CALL TO ORDER: The meeting was called to order
by M€:.yor George W. -Linder, presiding, with Aldermen Ahbe,
Carroll, Pflughaupt, P'ulle, Bishop, MacLuckie, k'rederick,
Lemke, Schwanbeck andCampagnaresponding to the roll call.
The Clerk thereupon reported all members of the Council
present.
REPORTS OF OFFICERS: The Clerk then read the
following reports:
1.Report for May 1936 of H.A.Becker,Captain of Police.
2.Report for May 1936 of Edgar J.Friedrich, City Clerk.
Mayor Kinder ordered these reports placed on file.
OPENING BIDS PEDESTRIAN UNDERPASS: The motion
was made by Alderman Bishop and seconded by lrederick to
suspend such rules of the Council as might prevent the
opening of bids received for the construction of the proposed
Lee -Thacker Pedestrian Underpass, at this time, and to in-
struct the Clerk to open the said bids. The Mayor put the
question and the Clerk called the roll with the following
result: Ayes; Aldermen Ahbe, Carroll, Pflughaupt, Fulle,
Bishop, MacLuckie, Frederick, Lemke, Schwanbeck and Campagna.
Nays; None. The Mayor thereupon declared the motion unani-
mously carried and ordered the Clerk to proceed with the
formal opening of bids.

The motion was made by Alderman Ahbe and seconded by Bishop
to refer these bids to +.11.A1/en, City engineer for tabulation
and report later during this meeting. The motion was voted
upon by acclamation whereupon the Mayor declared the motion
carried.
After some time, W,H.Allen, City Engineer reported
that the lowest bid abmitted for the construction of the pro-
posed Lee -Thacker Pedestrian underpass was the bid of Milburn
Bros., Inc., Mount Prospect, Illinois in the sum of 012,337.15
and recommended that the contract be awarded to Milburn Bros.
Inc
The motion was made by Alderman MacLuckie and seconded
by Lemke to award the Constract for the construction of the
Lee -Thacker Pedestrian underpass to Milburn Bros., Inc., at
at contract price of 412,337.15 said award to be made sub-
ject to the approval of the State Highway Department. The
Mayor put the q*estion and the Clerk called the roll with
the following result: Ayes; Aldermen Ahbe, Carroll, Pflughagpt,
Fulle, Bishop, MacLuckie, Frederick, Lemke, Schwanbeck and
Campagna. Nays; None. 'jhe Mayor thereupon declared the
motion carried and the said contract awarded to Milburn Bros.
Inc., subject to approval of the State Highway Department.
The motion was made by Alderman Bishop and seconded
by Fulle to return the bidder's check of Davidson & Doctor,
`but to retain the bidder's checks of the three low bidders,
namely, Milburn Bros, Inc., h.A.Reschke, and Esser Brothers.
The Mayor put the question and the Clerk called the roll
with the following result: Ayes; Aldermen Ahbe, Carroll,
Pflughaupt, lulle, Bishop, macLuckie, Frederick, Lemke,
Schwanbeck and campagna. -Nays; one. The Mayor thereupon de
clared the motion carried.

