by Mayor George Cktinder, presiding, with Aldermen £thbe,

Pflughaupt was absent during the entire meeting._
REPORTS OF OFFICERS: The Clerk then read the

THE JUDICIARY AND ASSESSMENT COMMITTEE: had no

THE POLICE AND LICENSE COMMITTEE: The Clerk
then read the following report:

meeting of the Lity Council, held July 20,1936 the
following matter was referred to your committee:
The attached letter from Marvin Wallach, Attorney
for the Hathaway Baking Co.
The Council also requests that you submit a
schedule of business license rates now in effect.

the City asking that they be not required to
pay any business licenses in addition to the
4250.00 Retail Liquor License fee.

the above and has found: the committee finds that it
is impossible to change the license fee during the
license year, and therefore recommend that the matter
be referred back to the signers of original letter
for consideration at proper time of year.

above request the committee finds that the council has
no authority to grant such a request under the existing

Gentlemen:
After making several days check on our business streets
and noticing the increase of paper and rubbish along
the curbing your committee appreciates the need of
"Receptacles" which could be used by the general public
to help keep the city streets clean, such as are used
in other municipalities.
A survey made for properly locating such receptacles
shows that vie need a total of eight for an equal distri-
bution.

to and to instruct the Clerk to issue a formal purchase
order for the purchase of the same as per quotation. ($13.00
each less 25% & 5%, or $9.26 each net, or a total for the
8 receptacles of .74.08 net.) The Mayor put the question
and the Clerk called the roll with the following result:

6,1936 the following matter was referred to your committee:
The application for the construction of a concrete
driveway across the parkway submitted by A.S.Perlin

investigated the above and has found: that inasmuch
as there are ammendments to the Sections referred
to above: we believe it in order that the City Clerk
furnish the City Attorney with all amendments pertain-

ordinance for the council's approval.

Alderman Bishop, chairman of the Water Committee
further reported that the rremier Rose Gardens required
four million gallons of water from the pity mains during
the month of July,1936.

SPEED ZONES ON STATE ROUTES: The Clerk then
read the following letter:

We have again made an investigation of state highways
within the city of Des Plaines for the purpose of
determining reasonable yet safe speeds along the same.
The resolution passed by the City Council at a meeting
on April 6th incorporated a large number of speed
reductions which upon reinvestigation are found to be
unreasonably low. 1'he resolution therefore is not
acceptable to this department.
1 am attaching herewith two copies of a resolution in
which are tabulated the speed limits for the various
zones which we believe to be reasonable yet safe
and which 1 request be brought to the attention of the
City Council at its next regular meeting for passage.

RESOLUTION FOR THE ESTABLISHENT OF SPED ZONES
ALONG STATE HIGHWAYS IN MUNICIPALITIES
Whereas, there are certain streets or highways within
the limits of the City of Des Plaines, Illinois, which
are designated as State Highways and which are under
the jurisdiction of the State of Illinois, Department
of Public Works and buildings, Division of High ays, and
Whereas, the Department of Public Works and Buildings,
Division of Highways, in accordance with the provisions
of Article 111, Section 29 of an Act in Relation to the
Regulation of Traffic, approved July 9,1935, is empowered
to place and maintain such traffic control devises as
it shall deem necessary to regulate traffic on such
highways, and
Whereas, the Act in Relation to the Regulation of
Traffic provides for certain speed restrictions as pre-
scribed in Article Vi, Section 49, of said Act and for
the adjustment of such speed restrictions upon such hih-
ways in accordance with the provisions of paragraph (d)
of Article VI, Section 49, of said Act, therefore,
BE IT RESOLVED, BY THE COUNCIL of the City of Des
Plaines,Illinois, that such State Highways located within
the municipality be zoned for speeds as hereinafter des-
cribed and as further indicated on the attached map of
the municipality in accordance with the provisions of
Act id Relation to the Regulation of Traffic approved
July 9,1935.

Be IT FURTHER RESOLVED that the speeds indicated on
the signs erected by the Department of-'ublic Works, and
Buildings, Division of highways, along State highways within
the municipality shall be officially recognized as the maxi-
mum speeds at which vehicles may operate within the
designated zones and such regulation shall become effective
in accordance with the provisions of Article V1, Section
49 (d) .
The motion was made by Alderman Campagna and seconded by
Frederick to adopt this proposed resolution. The Mayor put
the question and the Clerk called the roll with the following

F.W.A. PROJECT 7270: The Clerk then read the
following proposed resolution:

ACCEPTING SECTION "F" - PWA PROJECT '7270
WHEREAS, the City of Des Plaines, Cook County,
Illinois, did enter into a contract with Chas.M.Porter
Company of Chicago, Illinois for the furnishing of all
of the materials and performing all of the work shown
on the Drawings and described in the Specifications for
Section."F" of a Softening Plant, Reservoir and Pumping
Station, said project being known as PWA Project., Docket
No.7270 ( ILL,), and said contract being dated October.
22,1935, and
' .' ,'HEEREAS, it appears that said Chas. la.Porter Company
has fully completed the construction of said Section "F"
in accordance with the said Drawings and Specification and
the approved changes therein and has fully complied with
the approved Contract Documents, therefore,
BE IT RESOLVED, that the City Council of the City of
Des Plaines accept and does hereby accept the work
as constructed under Section "F", of the above mentioned pro-
ject, by the said Charles M.Porter Uompany, for Use and
Occupancy, s .d acceptance being made subject to the guarantee
and warranties as included in the contract documents.

