The motion was then made by Alderm p Pflughaupt
and seconded by Fulle to finally pass and adopt this proposed
ordinance and to direct the Clerk to cause the same published
in the Des Plaines Journal. The Mayor put the question and
the Clerk called the roll with the following result: Ayes;
Aldermen Carroll, Pflughaupt, lulle, .tjishop, JtacLuckie,
Frederick, Lemke, Schwanbeck and Campagna. Nays; None. The
Mayor thereupon declared the motion carried and the ordinance
finally passed and adopted.
Mayor Kinder then signed the original of the said
ordinance in approval thereof which signature was attested
by Edgar J.Friedrich, City Clerk, by affixing his signature and
impressing thereon the corporate seal of the City of Des Plaines.
ANNOUNCEMENT: Mayor Kinder then announced that the
Council will meet in the Coity Clerk's office for a few minutes
tonight after the close of this meeting for the purpose of
informally studying and analyzing the bids received for the
construction of the proposed new Municipal building.
ADJOURNMENT: The motion was made by Alderman Carroll
and seconded by Lemke that the Council new adjourn to 8:00 P.A.
Friday, November 20,1936 at 8;00 P.Y. The motion was voted uupon
by acclamation whereupon the Mayor declared the motion carried
and the Council adjourned to 8:00 P.Fri.: ovember 20,1936.

CALL TO ORDER: The meeting was called to order by
Mayor George w«Kinder, presiding, with Aldermen Ahbe, Carroll,
Pflughaupt, Tulle, bishop, MacLuckie, Lemke, Schwanbeck and
Campagna responding to the roll call. ( Alderman Frederick
was absent during this roll call but arrived later during the
meeting.) The Clerkzeported a quorum present.
Mayor Kinder then announced that this is an adjourned
regular meeting of the Council for the purpose of disposing of
several matters in connection with the sale of the old City
Hall site and the construction of the proposed new Municipal
Building.
NEW MUNICIPAL BUILDING-P.W.A. PROJECT. 1692 R. The
Clerk then read in its entirety the following proposed resolution
drafted by the Council sitting as a committee of the whole on
Thursday, iuovember 19,1936:
HESOLU.T ION
WHEREAS the City Council of the City of Des
Plaines, has examined and analyzed the bids received
on November 19,1936, for the construction of a proposed
new Municipal building known as P.W.A.Project 1692 R, and
WHEREAS in order to keep the cost of the said pro-
posed project within the means available for its construction,
the architect has recommended to reduce the scope of the
work as covered in the base bids by deduction and elimi-
nating therefrom the items designated in the specifications
as alternates numbers one (I), two (2), three (3) and four
(4) .
THEREFORE BE IT RESOLVED by the City Council of
the City of Des Plaines, Cook County, yllinois that the
scope of the said project be reduced by eliminating

therefrom the items designated in the specifications as
alternates numbers one (1), two (21, three(,3) and four (4)
and
BE IT FURTHER RESOLVED that the base bid less the said
alternates numbers One (11, two (2), three(3) and four (4)
shall be the basis upon Which the contractor,for the said,
project shall be selected.

MUNICIPAL BUILDING, P.W.A. PROJECT Illinois

WHEREAS the City Council of the City of Des Plaines, has
considered the bids received. November 19,1936 for the
construction of a prOposed new Municipal Building known
as P.LA.Project Illinois 1692 R, and
WHEREAS the said council has by resolution determined
that the basis upon which the contract fot the said pro-
ject is to be awarded shall be the base bid less the
items designated in the specifications as Alternates
numbers one (1), two (2), three(3) and four (4), and
WHEREAS it appears that the lowest bid received was the
bid submitted by vharles B.Johnson & Son, Inc. based upon its
base bid of Eighty-nine Thousand Seven hundred xbrty-four
Dollars1$89„744.001 less alternates numbers one (1), two(2),
three(3),_and four (4) or a total net bid of highty-four
Thousand Three Hundred Ninety Dollars ($84,390.00)
THEREFORE BE IT RESOLVED by the City Council of the City
of des Plaines, Cook County, Illinois that the contract
for the construction of the proposed new Municipal Building
be awarded to Charles S.4:ohnson & Son, Inc. based upon its
base bid of highty-nine Thousand and Seven Hundred Forty-
four Dollars($ 89,744.00) less alternates numbers one (1)
two (2), three (3),and four (4) or a total net contract -
price of Eighty-four Thousand Three hundred Ninety Dollars
($84,390.00), sub4ect to,the approval of the State Director
P.W.A. for Illinois and
BE IT YuhTHER RESOLVED that four certified copies of this
resolution be forwarded to the State Director P.W.A. for
Illinois together with four copies af the tabulation of the
bids received.

Mayor put the question and the Clerk called the roll

ACCEPTANCE OF BID FOR OLD CITY HALL SITE: The
Clerk then read in its entirety for first reading the
proposed ordinance entitled:

THEREMR.
The motion was made by Alderman Carroll and seconded by
Fulle to suspend such rules of the Council as might prevent
the final passage of this proposed ordinance at this meeting,
for the purpose of finally passing the same; and to put this
proposed ordinance upon its final passage. The Mayor put the
question on the motion to suspend the rules and the Clerk
called the roll with the following result: Ayes; Aldermen
Ahbe, Carroll, Pflughaupt, Yulle, bishop, MacLuckie, Frederick,
Lemke, Schwanbeck and Campagna. The Mayor thereupon declared
the motion carried, and rules suspended, and the proposed
ordinance before the Council for final disposition.
The motion was then made by Alderman Carroll and
seconded by Frederick to finally pass and adopt this proposed
ordinance.'he Mayor put the question on the motion to finally
pass and adopt, and the Clerkc ailed the roll with the
following result: Ayes; Aldermen Abe, Carroll, 2flughaupt,
Yulle, Dishop, AacLuckie, itederick, Lemke, Schwanbeck and
Campagna. Aays; None. The Mayor thereupon declared the
motion carried and the ordinance finally passed.
Mayor Linder then stated that he would withhold
mayoral approval of this ordinance until the entire project
together with award and signing of construction contracts has (\
been fully approved by the P.W.A.authorities.
POSTPONEMENT OF MRFTING OF COUNCIL AS COMMITTEE OF THE
WHOLE: he motion was made by Alderman Pflughaupt and seconded
by Ahbe to postpone the meeting of the Council as a committee of
the whole arranged for Monday evening, november 23, to monday,
December 7,1936 and merge this committee meeting with the regular
Council meeting of the latter date. The motion was voted upon
by acclamation whereupon the Mayor declared the motion carried.
UNFINISHED RESIDENCES IN DES ',LAI= VILLAS: Kenneth
G.Meyer, City Attorney, then reported that he has finally contacted
the person in control of Des Plaines Villas, and that the said
person assured him that the partially constructed residences in
Des Plaines villas would be completed soon.
ADJOURNMENT: The motion was made by Alderman Ahbe and
seconded by Frederick that the Council adjourn. The motion was
voted upon by acclamation whereupon the Mayor declared the
motion carried and the Council regula y a. ourned.
