establiph its ownership of the present City Hall site (South

Title Guarrantee. Policy from the Chicago Title and. Trust Co.
The motion vas made by Alderman Campagna and seconded by
Frederick to instruct Kenneth G.Meyer, City Attorney, to
get an estimate of the cost of a Title Guarrantee Policy
covering the present City Hall property. The motion vias
voted upon by acclamation, whereupon the Mayor declared
the motion. carried.
THANKS TO THE STATE HIGHWAY DEPART12NT: The motion
vs made by Alderman MacLuckie and seconded by Frederick that
the Council express its thanks to Mr. Klaprath and 'Ir. Paries
of the State Highway Department for their assistance rendered
in the matter of providing "Stop and Go" lights on Miner
Street. The motionvas voted upon by acclamation whereupon
the Mayor declared the motion carried.

THE WATER COMMITTEE: through its chairman, Alcierman
Bishop, reported the necessity of repairing a break in the
oil line along the shaft of the Cater Well pump, and submitted
the following proposal:

fuel and new material placed upon the work, together with
the loading of the equipment at the warehouse, cartage,
returning and unloading, and storingthis equipment.
You understand that recently our work has all
been unionized, and it will be impossible for us to
use 'anything but union labor upon your work, and our
hours of labor are eight hours.
Ifrequired to work overtime, the scale will
be time and one-half for overtime, and double for
Sundays and Holidays.
If notified, we will be ready to start this
work tomorrow morning, and will carry same to a completion
as soon as possible.

BE IT ORDAINED bythe CitYaftUncil of the City
of Des Plaines,Cook County, Illinois,
SECTION' 1. It shall be unlawful for any person,
firm or corporation owning, controlling or operating any
vehicle, to cause or permit such .ehicle to stand for more
than ninety (90) minutes between the hours of 2:00 P.M.
and 9:30 P.M., on any Saturday upon the following
streets in the City of Des Plaines,Illinoist

South side of Ellinwood Street, between
Pearson Street and Lee Street (LaGrant,e Road).
North Side of Miner Street, between

We understand that the ordinance which was to come up
in the meeting Monday evening regarding parking
restrictions on Saturday, has been interfered with
by the states check-up.
In that we gave this matter a great deal of consideration
and finally arrived at an ordinance that pleases both
factions, we believe that it would be a mistake to
further delay passing this ordinance. While we approve
of the states check-up, we feel that to delay the parking
ordinance for several months would greatly hinder our
Christmas shopping season.
We hope that you will pass this ordinance to eliminate
all day parking except to restricted areas, as it now
reads.

by Campagna to instruct the Clerk to proceed to open and

The motion was made by Alderman Bishop and seconded by
MacLuckie to refer these bids to the Council as a
Committee of the whole, to meet on Monday, November 9th,
1936, with such members of the Volunteer Fire Department

NEW MUNICIPAL BUILDING -APPROVAL OF PLANS AND
SrECIFICATIONS: The Clerk then submitted to the Council
for approval a set of the completed plans and specifications
for the proposed new Municipal Building. Mayor Kinder
declared "a recess for the purpose of informally studying
and discussing the said plans and specifications. Mr.Clifford
Carlson, of Thielbar and Fugard, architects, explained the
plans and answered questions regarding the same.
Mayor Kinder then declared the recess ended and
re -convened the meeting with all aldermen present. The Clerk
then read the following proposed resolution:

completed and filed with the City Clerk of this City

at intersection of Lee Street & Thacker St and

consist of reinforced concrete pedestrian subway, including,
sidewalks, pavement, relocation and reconstruction of storm

of Sped61 Assessment Warrant No.32 was paid by Ir. Connor, the
owner for the property assessed as:

in Heart of Des Plaines Subdivision. He reported further that the
City Collector failed to record this payl_ent and returned it as
delinquent, describing the propertyin his return as follows:
Lots 9 and 10 and the north 50 ft. of

On October 27,1911 this prOperty as returned was sold at tax sale,
thereby creating a cloud on the title the South 45 ft. of lot 9 and
the south 45 ft. of lot 10 through no fault of the property owner.
The City Attorney recommended that the City redeem the sale at an
estimated cost of 475.00.

Carroll to instruct the City Attorney to get an estimate of redepption
