The motion was made by Alderman Bishop and seconded by
Frederick to refer this bid to the Council sitting as a
committee of the whole on Friday November 20,1936. The
Mayor put the question and the Clerk called the roll
with the following result: Ayes; Aldermen Ahbe, Carroll,
Pflughaupt, ulle, .tishop, Frederick, Lemke, Schwanbeck,
and Campagna. Nays; Alderman MacLuckie. The Mayor there-
upon declared the motion carried and the bid so referred.
APPROVAL OF MINUTES: Each member of .the Council
had 40 hand a copy of the minutes of the regular Council
meeting held November 2,1936. The motion was made by
Alderman Ahbe and seconded by Carroll to approve the said
minutes as written. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried and the said
minutes approved.
STREET LIGHTING: The motion was made by Alderman
Carroll and seconded by Ahbe to instruct each Alderman to
determine which additional lights should be included in the
City's street lighting schedule, and report his suggestions
to the Council sitting as a committee of the whole on Monday,
November 23,1936. The motion was voted upon by acclamation,
whereupon the Mayor declared the motion carried.
REQUEST FOR LOCATING A T RY: Alderman Ahbe
inquired of the Clerk whether permission has been granted to
a certain tannery to locate in the old Foundry building on
East Miner Street. The Clerk reported that permission has
been denied because the Zoning Ordinance expressly prohibits
the operation of a tannery in the ity. The motion was made
by Alderman that in the lurer when an industry which is not
specifically covered in the City Ordinances, wishes to locate
in Des Plaines, the matter be referred to the Council for
action. The motion was voted upon byacclamation, whereupon
the Mayor declared the motion carried.
ADJOURNMENT: The motion was made by Alderman Lemke and
seconded by Frederick that the Uouncil now adjourn.to a:00
p.m. Thursday, November 19,1946. The motion was voted upon
by- acclamation, whereupon the Mayor declared the motion

CA1L TO ORDER: The meeting was called to order
by Mayor George 'W.N.inder, presiding, with Aldermen Carroll,
Pflughaupt, iulle, Bishop, MadLuckie, Lemke, Schwanbeck and
Campagna. responding to the roll call., Alderman Frederick
arrived later during the meeting while Alderman Ahbe was
absent during the entire meeting.
Mayor Kinder then announced that this is an adjourned
regular meeting of the Council.
BIDS FOR CONSTRUCTION OF NEW MUNICIPAL BUILDING: The
Clerk then reported having received ten bids in response to the
advertisement for bids for the construction of the proposed
New Municipal Building, proceeded by reading the following pro-
posed resolution:
RESOLUTION
FORMALLY RECEIVING BIDS AND AUTHORIZING THE OPENING
THEREOF FOR CONSTRUCTION OF PROPOSED NEW MUNICIPAL
BUILDING P.W.A. PROJECT 1692 R.
IHEREAS the City Council of the City of Des Plaines
did, in its meeting of November 2,196, authorize the ad-
vertising for bids for the construction of a proposed
new Municipal building under what is known as P.W.A.
Docket 1692 R, and
WHEREAS the said advertisement was published in the
Des Plaines Journal on November b,1936, and November 12,
1936 and,
WHEREAS the City Clerk has reported that ten such bids
have been received by himt)
THEREFORE BE IT RESOLVED that the City Council of the
City of Des Plaines does hereby officially receive the
said bids and
BE IT FURTHER RESOLVED THAT THE CLERK BE AND HE IS
hereby instructed to proceed to open the said bids at
this time, and to read the same aloud.

The Architect, City Clerk and. City Attorney then tabulated the
bids and submitted the following proposed resolution which
was read by the Clerk:

DECLARING THE RESULT OF OPENING OF BIDS
OR CONSTRUCTING PROPOSED NEW MUNICIPAL
BUILDING-P.W.A.PROJECT 1692 R.
WHEREAS ten (101 bids for the construction of a
proposed new Municipal Building, known as P.W.A.
Docket Illinois 1692 R, have been received and heard
by the Council and
WHEREAS the bids of the following three(3) bidders
were found to be the three (3) lowest bids received,
namely:
Charles B.Johnson & Son., Inc.
:ames McHugh Sons,Inc.
George dollett Construction Go.
THEREFORE BE IT RESOLVED by the City Council of the
City of Des Plainesthat the said three ta) lowest bids
be retained and referred to Ihielbar and Fugard, authorized
architects for the City, for the purpose of analyzing the
said bids and reporting the result of the said bidding
to the State Director, P.W.A. for Illinois, and
BE IT FURTHER RESOLVED, that all bids excepting the
said three(3) lowest bids be rejected and the respective
bid bonds and/or bid checks be returned.

