Dear Sirs: r note from an article printed in last week's issue of the Des Plaines Journal and from the legal notice and description of the property, that your Council Body seriously considers selling the land now occupied by the present City Hall, and in this description I find no building line restrictions. No one knows at this time, rho the purchaser may be, or what size building they may plan to erect. The front line on Ellinwood Street is very well established and there should be no fear about a building being erected in front of the present store fronts facing•Ellinwood Street, but I wish to call your attention to that portion facing Lee Street. Some twenty years ago, an agreement was signed by Mr. A.H.Kuhluan, and the late Mr. P.A.Parsons, and L.C. Spiegler, and recorded, establishing a five foot building line on this street, from the alley inter- section Routh to Prairie Avenue. To keep this block uniform and to prevent --any possible thought of erecting a ninety foot building in place of eighty-five feet, I suggest that you dddicate five feet "facing Lee Street, for sidewalk purposes, and have it recorded an the property d eed. By doing this, the City would have a unifrom building line established on the east side of Lee Street, running from Ellinwood St. to Prairie Avenue. CON T CT ION TO CITY SEWER: The motion was made by Alderman Lemke and seconded by Pflughau-ot to instruct the Clerk to write the Chicago and Northwestern Railroad Company notifying them that the Railroad has drained its paters from its coach yards into the City's North Avenue sewer without authority, and that the City will either block or disconnect the same unless the Railroad Company itself does so at once. P.W.A.PROJECT N0.7270 -CHECK VALVES: The Clerk reported that the Koppers Construction Co. has main indi- cated that it does not intend to replace the check valves which have been rejected as not being constructed according to specifications. The Clerk then read the following letter: October 23 1936 Mr.Edgar J.Friedrich,City Clerk City of Des Plaines Des Plaines.Illinois SUBJECT: P.W.A.PROJECT7270-Des Plaines Water Softening Plant -Check Valves. Dear Sir: With reference to your letter of October 20th in which you state that the City Council has ordered that we replace the seven (7) 8" and two (2) 6" check valves which we furnished in accordance with our bid to the city, with Chapman Non -Slam Type check valves. Referring back to the files on this contract, we wish to call to your attention the correspondence in regards to the check valves previous to the signing of the contract on October 23rd,1935. Mr.Allen's letter of September 22nd,1935, called our attention to the fact that we neglected to furnish drawings of the check valve with our bid. On September 27th and October 7th,1935, we mailed the drawing of the check valve to Mr. Robinson and the City Clerk. Ontober 8th,1935, Mr.Robinson advised us that our checks were not in accordance with specifications and that he specified Chapman's Non -Slam type or equal, but also added "there is no equal. w 263 We advised Mr. Robinson on October 9th that vie were unable to get Chapman's price and that we were bidding on our own type. Again on October 14th we mailed to Mr. Robinson a sketch showing our check valve which we were going to furnish on this contract. All of the above correspondence was before the contract was signed and definitely shows that our bid was to furnish check valves of our own design which are non - slam and designed for the service required of them. On November 25th,1935, we received a letter from Mr.Allen authorizing us to proceed with the contract and as no mention was made with reference to the design of our valves. we proceeded to fabricate in accordance with our bid. Certified prints were nailed to Mr. Allen on June 6th,1936, showing the valves we were furnishing. In view of all the above correspondence and the several verbal discussions had with Mr.Robinson pertaining to this Question and the fact that our bid was accepted on the basis of furnishing a valve of our own deign for the service required. we feel that we certainly co-operated with the c-.ty in fulfilling our proposal. PARKING DEMAND STUDY: The Clerk then introduced Mr. Paries of the Slate Highway Department, who explained to the Council how the proposed parking demand study on Lee Street and Miner Street is to be carried out. STOP AND GO LIGHTS ON MINER STREET: Mayor Kinder then introduced Mr. V.Klaprath-of the State Highway Department who presented, in detail, the problems involved in providing "Stoj and Go" lights along Miner Street through the business district. Mr.Klaproth explained that the State does not feel that traffic warrants the installation of "Stop and. Go" lights at four intersections (Des Plaines Ave., Pearson St., Lee St., and Graceland Ave.), but that he is perfectly willing to concede the need for such lights at two intersections, namely, Des Plaines Avenue and. Lee Street, and will be glad to recommend an appropriation from the City's portion of the Motor Fuel Tax for the installation of "Stop and. Go" lights at the said two intersections. The motion was made by Alderman MacLuckie and seconded by Bishop that the Council endorse the progressive signalizing of the intersection at Des Plaines Ave and Miner St., as well as the intersection at Lee St. and Miner Street with *Stop and Go" lightr interconnected -with the C & North estern Railroad, as outlined by Mr.Llaprath. The motion was voted upon by'acclamation whereupon the Mayor declared the motion csrried. The motion was made by Alderman MacLuckie and se- conded by Ahbe to refer this matter to a special committee consisting of Mayor George W.Kinder, Alderman Lemke, Frederick and Bishop, and City Clerk Edgar J.Friedrich to carry on negotiations and report. Des Plaines,Illinois Gentlemen: For the repairing of your Deep well Turbine pump, our charge will be as follows: 92.50 per hour for the man who is in charge of the said work, and :2.00 per hour for each additional man used upon said work. This includes the use of our. equioment, but we shall make an additional charge fr fuel and new material placed upon the work, together with the loading of the equipment at the warehouse, cartage, returning and unloading, and storingthis equipment. You understand that recently our work has all been unionized, and it will be impossible fur us to use anything but union labor upon your work, and our hours of labor are eight hours. If required to work overtime, the scale will be time and one-half for overtime, and double for Sundays and Holidays.
