The Fire and Police Commission has given considerable
thought to the advisability of abolishing the rank of
desk clerk in the Police Department and having the
office of patrolman as the lowest rank.
At present the desk clerks actually perform the duties
Of patrolmen, and it appears to be the general practice
in other -Cities to have the lowest rank designated as
patrolman.
The CitY''AttOrney, At our reouest, has prepared the -proper
ordinadte for PASsage'by the Council, should our recom-
mendation be accepted.
Ibn'will notice that the ordinance provides for eight patrol-
men, while at present the City has three patrolmen and

a corn field and there was no property damage insurance
necessary. They replied that this requirement would
be waived by them provided the City of Des Plaines
furnished a waiver in the form of a resolution.
We will appreciate it if you will bring this matter
up at your next board meeting and recommend that the
Board pass such a resolution, and that we be furnished
with a copy thereof, which we can in turn send to
Mr. Bauerfs office so that this unnecessary item of

the bids received and read them aloud. the Mayor put the
question and the Clerk called the roll with the foliowing

pagna. Nays; None. The Mayor thereupon deciared the motion
carried and ordered the Clerk to open the said bids and

The Clerk then opened the bid, there being

Gentlemen:
Pursuant to the notice given, advertising for
sale the Des Plaines City Hall property described as:
Lots three (3), four (4) and Jive (5) in Block
Eight (8) in Parson and Lees Addition to
Des Plaines, a subdivision of Sections Seventeen
(Pi) and. Tmenty (20), Township fforty One (414
NOrth, Range Twelve (12), East of the Third
Principal keridian, in Cook County, illinois
subject to condition in title as follows:
"This conveyance is made upon the express con-
dition that should the grantee herein or its
assigns or grantees, use said premises or any
part thereof, or suffer the same to be used
for the purpose of selling or dealing in in-
toxicating liquors as a beverage, the title
to said premises shall immediately revert to
and vest in the grantor herein, his heirs, de-
visees or legal representatives.*

The motion was made by Alderman Bishop and seconded by
Frederick to refer this bid to the Council sitting as a
committee of the whole on Friday No' ember 20,1936. The
Mayor put the question and the Clerk called the roll
with the following result: Ayes; Aldermen Ahbe, Carroll,
Pflughaupt, x ulle, bishop, Frederick, Lemke, Schwanbeck,
and Campagna. Nays; Alderman MacLuckie. The Mayor there-
upon declared the motion carried and the bid so referred.
APPROVAL OF MINUTES: Each member of .the Council
had at hand a copy of the minutes of the regular Council
meeting held November 2,1936. The motion was made by
Alderman Ahbe and seconded by Carroll to approve the said
minutes as written. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried and the said
minutes approved.
STREET LIGHTING: The motion was made by Alderman
Carroll and seconded by Ahbe to instruct each Alderman to
determine which additional lights should be included in the
City's street lighting schedule, and report his suggestions
to the Council sitting as a committee of the whole on Monday,
November 23,1936. The motion was voted upon by acclamation,
whereupon the Mayor declared the motion carried.
REQUEST FOR LOCATING A TRY: Alderman Ahbe
inquired of the Clerk whether permission has been granted to
a certain tannery to locate in the old Foundry building on
East Miner Street. The Clerk reported that permission has
been denied because the Zoning Ordinance expressly prohibits
the operation of a tannery in the amity. The motion was made
by Alderman that in the fturer whet: an industry which is not
specifically covered in the City Ordinances, wishes to locate
in Des Plaines, the matter be referred to the Council for
action. The motion was voted upon byacclamation, whereupon
the Mayor declared the motion carried.
ADJOURNMENT: The motion was made by Alderman Lemke and
seconded by Prederick that the Uouncil now adjourn.to 6:00
p.m. Thursday, November 19,1956. he motion as voted upon
by acclamation, whereupon the Mayor declared the motion
carried and the Council adjourned to 8:00 P.M., Thursday,
November 19,1936.

MINUTES 02 THE ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF DES
PLAINES HELD IN THE COUNCIL CHAMBERS ON
THURSDAY, November 19,1936 AT 8:00 P.M.
CALL TO ORDER: The meeting was called to order
by Mayor George W.Xinder, presiding, with Aldermen Carroll,
Pflughaupt, lune, Bishop, MacLuckie, Lemke, Schwanbeck and
Campagna. responding to the roll call.- Alderman Frederick
arrived later during the meeting while Alderman Ahbe was
absent during the entire meeting.
Mayor Kinder then announced that this is an adjourned
regular meeting of the Council.
BIDS FOR CONSTRUCTION OF NEW MUNICIPAL BUILDING: The
Clerk then reported having received ten bids in response to the
advertisement for bids for the construction of the proposed
New Municipal Building, proceeded by reading the following pro-
posed resolution:

23RMALLY RECEIVING BIDS AND AUTHORIZING THE OPENING
THEREOF FOR CONSTRUCTION OF PROPOSED NEW MUNICIPAL
BUILDING P.W.A. PROJECT 1692 R.
WEREAS the City Council of the City of Des Plaines
did, in its meeting of November 2,1936, authorize the ad-
vertising for bids for the construction of a proposed
new Municipal Building, under what is known as P.V.A.
Docket 1692 R, and
WHEREAS the said advertisement was published in the
Des Plaines Journal on November 0,1936, and November 12,
1936 and,
WHEREAS the City Clerk has reported that ten such bids
have been received by him4)
THEREFORE BE IT RESOLVED that the City Council of the
City of Des Plaines does hereby officially receive the
said bids and
BE IT FURTHER RESOLVED THAT THE CLERK BE AND HE IS
hereby instructed to proceed to open the said bids at
this time, and to read the same aloud.