$11,000.00 JUDGMENT FUND BOND ISSUE: The Clerk then
read in its entireiy, for first reading, a proposed ordinance
entitled:
AN ORDINANCE PROVIDING FOR THE ISSUE
OF $11,000 JUDGMENT FUNDING BONDS OF
THE CITY OF DES PLAINES., COOK COUNTY,
TuuNOIS, AND PROVIDING FOR THE LEVY
OF A DIRECT ANNUAL TAX SUFFICIENT TO
PAY THE PRINCIPAL OF AND INTEREST ON
THE SAME AS IT MATURES.
The motion was made by Alderman Carroll and seconded by
Pflughaupt to suspend such rules of the Council as might prevent
the final passage of this proposed ordinance at this meeting, and to
put the said proposed ordinance upon its passage. The Mayor put
the question and the Clerk called the roll with the following re-
sult: Ayes; Aldermen Carroll, Pflughaupt, Fulle, Bishop, MacLuckie,
Frederick, Lemke, adhwanbeck and Campagna. Nays; None. The
Mayor thereupon declared the motion carried and the proposed
ordinance before the Council for final disposition.

The motion was then made by Alderman Pflughaupt
and seconded by Fulle to finally pass and adopt this proposed
ordinance and to direct the Clerk to cause the same published
in the Des Plaines Journal. The Mayor put the question and
the Clerk called the roll with the following result: Ayes;
Aldermen Carroll, Pflughaupt, lulle, tsishop, ItacLuckie,
Frederick, Lemke, Schwanbeck and Campagna. Nays; None. The
Mayor thereupon declared the motion carried and the ordinance
finally passed and adopted.
Mayor Kinder then signed the original of the said
ardinanee in approval thereof which signature was attested
by Edgar I.Friedridh, City Clerk, by affixing his signature and
impressing thereon the corporate seal of the City of Des Plaines.
ANNOUNCEMENT: Mayor Kinder then announced that the
Council will meet in the City Clerk's office for a few minutes
tonight after the close or this meeting for the purpose of
informally studying and analyzing the bids received for the
construction of the proposed new Municipal wilding.
ADJOURNMENT: The motion was made by Alderman Carroll
and seconded by Lemke that the Council now adjourn to 8x00 P.M.

CALL TO ORDER: The meeting was called to order by
Mayor George I.Kinder, presiding, with Aldermen Ahbe, Carroll,

Campagna responding to the roll call. ( Alderman Frederick
was absent during this roll call but arrived later during the
meeting.) The Clerk ieported a quorum present.
Mayor Kinder then announced that this is an adjourned
regular meeting of the Council for the purpose of disposing of
several matters in connection with the sale of the old City
Hall site and the construction of the proposed new Municipal
Building.

WHEREAS the City Council of the City of Des
Plaines, has examined and analyzed the bids received
on November 19,1936, for the construction of a proposed

WHEREAS in order to keep the cost of the said pro-
posed project within the means available for its construction,
the architect has recommended to reduce the scope of the
work as covered in the base bids by deduction and elimi-
nating therefrom the items designated in the specifications
as alternates numbers one (1), two (2), three (3) and four
(4) .
THEREFORE BE IT RESOLVED by the City Council of
the City of Des Plaines, Cook County, 111inois that the
scope of the said project be reduced by eliminating
therefrom the items designated in the specifications as
alternates numbers one (1), two (21, three(3) and four (4)
and
BE IT FURTHER RESOLVED that the base bid less the said
alternates numbers One (11, two 2), three(and four (4)
shall be the basis upon Which the contractor,for the said,
project shall be selected.

construction of a proposed new Municipal Building, known

WHEREAS the said council has by resolution determined
that the basis upon which the contract fot the said pro-
ject is to be awarded shall be the base bid less the
items designated in the specifications as Alternates
numbers one (I), two (2), three(3) and four (4), and.
WHEREAS it appears that the lowest bid received was the
bid submitted by vharles B.Johnson & Son, Inc. based upon its
base bid of Eighty•mine ihousand Seven -Hundred korty-four