lution:
A RESOLUTION APPROVING EXCESS
WORKING HOURS - P.W.A.rROJECT 7270.
WHEREAS, on June /0th and June llth,1936, R.C.
ieboldt Company, Contractor for Section A of PWA
Project Docket No.7270 worked certain of their
employees in excess of eight hours each in one twenty
four (24) hour period in order to complete a continuous
concrete pour of approximately 770 cu. yds. and,
WHEREAS, it appears that, because of inability to
secure a sufficient number of properly qualified
men to make up a third shift, it became urgently
necessary for the said R.C.Wieboldt Company to proceed
in a manner described above in order to successfully
complete the aforementioned pour of concrete in one
continuous operation, as provided in its contract, and
WHEREAS the working of any employees (other than Ad-
ministrative and supervisory) by a contractor in excess of
eight (8) hours each in any one tmenty-four (24) hour
period is contrary to r.W.A.Construction Mules and Regu-
lations unless such excess hours are approved by the
designated officer of the Public Works Administration,
THEREFORE, BE IT RESOLVED, that the pity Council of
the City of Des Plaines hereby approves, subject to the
approval of the State Director of r.W.A, for Illinois,

the action of R.C.Wieboldt and company described in the
first paragraph above, and
BE IT FURTHER RESOLVED, that the City Clerk be and
hereby is instructed to forward two certified copies of
this resolution and two signed copies of the contractor's
request for approval of the excess hours together with two
signed copies of a letter from the City of Des Plaines
requesting the retroactive approval of the State Director
of r.W.A. for Illinois for the excess hours described
above and as itemized in said contractor's request.

that there are negotiations pending whereby the
differences between the City and Divane Brothers will
be amicably adjusted. Inasmuch as the consummation
of these negotiations will probably extend beyond
the time set forth in your notice to us of 'uly 1st,
1936, we got in touch with your attorney, and suggested
that the period set forth in the notice be extended.
Your attorney agreed to this, and we have a letter
from him in which he said in part as follows:
"I, as City Attorney, for the City of Des Plaines
do hereby grant and extend to you the 10 day
extension to the notice heretofore served by
the City of Des Plaines on you and dated july
lst, relative to the above captioned matter."

of lights serving the Lee Street Pedestrian Subway,
we submit the following proposal:
For the sum of ninety dollars 490.00) we propose
to furnish all labor and material connected with
the installation of one electrically wound two
circuit time clock, which will turn the underpass
lights on early in the evening, and turn on the
outside entrance lights two or three hours later,
and then turn both circuits off in the morning.
This proposal includes the wiring of this
system from a one circuit to a two circuit system.
This will provide for the installation of a separate
switch for the sump pump vault light permitting this
light to burn continuously.

RELIEF LABOR -TOWNSHIP SUPERVISOR: The Clerk

City of Des Plaines,Illinois
Gentlemen:
As you know, the administration of relief to needy
and indigent persons has been turned over to the town-
ship supervisors. Under the new state law concerning
relief, a real estate tax of 30 cents per :100 of valu-
ation has been levied on the township, a requirement
if the township was to share in the three percent
sales tax collections used for relief purposes. phis
levy was made at a special town meeting uuly 14 and is
now in effect.
Naturally, most township cases concern residents of
Des Plaines and Park Ridge.-.nvestigation of many of
these cases indicate that the -families have employable
members who time should be utilized in some gainful
occupation.
In order to arrange employment for those persons who
should be occupied, 1 would like the cooperation of the
members of your council in placing these persons to
work --suggesting they be put at work beatifying City
parks, streets, alleys public buildings etc. 1 also
would like, if necessary to find jobs, to put these
persons in private industry or on other jobs which
could be determined and agreed upon.
The plan considered would involve no cost to the "em-
ployer" but would require on his part that he kept a
record of the time and number of hours worked by the
"employee". A rate per hour would be established and
credited to the account of the relief client who would
be required to work out in this way his budget.
May i suggest that the council name a committee of
two or more who would work with me on this plan. De-
tails could be worked out at an early meeting.

The motion was made by Alderman Bishop and seconded by
MacLuckie that the Council recognize this invoice and
authorize the Mayor and City Clerk to draw a warrant in
the sum of 411.23 in favor of the wine Cafe, in
payment thereof. £he Mayor put the question and the Clerk
called the roll with the following result: Aye; Aldermen
Ahbe, Carroll, Fulle, Bishop, MacLuckie, :Frederick, Lemke,
Schwanbeck and Campagna. Nays; None. the -Mayor thereupon
declared the motion carried.
NEW DOG POUND: Alderman Fulle, chairman of the
Police and License committee then suggested that perhaps the
old cement block garage on the City Hall lot could be
wrecked with relief labor; the material could be used for the
construction of a much needed dog pound. The motion was
made by Alderman Frederick and seconded by *acLuckie to refer
this matter to the Pub:Wks.._.Bidge, Plat Comlittee with instructions
to get estimates on the cost of construction of a serviceable
dog pound. The motion was voted upon by acclamation, whereupon
the Mayor declared the ftotion carried.
TIRES FOR STREET WEEPER: Alderman Frederick
chairman of the 6treets and Sidewalks committee reported
that nese tires are needed for the street sweeping unit. The
motion was made by Alderman Ahbe and seconded by Campagna to
advertise for bids for pneumatic tires with an alternate bid
for solid tires. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.
DES PLAIDS NIGHT AT PARK RIDGE: Mayor Kirxi er then
announced that the kel Tierney cost of the American Legion
at Park Ridge has invited Des Plaines to take part in the
celebration of "Des Plaines Night* to be held at k'ark Ridge
on the evening of August 5,1936.
DEAD END STREETS: Alderman MacLuckie called the
Councilfs attention, once more, to the need of danger signs
at the end of "dead-end* streets.

Ahbe and seconded by Frederick to adjourn. The motion was