THE JUDICIARY AND ASSESSMENT COMMITTEE: had no
report to offer.
THE POLICE AND LICENSE COMMITTEE: The motion
was made by Alderman Carroll, chairman of the Police and
License Committee, and seconded by Frederick to appropriate
the sum of $200.00 for 1936 from the 1936 Contingent Account
Appropriation for the purpose of engaging a dog catcher
for the City. The Mayor put the question and the Clerk
called the roll with the following result: Ayes; Aldermen
Ahbe, Carroll, Pflughaupt, Fulle, Bishop, MacLuckie, Frederick,
Lemke, Schwanbeck and Campagna. Bays; None. The Mayor
thereupon declared the motion carried.
The motion was made by Alderman Carroll and seconded
by Lemke to request the Mayor to issue a proclamation declaring
that all dogs at large on city streets must be muzzled. The
motion was voted upon by acclamation, whereupon the Mayor.
declared the motion carried.
Alderman Carroll, Chairman of the Police and License
Committee reported that no solution has as yet been reached
regarding the downtown parking problem. The motion was then
made by Alderman Carroll, and seconded by Ahbe that the down-
town parking question be tabled. The Mayor put the question
and the Clerk called the roll with the following result: Ayes;
Aldermen Ahbe, Carroll, Pflughaupt, Fulle, bishop, MacLuckie,
Schwanbeck and Campagna. Nays; Aldermen Frederick and Lemke.
The Mayor thereupondeclared the motion carried and the
said question tabled.
The STREETS AND SIDEWALKS COMMITTEE: The Clerk
then read the following reports
To Chairman Frederick,Streets and 'idewalks Committee,
at the meeting of the City Council, held May 18,1936
the following matter was referred to your committee:
The State Highway Department's offer to
lower some several hundred feet of sidewalk on
the west side of Lee Street, and to replace
the same with new walk.
See copy of letter attached hereto.

Your committee on Streets and Sidewalks having tried
on several occassions to contact our City Engineer,
Major Alien, regarding the attached letter from uen-
drick Harger referring to the regrading and rebuilding
of sidewalks and parkways on Lee St. but finally gave
up in dispair.
We however covered the section in question with our
local State Engineer who pointed out the off grade
spoken of in their letter which is quite different•
from the grade level on the east side of the street
making it almost impossible for the residents to
use their driveway if left as is.
We therefore suggest that the City Clerk be instructed
to answer the letter concurring/the recommendations
in
made by Dist. Engineer Kendrick hanger.
We suggest further that the City Clerk again read the
attached letter so that the Aldermen become familiar

at the meeting of the City Council, held May 4,1936 the
following matter was referred to your committee:
The letter from the Cumberland Maintainence Corp'n.
requesting that the City cut the weeds in Cumberland.
Copy of the latter is attached.

contents of the attached letter referring to cutting
tall grass and weeds an the parkways in front of vacant
lots in Cumberland and will add this to part of our duties
for the summer months.

Gentlemen:
Still having in mind the horrible condition
in tall grass and weeds that we were confronted with
all last summer due to lake of sufficient and proper
type of equipment to overcome this situation, we, the
committee on Streets and Sidewalks respectfully request
of the City Council that the City Clerk be instructed
to advertise for bids on a small utility tractor with
the mower attachment included to be purchased with
moneys out of the State maintenance Fund.
All bids to be mailed to the City Clerk and
opened by him at our next regular Council meeting
Monday,'une 15,1936.

THE COMMITTEE ON PUBLIC WORKS BUILDINGS AND PLATS
through its chairman, Alderman ¥acLuckie, reported that the
committee wishes to postpone action regarding the purchase
of a stoker for the City hall, and the installation of a
fireproof vault for the safekeeping of City records till fall
of this year.
The motion was made by Alderman Frederick and
seconded by Bishop to instruct the Committee on Public Works,
Buildings and Plats to proceed to make a study of the cost
and possible location of a fireproof vault for the City*s
records. The motion was voted upon by acclamation, whereupon
the Mayor declared the motion carried.
THE IEVER,DRAINAGE AND SANITATION COMMITTEE: had
no report to offer.
THE WATER COMMITTEE had no report to offer.

THE FINANCE COMMITTEE: through its chairman,
Alderman Pflughaupt, submi'2ed the following report:
The bill of R.E.Kilby dated November 14,1936 for 034.00 for
pipe and fittings. Copy of the said bill is
attached hereto.

Your Committee on bill of R.E.Ailby Co. has investi-
gated the above and has found: that the City of
Des Plaines utilized the item of pipe appearing on
the orignal bill in the improvement of Des Plaines
Avenue when the retaining wall was put in south of
Lagerhausen's Lumber & Coal Co. The 2 - 12" gate
valves billed were not supplied to the city.
We, your committee on the bill of R.E.Kilby Co, re-
commend that the bill of R.T.Ailby be approved at
this time for $224.00 in final settlement.

