itINUTES OF THE ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF DES
YLALIIES HELD IN THE COUNCIL CHAMBERS ON
THE 28th DAY OF SEPTEMBER 1936 AT 8:00
P M.
CALL TO ORDER: The meeting was called to order by Mayor George
W. Kinder with Aldermen Ahbe, Fulle, Bishop, MacLuckie, Lemke and
Campagna responding to the roll call. Aldermen Carrolld
Schwanbeck were absent during the entire meeting while Alerman
rflughaupt arrived a few minutes after the roll call.
ARCHITECT FOR NEW MUNICIPAL BUILDING: The motion was made by
Alderman Lemke, Seconded by Frederick, that the City engage
Thielbar & Fugard, Architects, to prepare plans and specifications,
bidding forms, and contract forms suitable for advertising and
receiving bids for the construction of the proposed new Municipal
Fuilding. The frost of the said architectural services not to ex-
ceed 41, 500.00. The Mayor put the question and the Clerk called
the roll with the following result: Aues; Aldermen rflughaupt, Fulle,
Bishop, Frederick, and Lemke. 1Tays; Aldermen Ahbe, MacLuckie and
Campagna. Mayor Hinder thereupon declared the motion lost for want
of an affirmative aldermanic majority (6), of the ten elected
Aldermen.
SALE OF PRESENT CITY HALL S1TTE: The Clerk then read the following'
proposed Ordinance for first reading:
AN ORDINANCE AUTHORIZING THE'SALE
OF THE PRAFERTY KNOWN AS *TAE CITY
HALL PROPERTY*
WHEREAS, the present City Hall of the City of Des Plaines
is of inadequate size and is unsuitable for the needs and uses re-
quired by the City of Des Plaines for the administration of its
affairs; and
WHEREAS, the united States Government, through the Federal
Emergency Administration of rublic Works has offered this City a
grant of Thirty -Nine Thousand Nine Hundred Twenty Dollars(39,920.00)
to be applied toward the cost of constructing a new City Hall or
Administration Building; and
WHEREAS, this City will be able to eredt a new city hall with
funds realized from the sale of the present City Hall and the pro-
ceeds of said grant;
THEREFORE, BE IT ORDAINED by the City Council of the City of
Des Plaines:
SECTION 1. That the present existing City Hall and the real.
estate upon which same is situated, and the real estate adjacent there-
to, all particularly described as follows:
Lots three (3), four f4) and five (5) in Block
Eight (8) in Parson and Lee's Addition to Des
Plaines, a subdivision of Sections Seventeen
(17) and Twenty,(20), township Forty -One (41)
North, Range Twelve (12), East of the Third
Principal Meridian, in Cook County, Illinois,
is no longer appropriate for use by the City of Des Plaines.
SECTION ?1 That said real estate is located on the
southeast corner of Ellinwood Street and Lee Street (LaGrange Road)
in the City of Des Plaines, Look County, Illinois, and is now used
by the City of Des Plaines as a municipal building for police station*
council chambers and administration offices.

SECTION 3. That said City Hall property, more particularly
described as follows:
Lots three t3?, four (4) and five (5) in Block
Eight (8) in Parson and Lee's Addition to Des
Plaines, a subdivision of Sections Seventeen
(17) and Twenty (20), Township Forty -.One (41))
North, Range Twelve (12), East of the Third
Principal Meridian, in Cook County, Illinois,
be sold for sash subject to a covenant and condition appearing in
a warrant deed from SUSAN M. PARSONS to the VILLAGE OF DES PLAINES,
dated June 3, 1891 and recorded September 2, 1891 as Document.
No. 1529284, which covenant and condition read as follows:
"This conveyance is made upon the express condition
that should the grantee herein, or its assigns or
grantees use said premises or any part thereof, or
suffer the same to be used for the purpose of
selling or dealing in intoxicating liquors as a bev-
erage, the title to said premises shall immediately
revert to and vest in the grantor herein, his heirs;
devisees or legal representatives."
SECTION 4. That the proposal to sell said real estate be
published once each week for four (4) successive weeks in the Des
Plaines Journal, a secular newspaper published in the City of Des
Plaines, Gook County, Illinois; the first publication to be net less
than thirty (30) days before the day provided in said notice for the
opening of bids.
SECTION 5. The said notice advertising said property for
sale shall contain an accurate description of said property, the pur-
poses for which it is used, and at what meeting the bids will be
received.
SECTION 6. Said bids shall be opened at 8:00 P.M. November
16th, 1936, said date being the date of a regular meeting for the
City Council of the City of Des Plaines.
SECTION 7, No bid shall be accepted except upon a vote of
three-fourths ( of the members of the City Council. The City Council
may by a majority vote, reject an# and all bids.
SECTION; 8.. All Ordinances or parts of Ordinances in conflict
herewith are hereby repealed.
SECTION 9., This Ordinance shall be in full force and effect from
and after its passageand approval, according to law.
The motion was made by Alderman Bishop, seconded by Frederick, to sus-
pend such rules of the Council as might prevent the final passage of
tnis proposed ordinance at this meeting, and to put the said ordinance
upon its final passage at tnis meeting. ,The Mayor put the question on
the motion to suspend the rules and the Clerk called the roll with the
following result: Ayes, Aldermen Ahbe, Fflughaupt, Fulle, Bishop, Macir
Luckie, Frederick, Lemke, and Campagna, Nays; None. The Mayor there-
upon declared the motion to suspend the rules carried and such rules
suspended.,
The motion was then made by Alderman Fulle, seconded by Frederick, to
finally pass and adopt tnis proposed ordinance. The Mayor put trie
question and the Clerk called the roll with the f dllowing result:
Ayes; Aldermen Ahbe, Pflughaupt, Fulle, Bishop, MacLuckie, Frederick,
Lemke, and Campagna. Nays; 'None. The Mayor thereupon declared the
motion carried and the said ordinance finally passed. Mayor Kinder
then signed the ordinance in approval thereof which signature was
attested by Edgar J. Friedrich, City Clerk.
ACCEPTANCE OF GRANT OFFER FOR NEW MUNICIPAL BUILDING: The Clerk
then read the following offer of grant:

amended to date) which are made a part hereof, the United States
of America hereby offers to aid in financing the construction of
a complete new city hall, combined with a fire and police headqu-
arters and a library (herein called the *Project'), by making a
grant to City of Des Plaines, Cook County, Illinois, in the amount
of 45 percent of the cost of the Project upon completion, as
determined by the Federal Emergency Administrator of Public Works,
but not to exceed, in any event, the sum of ;39,90.00.

BE IT RESOLVED by the mayor and City Council of the City of Des
Plaines,
SECTION 1. That the offer of the united States of America to
the City of Des Plaines, Cook County, Illinois, to aid by way
of grant in financing the construction of a municipal Building
a copy of which offer reads as follows:

SECTION 2. That said City of Des Plaines agrees to abide by
all tine rules and regulations relating to such grant a copy of
which rules and regulations were annexed to the Government's
offer and made a part thereof.
SECTION 3. That it is hereby covenanted that work on the pro-
ject described in the offer will be commenced as early as poss-
ible but in no event later than December 1, 1936; that the work
will be planned so that it will reach a substantial peak before
March 15, 1937; and that the project will be completed by
November 15, 1937.
SECTION 4. That the City Clerk be and he is hereby authorized
and directed forthwith to send to the Federal Emergency Admin-
istratji.on of Public Works three certified copies of this
Resoll,ztion and three certified copies of the proceedings of this
meeting in connection with the adoption of this resolution, and
such further documents or proofs in connection with the accep-
tance of said offer as may be requested,by the Federal Emergency
Administration of Public Works.

adopt this proposed resolution. The Mayor put the question and the
Clerk called the roll with the follosing result: Ayes: Aldermen

Campagna. Nays: None. The Mayor thereupon declared the motion
carried and the resolution adopted.
Mayor George W. Kinder then signed the said resolution in approval
thereof, which signature was attested by Bdgar J. Friedrich, City
Clerk.
PURCHASE OF GARBAGE TRUCK: Aldemaan Lemke, chairman of the Sewer,
Drainage, and Sanitation Committee then presented the following

authorize and direct the ulerk to issue a formal purchase order

ADJOURNMENT: The motion was made by Alderman MacLuckie, deconded
by Ahge, to adjourn. The motion was voted upon by acclamation
whereupon the mayor declared the motion carried and the council
regularly adjourned.

THE COMMITTEE ON PUBLIC WORKS,BUILDINGS AND PLATS,
through its chairman, Aderman Schwanbeck, reported that the
Lister Products Co. has moved from its address at 925 'hacker
Street thus making it unnecessary to take further action
regarding the complaint recently received charging that this
company is putting these premises to a non -conforming use.
THE SEWER, DRAINAGE AND SANITATION COMMITTEE had
no report to offer.
THE WATER COMMITTEE had no report to offer.
THE FIRE COMMITTEE through its chairman, Alderman
Campagna, reported that a committee of Volunteer Firemen is
still busy preparing a thorough and well planned set of Fire
Truck Specifications, and hope to- Submit the complete specifi-
cations to the Council at its next regular meeting.
