The motion was made by Alderman Pflughaupt and seconded by
Campagna to refer this letter together with the statement
of claim be referred to the City Attorney together with
the Sewer, Drainage and sanitation Committee. The motion
was voted upon by acclamation whereupon the Mayor declared
the motion carried.
APPROVAL OF MINUTES: Each member of the Council
had a copy of the minutes of the regular Council meeting
held September 21,1936 as well as those of the adjourned
regular Council meeting held September 28th,1936. The motion
was voted upon by acclamation, whereupon the Mayor declared
the motion carried and the said minutes approved as written.
CLEANING STREETS IN FIRST WARD: ihe motion was
made by Alderman Qarroli and seconded by Ahbe that inasmuch
as several streets in the First Ward need cleaning the matter
of cleaning the said streets in the First Ward to the Streets
and Sidewalks Committee. The motion was voted upon by accla-
mation whereupon the Mayor declared the motion carried.
RE -LOCATING STR7,"T LIGHTS: The motion was made
by Alderman Carroll and seconded by Ahbe to refer the matter
of studying the possibility of relocating and revising the
location of street lights to the Committee on Streets, Ride -
walks and Municipal Lighting jointly with the Finance Committee.
The motion was voted upon by acclamation whereupon the Mayor
declaredthe motion carried.
RETIREMENT TO CITY CLERK'S OFFICE: Mayor Kinder
then asked the Council, to retire to the City Clerk's office
in order to discuss several matters under consideration. The
Council re -convened in the City Clerk's office with all Aldermen
present.
AUDITING BILLS -JONATHAN COOK & CO. Kenneth G.Meyer
-reported some progress in the suit of Jonathan Cook & Co vs.
the City of Des Plaines, and in an informal manner received
suggestions from various Council members regarding the case.
PROPOSED THACPER STREET STORM SEWER: Mayor Kinder
reported that the recent rains indicated the necessity of
providing storm sewers. He submitted to the Council•plans,
specifications and estimates, prepared several years ago,
for the construction of a storm sewer on `hacker Street,
with the request that each Council member give the matter of
storm severs some thought.
ADJOURNMENT: The motion was made by Alderman
Lemke and seconded by kflughaupt to adjourn. The motion w as
voted upon by acclamation, whereupon the Mayor declared.the

CALL TO ORDER: Mayor Kinder called_ the,meeting
to order with Aldermen Ahbe, Carroll, Pflughaupt, Fulle, Bishop,

NEW MUNICIPAL BUILDING: Mayor Kinder reported
that a group consisting of a delegation from the Library Board,
a delegation from the Volunteer Fire Department, the Mayor,
the City Clerk and the City Treasurer met with Mr. Butt af Thiel -
bar and. Fugard, architects on Thursday evening, October 8,1936
and discussed the general space requirements for the various
City departments in the proposed new municipal building. He
stated further that tentative plans have been prepared, and then
introduced Mr. Burt who presented the tentative plans and explain-
ed the same.

The members of the Council, together with several
members of the Fire Department ( A.Wille and V.Spiegler) then
informally discussed the plans, suggesting such changes as
seemed practical.
VOLUNTW.RS 07 AMERICA TAG DAY: The Clerk then

Mrs. Chas.Hammerl, M;rs.J.T.Raymond with Mrs. -Erma ieeldt
in charge of headquarters, at the City Hall.
The work of the Volunteers of America is so
well known that it needs no detailed explanation to this
representative body of citizens.

WATER PLANT OPERATORS CONVENTION: The Mayor then

Gentlemen:
In cooperation with the various water plant Operators'
Associations in the State of Illinois, the State Department
of Public Health is sponsoring its fourth annual meeting
of all operator s of water purification and treatment plants
in the State of Springfield on October 27 and 28.
Realizing the decided trend toward water softening and iron
removal, we are arranging to have a session devoted entirely
to the problems involved in water softening and iron removal.
We have been very fortunate in securing li.r.Charles H.Spaulding,
a recognized authority on this subject, of Springfield, to
take charge of this session.
With many towns experiencing a decrease in water revenue, it is
especially important that the operating efficiency be main-
tained without reducing the good quality of the supply in a

water softening plant, proper operation is particu-
larly necessary if efficient operation is to be
maintained.
We are, therefore, inviting your superintendent of
water to attend this conference. 't would be ad-
vantageous for him to attend the entiretwo-day
session, but if this is not possible, attendance
on the first daywill prove very profitable to you
and to the superintendent.
On the other side is a program of the conference
and we urge that you authorize your water, superin-
tendent to attend, because no commodity in your
community is more necessary than a clean, safe
water supply.

by Frederick to instruct lir. Marvin Wells, Superintendent
of Public Works, to attend this convention at the City's
expense and to authorize the necessary expenditure there-

CALL TO ORDER: The meeting was ca4led to
order by Mayor George W.Kinder, with Aldermen Ahbe, Carroll,
Pflughaupt, Fulle, Bishop, MacLuckie, Frederick, Lemke, Schwan-
beck and Campagna responding to the roll call.
22ALLTRLY STATEMENT: The Clerk then distributed
to each member of the Council a copy of the Clerk's Quarterly
report for the third quarter, ending September 30,1936.
THE JUDICIARY AND ASSESSMENT COMMITTEE: had no
report to offer.
THE POLICE AND LICENSE COMMITTEE: through its
chairman, Alderman .vulle, reported that Officers Drexler
and Cheever 1%ere sent to the Police Training School at
Northwestern University. The total cost of the course
plus expenses is c4130.00; ten dollars each for registration fees,
and five dollars for transportation and miscellaneous expenses.
The motion was made by Alderman MacLuckie and seconded by
Lemke to approve the action of the Police and. License Committee
in sending these two officers to the Police School. The motion
was voted upon by acclamation whereupon the Mayor declared
the motion carried.