Project No.7270 as required by the P.W..Fi., and
WHEREAS the .-W Construction Company has default d
on its contract for Section WA" of the said project,

WHEREAS the State .Director fo r Illinois P.W.A.bas

The motion was made by Alderman Carroll and seconded by Frederick
to suspend such rules of the Council as might prevent the final
passage'of this proposed ordinance, for the purpose of putting
the same upon its final passage at this meeting. The Mayor
put the question and the Clerk called the roll with the
following result. Ayes; Aldermen Ahbe, Carroll, Pflughaupt, Fulle,
Bishop, MacLuckie, .Frederick, Lemke, Schwanbeck and Campagna.
Nays; None. The Mayor thereupon declared the motion carried
and such rules suspended.
The motion was then made by Alderman Frederick and
seconded by Lemke to finally pass and adopt this proposed ordi-

the Forest Preserve District is a well belonging to
the City of Des Plaines, which is not now in use.

install either a hand or power pump for water for the
use of the crowds who use .northwestern •ark.

Dear Mayor Kinder:
I hope you will bring a delegation with you to the
annual meeting of the Suburban Area Association
at Oak Park Friday, June 5th at 8 P.M. Among
other matters, the plan to straighten out the
law as to tax objections and to give us a chance to
correct defects in the appropriation ordinances is
going to be of great importance. There is a good
chance to have a bill passed, if the municipalities
can agree on one.

We would like to install the convenience of a
toilet and washroom in the Riverview Community
Church. To do this it will be necessary to
tap into the main in front of the church. Will
it be possible for the city to make these connections
as a community favor. The Church will certainly
appreciate this donation.
Many people of our community appreciate the influence
the church has upon the citizens living in our
vicinity. Trusting this will be met favorably
we remain.

Gentlemen:
We have been contemplating open-air services for this
summer and are writing to you at this time to ask
your permission. 4- have spoken to Rev.Faust, the
minister who conducted the open-air service in
former years, and he said he was not planning to
have the services thisyear and we would not inter-
fere with his plans.
We would like to have permission to use the space
adjacent to the City -hall on Saturday evenings for
about one hour. We are working with you in trying
to make Des Plaines a greater city and a better place
to live and we feel that one of the best ways to
do this is to present to the citizens the true
ahristian principles of life. This is the reason
we are planning the open-air services.

SPEEDING ON SOUTH SIDE: The Clerk then read
the following letter:
To the Honorable, the City Council of
Des Plaines, eook County, Illinois
Gentlemen:
Since we have noticed a considerable amount of
speeding, in fact too much speeding, of auto-
mobiles taking place along our streets every
day; and
Since such speeding, careless or reckless or
at best senseless, is dangerous to other cars
and to pedestrians and especially to hundres
of childred going to and coming home from school,
who have the same right to the use of those
streets; and
ince the City Fathers of Des Plaines are the
only legitimate body having the legal right and
duty and means to put a stop to these intolerable
conditions; and.
Since these same City Fathers - although it
is true, they have to be busy with and attend
to many other City matters - yet will, no
doubt, appreciate when these facts and dangers
of speeding are called to their attention and
would sorely regret if anybody were hurt through
an oversight of theirs:
Be it resolved, therefore, that we, the Second

Mayor Kinder referred this letter to the Police and
License Committee:
MARKING ON PRAIRIE AVE: The motion was
made by Alderman Ma tuckie and seconded by Lemke to
instruct the Streets and Sidewalks committee to arrange
to paint a center -line zone stripe along the S -Curve
on Prairie Avenue from Laurel Avenue to Arlington Avenue.
The motion was voted upon by acclamation, whereupon the
Mayor declared the motion carried.
REDUCING RAILROAD CROSSING HAZARDS: The
Clerk then read the following letter:

