwas
made by Alderman Ahbe and seconded by Campagna to refer this
matter to the Judiciary and Assessment Committee. The motion
was voted upon by acclamation whereupon_the Mayor declared
the motion carried.

Dear Sir:
Your letter of November PIth received con-
cerning the drainage into North Avenue in the City
of Des Plaines Sewer ystem by the Chicago and North
Western Railway Company.
Your letter was referred to our Mr.C.H.Perry,
Division Engineer, for investigation, as 1 was anxious
to get full particulars concerning this matter and the
information I have received from kr.Perry indicates
that you have probably been misinformed concerning the
draining of the area west of our Valley Line into the
City Sewer.
The 6 -inch sewer which was constructed at
the time the Coach yard facilities were constructed is
used to drain only the cinder pit, the turntable pit
and the washroom facilities. It is constructed with
manholes every 200 or 300 feet and these are well above
the ground surface so that the surface drainage cannot
enter the sewer.
Our survey indicates that all drainage water
from the south side of our Des Plaines Valley Line is
carried through Bridge 1o.843 under the line and thence
in a northerly direction in an open ditch, passing through
our Bridge No.22 A under the connecting track with the
coach yard, and then flows in the open ditch northerly
to Weller Creek.
We do not wish to impose upon the citizens
of Des Plaines in any unfair manner of taking care of
our drainage and if you find that the information which
1 have obtained is not correct and that it is necessary
to make provision for keeping any surface drainage from
entering the sewer system, 1 shall be pleased to have
our representative call upon you or your representative
to work out a plan that will be satisfactory to you in
this matter.

LAKECOOK FARM SUPPLY CO: Mayor Hinder then
introduced Mr. Iverson representing the Lake -Cook Farm
Supply Co. who informed the Council that.his company 13
planning to locate in Des Planes, on Soo Line Railroad
property just north of.the Soo Line Station. lie ex-
plained that his company's plans are to build a presentable
building, and a sixty to.ninety thousand gallon bulk
gasoline storage plant. The motion was made by Alderman
Carroll and seconded by Schwanbeck t o refer this matter
to the Committee on Buildings and Plats with instructions
to cooperate with the Lake -Cook ?arm Supply Company.

THE JUDICIARY AND ASSESSIENT COMMITTEE: had

THE POLICE AND LICENSE COMMITTEE: through its
chairman, Alderman Ju11e, reported that by orderof the
Police Committee a survey of the Des Plaines Avenue
Crossing has been made and a detailed map has beenpre-
pared to better equip tne City Attorney to prosecute the
complaint for better crossing protection filed with the
Illinois Commerce Commission. he further reported that
the case will come up for hearing on December 15,1936,
and urged many of our citizens to attend this hearing.
THE STREETS AND SIDEWALKS COMMITTEE: The
motion was made by Alderman Yrederick, chairman of the
Streets and Sidewalks Committee and seconded by .Fulle
to instruct the City Clerk to write the United laotor
' Coach Co. warning that unless the said Motor Coach
Company refrains from over -loading busses, the City will
file a formal complaint with the Illinois Commerce Com. -
mission. The motion was voted upon by acclamation where-
upon the -Mayor declared the motion carried.
The motion was then made by Alderman Ahbe and
seconded by Frederick to refer the matter of busses making
U --turns, and double parking for loading and unloading
passengers, to the Police Department with power to act. The motion
