He reported further that the City Collector failed to record this"pay:.ent and returned it as delinquent, describing the property in his return as follows: Lots 9 and 10 and the north 50 ft. of Lot 11 of Block 2. in Heart of Des Plaines Subdivision. On October 27,1911 this property as returned was sold at tax sale, thereby creating a cloud on the title the South 45 ft. of lot 9 and the south 45 ft. of lot 10 through no fault of the property owner. The City Attorney recommended that the City redeem the sale at an estimated cost of 475.00. Gentlemen: The Fire and Police Commission has given considerable thought to the advisability of abolishing the rank of desk clerk in the Police Department and having the office of patrolman as the lowest rank. At present the desk clerks actually perform the duties Of patrolmen, and it appears to be the general practice in other -Cities to have the lowest rank designated as patrolman. STREET LIGHTING: The motion was made by Alderman Carroll and seconded by Ahbe to instruct each Alderman to determine which additional lights should be included in the City's street lighting schedule, and report his suggestions to the Council sitting as a committee of the whole on Monday, November 23,1936. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. REQUEST FOR LOCATING A TRY: Alderman Ahbe inquired of the Clerk whether permission has been granted to a certain tannery to locate in the old Foundry building on East Miner Street. The Clerk reported that permission has been denied because the Zoning Ordinance expressly prohibits the operation of a tannery in the amity. The motion was made by Alderman that in the fturer whet: an industry which is not specifically covered in the City Ordinances, wishes to locate in Des Plaines, the matter be referred to the Council for action. Mayor Kinder then announced that this is an adjourned regular meeting of the Council. BIDS FOR CONSTRUCTION OF NEW MUNICIPAL BUILDING: The Clerk then reported having received ten bids in response to the advertisement for bids for the construction of the proposed New Municipal Building, proceeded by reading the following pro- posed resolution: RESOLUT I0 IT 23RMALLY RECEIVING BIDS AND AUTHORIZING THE OPENING THEREOF FOR CONSTRUCTION OF PROPOSED NEW MUNICIPAL BUILDING P.W.A. PROJECT 1692 R. WEREAS the City Council of the City of Des Plaines did, in its meeting of November 2,1936, authorize the ad- vertising for bids for the construction of a proposed new Municipal Building, under what is known as P.V.A. Docket 1692 R, and WHEREAS the said advertisement was published in the Des Plaines Journal on November 0,1936, and November 12, 1936 and, WHEREAS the City Clerk has reported that ten such bids have been received by him4) THEREFORE BE IT RESOLVED that the City Council of the City of Des Plaines does hereby officially receive the said bids and BE IT FURTHER RESOLVED THAT THE CLERK BE AND HE IS hereby instructed to proceed to open the said bids at this time, and to read the same aloud.