Dear Mr.Kinders
Supplementing our letter of January
9,1936, relative to the hazardous railroad grade
crossings in this city, a continuous study has been
carried on, and as a result thereof, this Council
has come to the conclusion that it is apparent
that the Chicago and Northwestern Railroad Company
will not voluntarily improve these conditions; there-
fore, we suggest that immediate action be taken
by the City Council for the necessary remedial measures,
with a filing of the case before the Illinois Com-
merce Commission. The enclosed resolution was
passed at the regular meeting held on May 21,1936,
of this Safety Council and together with the enclosed
petition for better railroad crossing protection,
signed by 1275 citizens of the City of Des Plaines,
is respectfully submitted for favorable action on
this long standing, long debated question of safety
for everybody at these hazardous railroad grade
crossings.

Safety Council:
RESOLUTION
WHEREAS the grade crossings in Des Plaines,
Illinois, on the Chicago and Northwestern Railroad
at Des Plaines Avenue, Lee Street, Pearson Street
and Graceland Avenue are in need of better protection,
and
WHEREAS Section 1173 of Chapter Twenty-seven
of the City Ordinances provides for maintd.ning a
flagman and gates at railroad crossings, and
WHEREAS Section 1163 of Chapter twenty-seven of

of the City Ordinances provides for the regulatin
of the speed of railroad trains within this city,
and
WHEREAS it has been found that trains are
passing through this city at speeds in excess of
fifty miles per hour, and.
WHEREAS these grade crossings are inade-
quately illuminated at night, and
WHEREAS the board type of crossing is
hazardous during damp seasons, and.
WHEREAS this type of crossing is uneven
and encourage skids for motor vehicle traffic,and
WHEREAS in the last five (5) years there
have been twelve (12) accidents with fourteen
‘14) persons killed and six (6) injured at these
crossings, and
WHEREAS all these accidents, with the
exception of one, occured to people residing
elsewhere than in Des Plaines, Illinois, and
WHEREAS these railroad highway grade
crossings have been investigated by well known
traffic engineers and pronounced as extremely
hazardous crossings, and
WHEREAS the officials representing the
Chicago and. Northwestern Railroad. Company have
declined to install further protection, and
WHEREAS expert engineering assistance
has been offered free of charge to the City of
Des Plainestillinoie, by the Chicago Motor Club
to assist in securing better protection at the
said grade crossings,
THEREFORE, be it resolved that the City
Council of Des Plaines,Illinois, immediately
take the necessary action to remedy these hazards
and that the City Attorney of the said City of
Des Plaines, Illinois be instructed to file
the case before the Illinois Commerce Commission,
and.
BE IT FURTHER RESOLVED that the City
Attorney of Des Plaines,Illinois, request that
automatically controlled crossing gates be
installed and that these said gates be controlled
by a speed pickup mechanism such that the said
gates will be lowered the same number of seconds
before a train arrives at the crossing, regard-
less of the speed of the train and that the
said crossings be flood -lighted at night.

by Frederick to adopt this proposed resolution. The
Mayor put the question and the Clerk called the roll with

REFUND PLUMBER'S LICENSE FEE: The Clerk then

plumber of Uhicago, will be brought by you to the
attention of your city council Tune lst.
Your courtesy in the matter is appreciated, and I
will look forward to hearing further from you
regarding the action of your city council, which
I trust will be favorable.

CAIL TO ORDER: in the absence of Mayor George
V.Kinder, who was out of town, the meeting was called to
order by Edgar J.Friedrich, City Clerk, with A]dermen Ahbe,
Carroll, Pflughaupt, Fulle, Bishop, macLuckie, Frederick,
Lemke, Schwanbeck and Campagna responding to the roll call.
The Clerk reported all aldermen present.
DESIGNATING MAYOR PRO -TEM: The motion was then
made by Alderman MacLuckie and seconded by Pflughaupt that
Alderman Ahbe be designated as Mayor pro -tem in the absenee
of Mayor George W.Kinder. The Motion was voted upon by
acclamation, whereupon the Clerk declared the motion carried.
